Employee performance management in the petroleum industry in Azerbaijan : cultural and industrial implications

Companies face vital problems when implementing performance management in cross cultural context. Several attempts have been made to analyse employee performance management in the cultural and industrial context. However, the lack of studies of performance management in cultural and industrial context necessitates this phenomenon to be investigated in various cultures and contexts for sound academic contributions. The present study aims to investigate cultural and industrial influences on the general characteristics, criteria formulation and employee acceptance of performance management in cultural context. This study used a qualitative approach and is based on nine case studies in Azerbaijan. The study adopted semi structured in-depth interview and document analysis as the data collection methods. The results showed that the legal context is the most influencing dimension on the performance management system in Azerbaijan. The thesis concludes criteria for performance is the choice of management philosophy which is a cultural factor. The findings indicate that employees accept performance management positively when the process is implemented fairly. The findings of this study provide a solid evidence base for considering country culture and industry characteristics in implementing performance management. It is evidently clear from the findings that both local and international companies are faced with different problems when implementing performance management in the cross cultural context of Azerbaijan. This study should therefore be of value to practitioners wishing to overcome certain cultural and industrial related problems during implementation of performance management in host companies. In addition, the study contributed certain evidence of the cross cultural performance management process in the various context for the science.

Stiffness characterization and life cycle analysis of reinforced asphalt pavements using falling weight deflectometer tests

The western and northern parts of South Florida have shallow layers of organic and plastic soils under existing roads. These roads often exhibit large amount of cracking and distortion in a short period of time. Traditional repairs are often not practical due to high costs and extended construction time. In an effort to develop rehabilitation strategies that could be strictly applied to the surface layer, a pilot test site was selected along the alignment of SR 15/US 98 in northwest Palm Beach County, where severe pavement distresses were observed due to the presence of thick organic layers. PaveTrac MT-1, GlasGrid 8501, PetroGrid 4582, and ARMI were used as promising asphalt reinforcing products in 24 experimental pavement sections, including 8 control sections without any reinforcement. A comprehensive field testing and monitoring program involving FWD, rut and ride quality measurements was conducted at the preconstruction, 6-month post-construction, and 18-month post-construction stages. Due to large variability in the sub-surface conditions, a statistics-based data analysis protocol was developed for performance evaluation and relative comparisons of the test sections and, in turn, reinforcing products. Post construction data from both 6 months and 18 months demonstrated that stiffness of reinforced sections were significantly higher than the control sections. Procedures were developed to identify and statistically quantify the benefits derived from the reinforcements only, so that the relative performance of various products could be monitored over time. This diploma thesis deals with the corporate performance management which represents a new direction in utilizing of data produced by Business Intelligence. An application of this approach in a telecommunications operator environment is a major contribution of this thesis. Theoretical principles of corporate performance management which capture, for instance, analysis of components, architecture, future development and current state of the market are described in the first two chapters. The third charter is an introductory part to the practical one because it deals with selected implementation methodology of corporate performance management. This thesis concentrates on two parts within the framework of this methodology -- analysis and proposal. While the fourth chapter characterizes the initial situation and a methodology of collecting of data, the fifth and sixth chapters create a core of this diploma thesis. The fifth chapter, which focuses on the analysis mentioned above, surveys a current state of the parts needed in order to propose CPM and where it is necessary the fifth chapter submits proposals of changes. The sixth chapter creates a complex proposal of CPM in a real environment based on the analysis of current situation in the company and from the proposals of changes. This proposal represents a summary of theoretical knowledge of corporate performance management and the current situation in the telecommunications company. The last seventh chapter makes recommendations which would contribute to the future implementation of the proposed corporate performance management.

Implantação de um sistema de medição de desempenho para processos de gestão de pessoas o caso de uma instituição federal de ensino superior

A renovação da administração pública brasileira tem se caracterizado por significativas reformulações, principalmente, no que se refere aos instrumentos e às práticas de gestão. Nesse contexto, temas relacionados à gestão do desempenho têm tido papel fundamental para a modernização do setor público. No entanto, implantar um sistema que mensure os resultados frente aos objetivos e contribua na definição de ações de melhorias ainda é um grande desafio para a lógica segmentada da gestão pública. Nesta perspectiva, este trabalho buscou construir e implantar um sistema de medição, baseado em indicadores de desempenho, para os processos de gestão de pessoas de uma universidade pública federal. Para isso, baseou-se no modelo de gestão de desempenho de processos de Heckl e Moormann (2010), com o desenvolvimento das seguintes etapas: (i) identificação dos processos de gestão de pessoas, (ii) definição dos objetivos e fatores críticos de sucesso dos processos, (iii) identificação dos indicadores de desempenho dos objetivos e fatores críticos, (iv) avaliação e seleção dos indicadores, (v) definição da forma de apuração dos indicadores, (vi) definição do modelo de sistema de medição de desempenho, (vii) alimentação do sistema, e (viii) validação do sistema. Os problemas relacionados à disponibilidade e extração de dados se revelaram como a maior dificuldade para o desenvolvimento do trabalho. Apesar disso, o sistema foi avaliado positivamente quanto as suas propriedades e procedimentos, assim como quanto aos seus propósitos. / The renewal of Brazilian public management has been characterized by significant reformulation, mainly regarding management instruments and practices. In this context, themes related to performance management have played a fundamental role to modernize the public sector. However, implementing a system to measure results against objectives and contribute to define improvement actions is still a considerable challenge considering the current segmented logic observed in the public management. In this perspective, this research aimed to build and implement a measurement system, based in performance indicators, designed to support people management processes in a public federal university. For this, the study was based in the processes performance management model from Heckl and Moormann (2010), comprising the development of the following stages: (i) people management processes identification, (ii) definition of processes objectives and critical success factors, (iii) identification of performance indicators based on the objectives and critical factors, (iv) indicators evaluation and selection, (v) definition of indicators’ calculation method, (vi) definition of the performance measurement system model, (vii) system’s data feed, (viii) system’s validation. The problems related with the data availability and extraction proved to be the greatest difficulty for the development of this research. Nevertheless, the system was positively evaluated in relation to its properties and procedures, as well as its purposes.

Leader Behavior and Follower Work Behavior: The Influence of Follower Characteristics

Research on leadership and subsequent follower outcomes has remained a prominent topic of study in the organizational sciences. Unfortunately, the leadership literature has neglected the role of follower characteristics as potential influences on the relationship between leader behavior and follower work behavior. In this session, we will review the literature on follower individual differences as they relate to leader effectiveness. We will also report the results of 2 studies that we conducted to further examine this issue. In the first study, we found that follower promotion focus mediated the relationship between transformational leadership and follower organizational citizenship behavior. In the second study, we found support for a moderated mediation model in which transformational leadership moderated the relationship between work ethic and work engagement, which subsequently predicted follower proactive behavior at work. We will conclude the session by discussing the implications of this area of research on the study and practice of leadership.
