Implementation of Community Policing within the Brisbane Metropolitan North Police Region: Issues and Problems

Abstract The role of policing within western democratic countries has become increasingly clouded. This nebulous role of policing has been impacted upon by such issues as, the diversity and complexity of social change, the advances achieved within the technology field and the increasing amount of legislation that has been passed in an endeavour to accommodate such changes. Over the decades these developments have required policing organisations to shift their focus from the original crime prevention in conjunction with community collaboration to one which is predominantly incident driven and enforcement focused. Through the adoption of various strategies utilising technology, beginning with the motor vehicle, the police organisation has also progressively widened the gap between itself and the community being policed. With the widening of this gap such traits as trust, familiarity, co-operation and information exchange between the two parties has declined. This appears to have a domino effect on the fear of crime and social disorder within the community, thus impacting on the quality of life of community members. Within recent decades some of the traditional policing practices - including random preventive patrol, rapid response and the need for additional police because of increasing crime - have been questioned and researched. The findings of these research projects have not supported the effectiveness of such policing strategies. The role of policing, thus comes into question and a return to the historical role of policing espoused when Sir Robert Peel established the London Metropolitan Police and drafted the Principles of Policing, which was issued to each newly appointed constable, is being revisited. This has been promoted in the form of the 'community policing' concept. This community policing concept is stated as consisting of three core components - personalised policing through a police officer being stationed within a set geographic area; police-community partnership and problem-solving. However, in order to establish and maintain a viable partnership, both parties must participate and be aware of what the partnership entails. Similarly, with problem-solving both the community and police must identify and prioritise the local community problems. Both of these core components are bonded together through the appointment of a police officer within the community providing personalised policing. This shift in policing focus would necessitate changes both within the police organisation and the community itself. It must be remembered that the reactive, incident driven model of policing has been in existence for several decades and changing such a model will require some time. Thus, the effective implementation of community policing requires an agreement as to what community policing means and then a marketing and training program so that at the outset both parties are on an equal footing. As for the problem solving component of community policing, the parties to the partnership need to accommodate the differing foci of the opposite party. From the policing perspective, this requires accepting input from the community rather than maintaining a controlling demeanour. The police therefore, need to adopt an approach espoused by Wilson and Kelling (1982) in their article titled, 'Broken Windows: The Police and Neighbourhood Safety' which has been discussed in several literary works dealing with the community policing concept [Edwards 2001; Kenney (ed) 1989; Trojanowicz & Bucqueroux 1994]. The community also needs to be involved and this can be achieved initially, by maintaining support and enthusiasm for the community policing activities initiated. The success of implementing community policing relies on the adoption of the core components. The two community policing components, police-community partnership and problem-solving are impacted on by the third core component of personalised policing within a particular area. The personalised policing component is the need to have stable and reasonably enduring police personnel deployed to respective community locales. By adding this factor to the community policing components there is provided a degree of continuity and thus both parties develop a degree of familiarity which can lead to trust and confidence. The implementation of community policing to this extent needs to be holistically addressed through the police organisational dimensions, namely the philosophical, the strategic and the programmatic. Through these dimensions a comprehensive development of the community policing concept can be undertaken.

Partnership policing of electronic crime: an evaluation of public and private police investigative relationships

Law enforcement agencies worldwide, including those in Australia, have declared partnerships with the private sector to police e-crime as “critical”. However, this strategy faces uncertainties about appropriate formats and the potential for fostering corruption. Sarre and Prenzler’s (2000) Regulated Intersections model proposes that, to avoid corruption, cooperation must be limited and regulated closely. Consequently, this thesis examines the conditions under which investigative partnership policing of e-crime at the state police level can be mutually beneficial to police and the private sectors, while maintaining public interests. The thesis aims, therefore, to establish normative standards and guidelines for configuring effective and ethical public-private partnerships for e-crime investigation. An exploratory analysis of 3529 e-crime incidents, reported to and cleared by Victoria Police during 1999/00 to 2003/04, investigated the nature of reported e-crime, routine factors affecting its successful investigation and whether partnership was one of those factors. A pilot survey canvassed private sector responses to these issues and partnered e-crime investigation. Thirty-seven interviews were conducted with police, private investigators and e-crime victims. During the research, three Australian attempts at public-private investigative partnership formed to varying success, including the Joint Banking and Finance Sector Investigation Team (JBFSIT) at the Australian High Tech Crime Centre.

