Investigating the Inclusion of Ethno-depoliticization within Peace-building Policies in Post-conflict Sierra Leone

Ethno-politicization has been identified as a covert yet pervasive contributing factor in the various outbreaks of violence throughout Sierra Leone’s post-independence history. With the latest round of violent conflict having ended in 2002, the government of Sierra Leone in collaboration with local and international partners is presently engaged in peace-building. That being said, institutionalized peace-building has a considerable but imperfect track record of success. Furthermore, the intricate way in which ethno-politicization is woven into the social-political fabric of Sierra Leone is such that, if not effectively treated, it poses a continuing threat to the stability of the nation. Accordingly this thesis examined the extent to which ethno-depoliticization strategies have been directly incorporated into the peace-building framework. This task was accomplished through the development of a five-point definition of ethno-politicization that is based on the institutional instrumentalist theory. The definition provided an analytical framework used in the interpretation of results from a policy audit and field interviews with representatives of the peace-building architects. The research revealed that within the peace-building framework, ethno-politicization is not directly acknowledged as a real and ongoing threat to peace and stability and hence, a prioritized component of the peace-building architecture. However, some of the policy initiatives contained within the peace-building framework will indirectly result in ethno-depoliticization outcomes. These policy initiatives nevertheless require more rigorous and focused implementation and monitoring to be effective. Accordingly, the study recommends (i) the implementation of the recommendations of the Truth and Reconciliation Commission (ii) a constitutional amendment stipulating ethnic quotas for political party leadership and parliamentary candidates; (iii) the strengthening of civil society;(iv) an intensive nation-wide campaign promoting a national identity and; (v) the strengthening of democratic institutions, which also includes making ethnically-inclusive and ethnically impartial practices within public institutions as part of the performance evaluation of senior public servants.

Nonviolent campaigns in Zimbabwe, 1999 to 2013 : strategies, methods and effectiveness

Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy in Management Sciences (Public Management), Durban University of Technology, Durban, South Africa, 2016. / This study investigates the effectiveness of the strategies and methods that were employed by non-state actors as they engaged the state in nonviolent campaigns in order to address the socio-economic and political challenges experienced in Zimbabwe between 1999 and 2013. Using a combination of exploratory, descriptive and evaluative methods, the study argues that the nonviolent campaigns used in Zimbabwe were in the short term successful despite the state’s violent responses, which were at their peak during the run up to elections. The findings reveal that Women of Zimbabwe Arise, the Zimbabwe National Students’ Union and the National Constitutional Assembly among other non-state actors were effective in the short term. As a result Zimbabwe stands out as a plausible example where nonviolence as a strategy failed to end a brutal regime but enabled the non-state actor (the Movement for Democratic Change) to gain popular civilian support through its effective engagement of nonviolent strategies and methods. It was just its failure to estrange some of the pillars of violence (some members of the military, the police and the intelligence system) which curtailed the democratically elected opposition to get in into power. However, the brutal state responses directly and indirectly triggered a severe socio-economic and political down turn. This became apparent in the health, education, and water and sanitation services that were on the verge of collapse; increased corruption, growing displacement and emigration of Zimbabweans, and withdrawal of external support. The study concludes that the failure of nonviolent campaigns was partly a result of limited knowledge among Zimbabweans about what nonviolence involves, state brutality, poor planning and lack of patience by non-state actors and their resort to violence instead of sticking to nonviolence. It is nonetheless imperative to encourage civic society to cultivate a culture of nonviolence through the use of various agents of socialization which include the: home, school and the media. / M

Using agent-based modeling to assess the impact of martial law on a representative Iraqi town

One of the main challenges in the modeling and simulation community today is the study of human behavioral aspects, which are often not key considerations in traditional combat-oriented attrition-based models. In a martial law scenario, military or peacekeeping forces may be put in place to restore law and order and conduct a wide range of operations, such as setting up road blocks, imposing curfew, distributing food and manning checkpoints. This thesis focuses on the checkpoint operation and uses the agent-based modeling software PAX to assess the impacts of such a scenario on the population. Results indicate that civilians' level of anger and fear, needs and soldiers' rules of engagement play important roles in determining the success of peace support operations.

The Impact of Transitional Justice on Conflict Resolution and the Maintenance of Peace

Ethnic conflicts persist in Ghana despite the efforts of governments to resolve them. Governments are increasingly concerned not only about their massive human rights abuses and wide-scale destruction of property that characterize these conflicts, but also the difficulty of resolving them and restoring permanent peace. The purpose of this qualitative exploratory case study was to provide a deeper understanding of the processes and mechanisms of transitional justice implemented in Dagbon after war broke out in 2002 and explore the conditions under which these initiatives can be more effective in resolving the conflict and maintain peace. Data were collected through individual interviews, focus group discussions, and review of documents. Thirteen participants were purposively selected from communities, chiefs, and representatives of civil society organizations. Focus groups consisted of four men and four women. NVivo was used to manage and analyze the data. Data were analyzed using the theory of protracted social conflict as a lens and the concept of transitional justice as the conceptual foundation. The findings showed that a mixture of formal retributive and restorative initiatives was implemented. These were imposed on informal institutions and rules more deeply rooted in Dagbon. The institutions also suffered undue pressure from both government and elite of Dagbon which made peacebuilding difficult. A recommendation was made for government to strengthen the Dagbon Traditional Council to lead the conflict resolution process using traditional approaches, and identify and empower a credible civil society group to facilitate the process. The results could potentially change the way the conflict resolution initiatives have been conceptualized and managed in future.

The impact of conflict transformation on the work of grassroots peacebuilding organizations in Colombia and Israel/Palestine

This study focuses on the theory of conflict transformation and on its influence on the work of grassroots peacebuilding organizations in Colombia and in Israel/Palestine. Since there is no uniform and universally accepted definition of what conflict transformation is, the first step in this analysis will involve the construction of a clear framework for this approach. Once completed this task, it will be possible to use the resulting theoretical framework as a tool to analyze the work of six grassroots organizations operating in two of the most protracted, rooted and complicated conflicts of our times. The practical implementation of conflict transformation has still not been investigated in depth and the need for a clarification of this concept started to arise only recently. This research represents an effort in both these directions and hopefully will constitute a suitable starting point for future studies on the subject.
