El presente proyecto de innovación denominado Sistema de Reporte de Prevención de Accidentes SIRPAC, el cual es una herramienta tecnológica para enfrentar la deficiente gestión de información, que no permiten dar a conocer oportunamente las situaciones de peligros potenciales de accidentes e incidentes en la FAP durante el 2019. Este consiste en el desarrollo de un aplicativo móvil que mejore el sistema de reportes de prevención de accidentes que actualmente tiene la FAP, permitiendo acceder inmediatamente a ellos como medio de comunicación efectiva para informar las acciones y/u omisiones que atenten con la vida humana y el deterioro del material asignado a la Fuerza Aérea del Perú (FAP) mediante una participación activa, rápida y oportuna del personal militar y civil que laboran en las diversas Unidades de la FAP. Para la realización de este proyecto de investigación aplicada que se inicia con el análisis científico del problema (deficiente gestión en la información sobre los peligros potenciales de accidentes e incidentes en la Dirección de Prevención de Accidentes de la FAP por parte de las unidades y dependencias a nivel nacional y de sus causas) se propone la generación de nuevas ideas y se termina con el diseño de un prototipo de alta resolución denominado SIRPAC que enfrenta al desafío de innovación identificado. El objetivo de este trabajo de investigación buscó integrar, sintetizar y aplicar los conocimientos, habilidades y perspectivas propias del rigor científico, para abordar un problema real del sector público como es el deterioro de la imagen institucional de la FAP a través de las lesiones del personal y la pérdida o daño al material propio, por la falta de prevención en la ocurrencia de accidentes e incidentes, cuyo efecto es la pérdida de confianza en la institución - Estado. En el primer capítulo, se define y describe el problema público, analizando el marco conceptual, la arquitectura del problema y el marco institucional relacionado con el problema. En el segundo capítulo, se analiza las diferentes causas que generan el problema. En el tercer capítulo, se propone el diseño del prototipo incluyendo las experiencias, el concepto final de la innovación, la descripción del prototipo y su proceso de desarrollo y finalmente, en el cuarto capítulo, se desarrolla el análisis de deseabilidad, factibilidad y viabilidad del prototipo. / This innovation project called the SIRPAC Accident Prevention Reporting System, which is a technological tool to deal with the deficient management of information, which does not allow the situations of potential danger of accidents and incidents in the FAP to be timely disclosed during the FAP, 2019. This consists of the development of a mobile application that improves the accident prevention reporting system that the FAP currently has, allowing immediate access to them as an effective means of communication to inform the actions and / or omissions that threaten life human and the deterioration of the material assigned to the Peruvian Air Force (FAP) through an active, rapid and timely participation of military and civilian personnel working in the various Units of the FAP. For the realization of this applied research project that begins with the scientific analysis of the problem (poor management in the information on the potential dangers of accidents and incidents in the Directorate of Accident Prevention of the FAP by the units and dependencies to national level and its causes) the generation of new ideas is proposed and it ends with the design of a high-resolution prototype called SIRPAC that faces the innovation challenge identified. The objective of this research work sought to integrate, synthesize and apply the knowledge, skills and perspectives of scientific rigor, to address a real problem of the public sector such as the deterioration of the institutional image of the FAP through personal injuries and the loss or damage to the material itself, due to the lack of prevention in the occurrence of accidents and incidents, whose effect is the loss of confidence in the institution - State. In the first chapter, the public problem is defined and described, analyzing the conceptual framework, the architecture of the problem and the institutional framework related to the problem. In the second chapter, the different causes that generate the problem are analyzed. In the third chapter, the prototype design is proposed including the experiences, the final concept of the innovation, the description of the prototype and its development process and finally, in the fourth chapter, the analysis of desirability, feasibility and feasibility of the prototype. / Trabajo de investigación