An evaluation of the implementation of community policing in Westonaria

Community policing is a joint community and police effort to reduce the incidents of crime, to the benefit of the basic human need of safety. Without community assistance, police alone cannot reduce the crime levels. Since 2012, there have been attempts to implement community policing in Westonaria. However, the success of the implementation thereof has proved to be problematic. The question arose as to what the reason for this limited success is. The researcher formulated research questions to determine the meaning of community policing, as well as the factors affecting the successful implementation thereof in the Westonaria policing precinct. To achieve the desired results, the researcher used different methodologies, and identified target groups and data collection techniques, which was analysed and interpreted. Literature and semi-structured interviews were used to collect data. Primary sources such as written materials of the South African Police Service (SAPS), National Development Plan 2030 and other documents that relate to community policing and crime prevention strategies were analysed. In addition, secondary sources such as dissertations and theses, newspaper articles and text books on community policing were also consulted. Interviews were conducted with SAPS members and local community members. The purposive sampling procedure was used to select participants who was knowledgeable and had experience on the research topic. This study gives an overall explanation of what community policing is, from the literature reviewed relevant to the study, with the aim to strengthen partnership between the SAPS and local community of Westonaria. Inhibiting factors in the police, as well as in the community, were identified and recommendations are made for the successful implementation of community policing in the area. / Criminology and Security Science / M.A. (Criminal Justice)

Partnership policing between the South African Police Service and the private security industry in reducing crime in South Africa

In South Africa, there are high numbers of criminal incidents that are reported to the police every year. Crime prevention needs different stakeholders to work together in order to reduce crime. The South African Police Service (SAPS) looks after the interests of all citizens while the Private Security Industry (PSI) looks after the interests of their paying clients. Only people who can afford to pay extra ‘private’ protection services that are rendered by private security service providers use these services. In this manner, the PSI is a very important stakeholder in crime reduction. Of critical importance is the effective collaboration between the PSI and SAPS in combating crime. The mixed methods approach was used in this study: qualitative (focus group discussions which were only used by the researcher to familiarise himself with the topic being studied and one-on-one interviews with the members of top management from both PSI and the SAPS) and quantitative (questionnaires completed by members of the PSI and members of SAPS from operational levels). The study revealed the following: • There are barriers to more effective partnership policing between the SAPS and PSI in combating crime. These barriers came from both sides (SAPS and PSI) whereby the SAPS are said to be looking down on PSI and taking time to respond to the crime scenes when called upon. On the other hand, the manner in which the security members behave on the crime scene was said to be problematic; • Lack of effective control of PSI by the regulating body makes it easy for fly-by-night security companies to operate in South Africa hence tarnishing the image of the PSI; • There is a need to give additional legal powers to the deserving private security officers, after thorough training, in order to qualify them as Peace Officers so as to strengthen their role in crime prevention in areas where they do not render their security services as opposed to the citizens powers that the private security officers have as outlined in section 42 of the Criminal Procedure Act No. 51 of 1977; • The Memorandum of Understanding between the SAPS and PSI should be formulated by the crime prevention stakeholders in order to combat crime effectively; • The security training should be improved in order to enable the security officers to help police combat crime effectively. Based on the research findings, the recommendations were formulated which, hopefully, would help the stakeholders to improve their roles in crime prevention. / Criminology and Security Science / D. Analysis of the role of traditional leadership in partnership policing

The main objective of this research is to analyse the role that traditional leadership plays in partnership policing in Limpopo, particularly in the Giyani and Malamulele areas, South Africa. Given the challenges associated with traditional initiation schools, the study investigated factors that hinder the effective participation of traditional leadership in partnership policing; explored the extent of partnership policing in rural areas in Limpopo that are led by traditional leaders; and examined best practices with regard to the roles of traditional leadership in partnership policing. Potential areas of non-compliance with and ignorance of the law, and the Constitution, were identified. The role of traditional leadership in other African countries, such as Ghana, Tanzania, Zimbabwe, Namibia and Botswana, was also analysed. A comprehensive literature study on traditional leadership and international best practices on partnership policing was conducted. Traditional leaders play a vital role in the development process. Furthermore, traditional leaders play a significant role in resource mobilisation and political stability. The primary question guiding this study is: What is the role of traditional leadership in partnership policing in the rural areas of Limpopo? During the research process, in-depth interviews, non-participative observation and focus group interviews were conducted with the relevant role players. These role players included Chiefs, Indunas and Headmen, SAPS representatives, representatives from the Department of Community Safety and Liaison, as well as representatives from the Department of Cooperative Government and Traditional Affairs in Limpopo. The study fulfilled the following objectives:  Identified factors that hinder the effective participation of traditional leadership in partnership policing;  Explored the extent of partnership policing in rural areas, in Limpopo, led by traditional leaders; and  Examined international best practices with regard to the role of traditional leadership in partnership policing. Based on the findings of this study, a Multi-Stakeholder Partnership Policing Strategy (MSPPS) was developed. This strategy could serve as a recommendation to advise the SAPS of a more substantial role that traditional leadership could fulfil in partnership policing in the rural areas of Limpopo; this would also contribute towards further identifying best practices with a view to benchmark such a strategy in rural areas throughout South Africa. This study makes a significant contribution to the improvement of working relations between the police and traditional leadership in Limpopo. Secondly, the study promotes nation-building, harmony and peace between traditional leadership, the SAPS and other relevant stakeholders in the quest to prevent crimes associated with traditional cultural practices. / Political Sciences / D.
