aspect that enjoys a low priority in the majority of organisations resulting in weak and
insufficient retirement planning.
The aforementioned together with a lack of sufficient retirement planning preparation within
local authorities often leads to the formation of an incorrect perception when individuals
retire.
Aspects affecting retirement planning include the continued high inflation rate, affirmative
action, political and economic uncertainty, the population explosion, unemployment and
rationalization.
It is therefore imperative that officials receive the necessary training and leadership for the
expected success of retirement. An important shortcoming exists in this unique field to
school and prepare officials and the importance of establishing an independent future after
an active career becomes essential. The focus point for this investigation was to determine to what degree retirement planning is
operational in local authorities. Secondly, the degree to which available information in
connection with retirement planning is used to prepare officials effectively for the process
was determined. Subsequently problems experienced with the application and
implementation of a retirement plan for officials as well as obstacles that could hinder the
process of successful timeous retirement planning was also looked at.

This research focuses on legislative framework, preservation of pension benefits and retirement reforms. In future, retirement funds will be required to identify appropriate preservation funds for exiting members, who will be encouraged to preserve when changing jobs.

The relationship between mobility of vested plan participants and the use of reciprocity agreements in multiemployer plans was investigated. The assumption that pension benefit forfeiture retards worker mobility was considered. The assumption that worker mobility is enhanced by benefit preservation is one of the justifications for tax incentives provided retirement plans.
Several variables were considered in addition to the use or nonuse of reciprocity agreements; however, none of the variables were found to be significantly related to the turnover rate for vested plan participants in multiemployer plans. The primary conclusion of the research was that the hypothesis that benefit preservation through the use of reciprocity agreements in multiemployer plans is ineffective in increasing turnover for vested plan participants could not be rejected. / Ph. Parallel to the development of the public pension system, a comprehensive and quite complex occupational pension system has emerged. This report describes the historical background and the institutional details of the four largest agreement-based occupational pension schemes in Sweden.

This dissertation presents three essays on retirement and savings behaviour. It relies on secondary data from British national surveys to empirically address how workers prepare and adapt to the economic circumstances of later life. Chapter 1 analyses the effectiveness of providing workers with the opportunity to join workplace pension schemes to stimulate pension savings. It estimates the potential opt-in rate among employees who haven’t been offered a pension plan by an employer, had they been offered the opportunity to join a scheme. Governmental policies enforcing pension plan provision at every workplace could generate a major impact on aggregate participation rates. This potential success does not seem to be conditional on the existence of mechanisms imposed by law concerning the way workers are enrolled. Chapter 2 examines the effect of workplace pension schemes provision and participation on other individual financial savings, such as personal pension plans and financial assets. It exploits the variability in workplace pension scheme provision and membership induced by the employer’s payroll size as an identification strategy. No evidence is found that providing employees with access to workplace pension schemes would make them less likely to save through non-pension financial instruments. These results support the enforcement of the universal provision of workplace pension schemes as a national policy to improve financial preparation for retirement. Chapter 3 builds on the literature of the economic role of home production of goods and services at retirement. The literature usually restricts the explanation of retirees’ heterogeneous attitudes towards home production to gender differences or social norms related to couples’ division of labour. The present study provides novel evidence that non-cognitive skills in the form of personality traits explain the heterogeneous reallocation of time and consumption that occurs during a transition from the labour market to retirement.

INCENTIVE EFFECTS AND MANAGERIAL COMPENSATION CONTRACTS: A STUDY OF PERFORMANCE PLAN ADOPTIONS.GAVER, JENNIFER JANE. January 1987 (has links)
This study provides evidence concerning the endogenous determination of managerial compensation contracts. To avoid the confounding effect of tax considerations, we limit our attention to the choice among long-term nonqualified incentive plans. Specifically, we consider a two-part decision faced by the firm: (1) whether to add an accounting-based "performance plan" to the existing portfolio of compensation contracts and (2) if the firm adopts a plan, the choice between a "relative" or an "absolute" performance measure. Based on some behavioral implications of performance plans which distinguish them from alternative contracts, we develop hypotheses which relate the adoption and design of a performance plan to the firm's general incentive contracting environment. We test these hypotheses using a choice-based sample, evenly divided between performance plan adopters and nonadopters. For the purposes of parameter estimation, we use the multinomial logit model to reflect the qualitative, hierarchical nature of the decision setting. Our results indicate that variables which proxy for the incentive environment can explain which firms will adopt a performance plan, and also the type of performance measure used by the adopting firms.