Los incendios forestales en el Perú han venido incrementándose año a año convirtiéndose en un problema que el Estado peruano tiene que afrontar para evitar pérdidas materiales y de vidas humanas en la sociedad, con el respectivo impacto en la vida económica y social de los ciudadanos. La FAP como integrante del Estado y de acuerdo a ley, participa directamente en la extinción de estos incendios, para lo cual, emplea aeronaves y personal disponibles para tal fin. Sin embargo, la respuesta de la FAP a estos eventos no es del todo oportuna, ya que se vienen perdiendo varias miles de hectáreas de bosques o pastizales, viviendas, animales de cría, vidas humanas y el respectivo impacto ecológico propio de este tipo de desastres. Al respecto, el presente estudio mediante el empleo de diferentes herramientas determinó que el proceso de coordinación necesita una mejora sustancial, para que la FAP pueda determinar su participación en estos eventos y cuando lo haga sea en oportunidad que evite las perdidas antes mencionadas. El proyecto de innovación está orientado a dos procesos, el primero es de coordinación, la existente entre el ciudadano y la FAP, ya que si queremos una respuesta inmediata, la información sobre la ocurrencia de un incendio forestal debe llegar a la FAP de la manera más rápida, a través de una central telefónica tipo 911; el segundo de verificación, que permita la verificación del incendio forestal por parte de la FAP, esta verificación determinará la participación de la FAP o no en el mismo. Así mismo, el proyecto en mención ha seguido la guía determinada por la Escuela de Gobierno y Políticas Públicas de la Pontificia Universidad Católica del Perú, el cuál determina que este proyecto de innovación contenga cuatro capítulos, los cuales fueron desarrollados de acuerdo a la mencionada guía. / The forest fires in Peru have been increasing year per year. Becoming a problem which the Peruvian government has to face to avoid material and human life losses in society, with the respective impact in the citizens economic and social life. As a member of the State and according to law the FAP participates directly in the extinction of these fires, for which, it uses airline and personal available for this purpose. However, the FAP’s response to these events is not entirely timely, since several miles of hectares have been lost of forests or grasslands, homes, livestock, human lives and the respective ecological impact, typical of this type of disasters. In this regard, the present study through the use of different tools determine that the coordination process needs a substantial improvement, so that the FAP can determine its participation in these events and when it does it be in opportunity to avoid the already mentioned losses. The innovation project its orientated in two processes. The first one is of coordination, the existing between the citizen and the FAP, since if we want an immediate response, the information of the occurrence of a forest fire must reach the FAP in the fastest way possible, through a telephone exchange type 911. The second one of verification that allows the verification of the forest fire by the FAP, this verification determines the FAP’s participation or not in it. Likewise, the project in mention has followed the determined guidance by the School of Government and Public Policies of the Pontifical Catholic University of Peru, which determines that this innovation project contains four chapters, which were developed according the already mentioned guidance. / Trabajo de investigación

La soberanía y seguridad del espacio aéreo nacional vienen siendo afectadas por violaciones sistemáticas de aeronaves civiles asociadas a actividades ilícitas, ligadas al narcotráfico, que transitan entre la frontera peruano-boliviana y la selva central del país; la Fuerza Aérea del Perú (FAP) es responsable de cautelar la inviolabilidad del espacio aéreo nacional, sin embargo, la carencia de voluntad política, la influencia política externa, la limitada capacidad del Estado y la falta de espacios de coordinación y articulación intersectoriales generan que la FAP no cumpla con esta responsabilidad en forma eficaz. El presente trabajo de investigación busca analizar la ineficacia de la estrategia FAP implementada para enfrentar esta problemática, explorando el marco teórico causal que afecta comúnmente al sector público, en donde la solución, que se constituye en un desafío, requiere de acciones coordinadas y articuladas, así como, de la participación de diferentes instituciones estatales, no solo de la FAP. Así mismo, se propone una solución innovadora, de cara al desafío identificado, que plantea la implementación de un “sistema de coordinación y articulación intersectorial”, el cual permitirá perfeccionar la coordinación, articulación, toma de decisiones, intercambio de información para el trabajo conjunto, bajo objetivos comunes, entre los actores con responsabilidad en la lucha contra el Tráfico Ilícito de Drogas (TID) afectando a la soberanía y seguridad del espacio aéreo nacional. / The sovereignty and security of the national airspace have been affected by systematic violations of civil aircraft associated with illegal activities, related to drug dealing, that transit between the Peruvian-Bolivian border and the country´s central jungle; the Peruvian Air Force (FAP) is responsible for protecting the inviolability of the national airspace, however, the lack of political will, the external political influence, the limited capacity of the State and the lack of intersectoral coordination and articulation spaces generate that the FAP does not fulfill this responsibility effectively. The purpose of this research is to analyze the ineffectiveness of the FAP strategy implemented to face this problem, exploring the causal theoretical framework that commonly affects the public sector, which the solution constitutes a challenge, it requires coordinated and articulated actions as well as the participation of different state institutions, not just the FAP. Likewise, an innovative solution is proposed, facing the identified challenge, which raises the implementation of a “system of coordination and intersectoral articulation”, which will improve the coordination, articulation, decisionmaking, exchange of information for joint work, under common objectives, among the actors with responsibility in the fight against Illicit Drug Dealing (TID) that affect the sovereignty and security of the national airspace. / Trabajo de investigación

