Reforma nemocenského pojištění ve vybraných zemích EU / Reforms of Sickness Insurance in Chosen EU Countries

This thesis examines the reforms of Sickness Insurance that have been realized in chosen countries of European Union. I've focused myself on Belgium, Netherlands, United Kingdom and Finland and every single reform step that have been taken in between 2003 -- 2005 in these countries. I've investigated how the situation in each country was before the reform came true and explored the main reasons that I believe have led to these reforms. I've also stated which impacts these reforms were supposed to have and after that I've studied the real impacts and consequences that were brought by this change in each country. You can see these in multiple graphs followed by my explanation whether and why I think the reform step was succesful. Judging by the succes that was noted in examinated countries I've decided which path is best to follow as far as the reform in Sickness Insurance is concerned. Thanks to previous examination of reforms that differs from each another I was at the end able to recommned which steps should be taken in Czech Republic since some kind of Sickness Insurance reform is needed as well. I believe comparing foreign Sickness Insurance reforms and my suggestions can help to improve Sickness Insurance system in CR and lead to the solution of various problems Czech Republic hasn't coped with yet.

This diploma thesis analyses the questions that were put in to the Gender Studies, o. p. s. online law centre between the years 2006 and 2014. This online law centre is primarily dedicated to answer questions on the topic of discrimination in the labour market, especially on issues relating to maternity or paternity leave as well as reconciliation of personal and working life. The theoretical part is devoted to putting this issue into the appropriate social and legal context. The main aim of this thesis is to answer the research question on what are the topics of the questions asked in this online law centre within the above mentioned time period, and also to determine whether men and women are interested in diverse topics. The chosen research method is quantitative content analysis. The outputs of this analysis are rather descriptive due to the high number of analysed queries. Keywords: discrimination, maternity leave, paternity leave, paternal allowance, reconciliation of personal and working life.

In recent years Germany had to deal with demographical changes on his own territory, pointing an increasingly aging population and on the other hand with a low birth rate that could not normalize this trend. Family policy deals with these issues because one of its current goals is to raise birth rates and ensure and strengthen the position of women in the market. As a possible solution, the family policy sees it in the contribution of men to the share of parental leave. Therefore this diploma thesis will have this topic in the focus. The turning point for Germany and especially for fathers was the year 2007 when the so called "Elterngeld" was introduced with the goal to encourage men to take parental leave and support the woman with raising children. Thanks to this fact that a man help a woman with an upbringing child and household, to women is given the possibility to return to the working environment earlier (at least for a half-time job). This partnership should ensure greater stability in the relationship and possibly ensuring next offspring that Germany necessarily needs. Since 2007 can be noticed interesting numbers of men entering the parental leave. Noteworthy is that one of the highest figures is reported by Saxony with Dresden and Leipzig. State-Provided Paid Family Leave and the Gender Wage Gap

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state paid parental leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and a regression analysis of women and men’s wages in those three states, before and after the implementation of the policies, we assess the effects of paid leave programs on the gender wage gaps in those states. Our results show us that California’s paid family leave policy had greater effects on decreasing the gender wage gap than the policies in New Jersey and Rhode Island. In addition, our regression analysis shows us that women of childbearing age (19-45 years) saw an increase in their wages after the policy implementations, while men of childbearing age saw a decrease in their wages. This led us to the conclusion that paid family leave policies may be effective in decreasing the gender wage gap; however it is problematic that men’s wages decreased, implying that the policies may not be totally welfare optimizing. However, we came to an important conclusion that will hopefully entice more states and the federal government to implement policies to better support working parents.

The Impact of State-Provided Paid Family Leave on Wages: Examining the Role of Gender

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On the other hand, the wages of men of childbearing age saw improvements post-policy implementation in policy states, compared to wages in non-policy states. Although the policies do not necessarily widen the gender wage gap, they do not work to help close it, due to flaws in the policies. To be more effective in reducing gender wage gaps, these policies need to increase the amount of paid support, and implement job protection rights in order to decrease the opportunity costs of men taking leave. If more men are able to take paid leave, then potentially parts of the gender wage gap that are due to employers viewing women as less attached to the workforce can decrease. Through this research we came to important conclusions that highlight the ways in which support of working parents in the US is lacking, and offered recommendations to create more equitable and effective policies.

In order to support the practical part of the thesis, we present information about women's role in society, women in the media, career, equal rights and work-life balance. The adopted method of the empirical part is an individual interview with women managers and a questionnaire aimed at selected employees of the bank.

Komparace rodinné politiky umožňující slučitelnost práce a rodiny v České republice a Německu / The comparison of Czech and German family policy enabling the harmonization of work and family life

The subject of this thesis is the comparison of family policy in the Czech Republic and Federal Republic of Germany in terms of measures adjustment enabling the reconciliation of work and care about the preschool children. The issue of work-life balance is further presented in the context of traditional sociological concepts and welfare state model theories, followed by a description of trends and current order of women's employment on the labor market of both countries and accompanied by the description of demographic trends. Thesis is specifically focused on the description of the governmental family policy of both countries in the perspective of parental leave entitlement settings, facilities of children day care facilities like nursery schools and creche, and formal involvement of fathers in the childcare. The methodological part of thesis is focused on the description of the family policy measures of the respective country. Comparison of both countries in terms of enabling the reconciliation of work and childcare is made on the basis of analyse and comparison of both the secondary quantitative data and the qualitative data drawn from the discussions placed on the free available web sites. Paid Parental Leave in the United States: Reconciling Competing Demands

The United States is the only developed nation that fails to provide its citizens with paid parental leave. The lack of parental benefit provision operates to the detriment of individuals and society as a whole by contributing to inequity across gender, race, socioeconomic status, and sexual orientation. As the demographics of the American workforce have changed, public policy has not kept pace. Paid parental leave is associated a number of health, economic, and social benefits. However, the greatest barrier to legislating paid parental leave is the philosophical underpinnings of American politics, specifically the strong current of liberal individualism and absence of maternalism. This thesis examines the policy option space for paid parental leave in the United States and recommends a paid parental leave policy that is gender-neutral and has a combination of three months individual leave and three months of shared leave at 100 percent wage replacement.

Slaďování rodinného a pracovního života na pozadí konceptu familismu ve vybraných zemích / Harmonization of family and work life from the view of familialism concept in chosen countries

The goal of this diploma thesis is to analyse public policies of the Czech republic and Germany which are focused on work-life balance of families with children under three years of age. In its theoretical part the diploma thesis offers description of how current changes in our society affects work-life balance, gender equality, women and their aspirations, desicion- making of families concerning their preproduction plans and fertility itself. As next this thesis brings explanation of relationship between different public policy designs and their affects on harmonization of both life spheres, gender equality and free choice of life strategy. In the anylitical part the diploma theses analyses concrete public policy instruments of both chosen countries, compares them with each other using predefined categories and offers analysis performed in the framework of familialism concept formulated by Sigrid Leitner. Finally, in the chapter "Discussion and summary of recommendation" the diploma thesis offers suggestions for modification of some concrete regulations in the Czech republic inspired by chosen regulations that are currently used in Germany and that are considered as instruments with potential to positively influent harmonization of both life spheres, gender equality and free choice of life strategy.
