The thesis deals with Public Private Partnership in the European Union and Czech Republic. On the grounds of analysis, it aims to asses impacts of providing public goods especially by course of PPP projects. PPP issue is defined generally, considering all basic elements by way of theoretical information. A comparative view of current PPP situation and development in Czech Republic and Great Britain was an important contribution while handling the selected topic. An analysis of EU task of implementing PPP projects in member states and financing these projects from EU funds is no less important. In the analytical part, emphasis is put on the origins and history of PPP, legal regulations of PPP and the institutional framework in particular countries. Number of instances of practice are mentioned too. As regards Czech Republic, one part of the thesis is devoted to the barriers to development.

Cette thèse présente un cycle de vie de la relation de sous-traitance innovante, en étudiant la théorie néo-institutionnelle à travers le concept d'innovation partagée. En innovant, le sous-traitant augmente le différentiel d'information, de ressources et de compétences existant entre le donneur d'ordres et le sous-traitant. Le contrôle devient impossible et cède sa place à la confiance. Le sous-traitant gagne en pouvoir de négociation, sa dépendance diminue et celle du donneur d'ordres augmente jusqu'à atteindre une dépendance croisée partenariale. Au-delà du partenariat, le glissement de dépendance peut aboutir au développement du sous-traitant, qui finit par détenir les activités créatrices de valeur. Cette thèse s'intéresse à l'innovation dans le service de sous-traitance dans l'industrie textile habillement tunisienne. Sur un échantillon de 191 sous-traitants tunisiens, elle valide le rôle modérateur de l'innovation des sous-traitants sur la relation asymétrique. / This thesis presents a life cycle of innovative subcontracting relation, by studying the neo-institutional theory through the concept of open innovation. By innovating, the subcontractor increases the difference of information, resources and skills existing between the principal and the subcontractor. By becoming impossible, control is replaced by trust. The subcontractor improves his negotiation's power. His dependence decreases and that of the principal increases toward cooperative partnership. Besides partnership, dependence's slide leads to subcontractor's development, which ends up by value-creating activities. This thesis is interested in innovation on subcontracting services, in tunisian textile clothing industry. Relaying on a sample of 191 tunisian subcontractors, it validates the moderator role of subcontractor's innovation on asymmetric relation.

The dissertation describes the current situation of Public Private Partnership (PPP), and then analyzes the development of this concept in the Czech Republic from 2004 to the present time, especially regarding to the implementation of Governmental policy in the field of Public Private Partnership declared in the key resolutions of the Government, institutional ensure and number and volume of the implemented projects. This dissertation also defines the main causes of failure of Public Private Partnership in the Czech Republic. Moreover, the thesis also includes a comparison of Public Private Partnership in the Czech Republic and in selected European countries (Slovakia, Croatia, Portugal) and formulation of the preconditions for successful implementation of Public Private Partnership in the Czech Republic in the future.

The diploma thesis deals with the concept of Public private partnerships in the Czech Republic. Specifically it focuses on healthcare and social services. At first we introduce the partnership between the public and private sector in general. We inform about its forms, risks, advantages and disadvantages. We concentrate on legislative and institutional environment in the Czech Republic. The fundamental contribution of the thesis can be seen in monitoring of individual realized and unrealized projects. There we make effort to find common factors of their realization. The main aim is to answer the question whether PPP projects are appropriate tool for solving the situation in the health sector. The results show that the state PPP projects are not appropriate instrument to address investment in the current conditions. On the contrary better management is seen at municipalities especially in social services. PPP projects can not be seen as means of solving long-term problems in the health sector in the Czech Republic. In conclusion we give recommendation regarding application of the concept of PPP in the healthcare or the social services in this country.

The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.

Local innovation system and public-private research partnership : a case study of national research centres and a science park in Thailand

This thesis investigates the local innovation system of public research organisations in the Thai context, in which research centres and firms are co-located in a planned science park, with particular emphasis on the influence of co-location on interactions between research centres and local firms, and the research collaboration between the research centres and industrial firms. It aims to gain insight into the factors that influence the interaction of research centres and firms located in close proximity and the ways in which research centres and firms interrelate in relation to their research collaboration. This thesis draws upon three theoretical concepts: the concept of local innovation system, the concept of proximity, and the theories of inter-organisational relationships.The study suggests that co-location (i.e. physical proximity) to research centres does not normally lead to formal interaction between local firms and research centres in this context. Most of the interactions between them were found to be informal. Thus, the influence of physical proximity on the interactions and linkages of actors in this local innovation system is to some extent over-estimated. There is insufficient synergy to create an innovative surplus from co-location of firms and research centres in this context. The study also suggests that promoting social and technological proximity between research centres and local firms, by introducing institutional or organisational arrangements that would facilitate these two dimensions of proximity, encourages greater extent of formal interaction between them as well as facilitates benefits from spatial relation of these local actors. Despite the absence of formal interaction with local firms, research centres collaborate with firms located outside the science park. The study introduces a typology to understand how research centres work with firms and shows that most of the collaborative projects involved industrial application and utilisation of technological knowledge accumulated within the research centres, which applied to the firms' products or development processes. Many of these projects resulted from collective projects or partnering experience between the research centre and firm, and were likely to follow with subsequent collaborations. In addition, the study reveals that technological factors, i.e. technological relatedness between the knowledge base of firms and research centres and firm's technological capacity, influence the way in which research centres work with firms in collaborative projects. Organisational and institutional settings of research centres, as well as cultural factors are identified as barriers of research collaboration in this study.The thesis concludes by indicating that physical proximity alone cannot trigger interaction of actors, especially formal interaction such as research collaboration, bounded by spatial relation. Interaction between public research organisations and firms can take place without closeness in distance. Other dimensions of their relationship are important factors influencing their interaction. The research collaboration between research centres and firms is a complex process and requires supportive organisational and institutional arrangements and effective policy intervention.

As long as the states of East Asia can keep the growing rate of their economies, they can become the centre of the world economy in oncoming years. China and India have potetial to become regional superpowers and to dominate the world economy and replace the USA in this position. The USA must not lose their influance in Asia to remain the world superpower and creator of the world order. They need to find allies in Asia, that can help them to become a part of asian regional integrations and have influence on their development. The US goal is to carry through their own trans-pacific integration, that could be basis for Asia-Pacific Free Trade Area. The success of this integration indipends on U.S.-China`s relations and on the way how they will be able to solve their mutual disputes (chinese currency policy, commitments to WTO, chinese indigenous innovation policy etc.).

Objective of this diploma thesis is to identify risks and barriers connected with expansion of using the Public-Private Partnership concept, fractional objective is to identify limiting factors which affect still not very developed PPP projects in the Czech Republic. The theoretical part of the thesis is dedicated to definition of PPP concept and explanation of its specific characteristics in providing of public goods. The practical part is focused on chosen projects. On this sample are limits of expansion of using PPPs identified and analysed using the method of partial generalization. On the basis of analysis of available literature and qualitative research made there are suggested possible solutions.