Siendo la salud pilar fundamental para el desarrollo sostenido de la persona esta debe ser tratada de forma célere a fin de que no se agrave su situación para lo cual se debiera diseñar una estructura de atención que centre con diferentes medios de ayuda que permita su realización en este caso una historia clínica digitalizada e interconectada con ayudas al diagnóstico a la mano y precisa que ayudaría a su atención pertinente. El presente proyecto tiene como problema público la inoportunidad de entrega de los informes de las pruebas de ayuda diagnóstica (tomografía, ecografía y resonancia magnética) para la atención médica en el Hospital Central de la Fuerza Aérea del Perú (FAP) en el periodo 2018-2019. El concepto final de innovación el proyecto en su totalidad pretende lograr un sistema informático que permita el alta de historias clínicas y la actualización de los datos, como resultado de la relación entre médico/servicio y paciente en los distintos establecimientos de salud FAP. El Sistema de Historia Clínica Digitalizada (SHCD), es el adecuado para solucionar la inoportunidad con respecto al tratamiento del paciente en el Hospital Central de la FAP, se presenta como el método más eficiente para manejar el volumen creciente acerca de la información del paciente y que se integre de forma natural con el trabajo del personal médico a nivel nacional y bajo los niveles de atención hospitalaria II y III del Sistema de Salud de la Fuerza Aérea del Perú. / Since fundamental health is fundamental for the sustained development of the person, it must be treated in a timely manner so that their situation does not worsen, for which a care structure should be designed that centers with different means of help that allow its realization in This case is a digitalized and interconnected medical history with diagnostic aids at hand and precise that helps your pertinent care. The present project has as its public problem the untimely delivery of reports of diagnostic aid tests (tomography, ultrasound and magnetic resonance) for medical care at the Central Hospital of the Peruvian Air Force (FAP) in the period 2018 -2019. The final concept of innovation, the project in its entirety, aims to achieve a computer system that allows the registration of medical records and the updating of data, as a result of the relationship between doctor / service and patient in the different FAP health devices. The Digitized Medical Record System (SHCD), is the adequate one to solve the inconvenience regarding the treatment of the patient in the Central Hospital of the FAP, it is presented as the most efficient method to handle the increasing volume about the patient information and that it is naturally integrated with the work of the personal physician at the national level and below the levels of hospital care II and III of the Health System of the Peruvian Air Force. / Trabajo de investigación

La carencia de un sistema sostenible de alojamiento integral para el adulto mayor militar de la Fuerza Aérea del Perú, se ha convertido en un problema de gran incidencia; al incrementarse, año tras año, el número de adultos mayores militares de la Fuerza Aérea, y el aumento de la esperanza de vida a nivel mundial y nacional, lo que ha sido corroborado con información estadística y debidamente cuantificada para el desarrollo del presente proyecto de innovación; permitiendo así, atender un producto requerido por parte de una porción considerable de la población, que se viene desenvolviendo dentro del marco del sector público en el ámbito de la defensa nacional. Producto y sus correspondientes servicios que beneficiarían al personal militar en situación de retiro, considerado dentro de la categoría de adulto mayor o personas de la tercera edad; población integrada por personas que han puesto lo mejor de sus vidas al servicio de la patria, en cualquier situación, circunstancia, lugar y momento que el país lo haya requerido o necesitado, con el fin de salvaguardar los intereses nacionales dentro del marco constitucional. / The lack of a sustainable system of integral accommodation for the military senior citizen of the Peruvian Air Force has become a problem of great incidence; by increasing, year after year, the number of military seniors of the Air Force, and the increase in life expectancy worldwide and nationally, which has been corroborated with statistical information and duly quantified for the development of this innovation project draft; thus allowing to meet a required product by a considerable portion of the population, which has been developing within the framework of the public sector in the field of national defense. Product and its corresponding services that would benefit the military personnel in a situation of retirement, considered within the category of elderly or senior citizens; population composed of people who have put the best of their lives at the service of the country, in any situation, circumstance, place and time that the country has required or needed, in order to safeguard national interests within the constitutional framework.
