The focus of this thesis is to provide a complex framework for design of process-based organizational structure, which is currently lacking in the academic literature. Thesis starts with development of a complex process improvement framework, continues by developing process/activity owner assignment framework and connects the process management with design of organizational structure. The developed framework consists of two parts, the "As Is" analysis, capturing the current state of affairs and the "To Be" design developing an optimal arrangement. A basic evaluation tool is provided to assess the effects of changes to the process structure. Practical part applies newly developed framework in a business entity. The process improvement is used to design new process-based organizational structure, which in terms of efficiency surpasses the current matrix organizational structure. (Security))--University of the Witwatersrand, Faculty of Commerce, Law and Management, Graduate School of Public and Development Management, 2013. / Performance Management (PM) is one of the most important formal management tools that organisations use in the evaluation of individual job performances and potential. The organisation uses this tool to arrive at human resource decisions that further the goals of the individual and the organisation. The purpose of this descriptive quantitative study was to investigate the effectiveness of the Public Management Systems (PMS) used for middlelevel managers in the SA Military Health Services (SAMHS) Headquarters in Gauteng Province. A self-administered questionnaire was used to collect data. Microsoft Excel statistics functions were used to calculate the totals, produce tables, graphs, and pie charts. The main finding of the study was that “an effective PMS could be implemented fruitfully if the emphasis is on proper implementation”. It was established that although much momentum has been gained with the implementation of the PMS in the SAMHS HQ critical issues such as communication, performance reviews, and performance reward need to be addressed by management.

A research report submitted to the faculty of Commerce, Law and Management, University of the Witwatersrand, in partial fulfillment of the requirements for the degree of Masters of Management (in the field of Public and Development Management) 30 March 2017 / This study explored the poor implementation of the Performance Management System (PMS) in Dihlabeng Local Municipality, with the objective of understanding the performance management concept of local government, and examining the challenges of poor service delivery faced by Dihlabeng Local Municipality. The findings of this study are important in that these will provide recommendations regarding the most appropriate processes to be considered in improving the poor implementation of PMS in Dihlabeng Local Municipality. The findings will also provide background information that traces back to the initial intention of introducing PMS for South African municipalities. A mixed approach was used. Officials and Councillors of Dihlabeng Local Municipality were surveyed and interviewed on their views on the implementation of PMS in Dihlabeng Local Municipality. Theories of PMS were discussed, which enriched and broadened the study. Following the analysis and interpretation of the findings, it was clear that the lack of support from senior management in employees’ initiatives was contributing to the poor implementation of PMS. The establishment of a conducive working environment was deemed crucial in mobilizing all employees to work towards realizing the organizational objectives. Other strategies identified in the study can assist to improve the implementation of PMS in Dihlabeng Local Municipality, and the findings can be replicated in other municipalities that have similar challenges of poor implementation of PMS. / MT2017

Construction project management registration and project performance

Building to the Faculty of Engineering and the Built Environment, School of Construction Economics and Management at the University of the Witwatersrand, Johannesburg, 2017 / Project management is no longer seen as just a management based approach but as a profession in its own right. It is, however, still common that individuals practice project management without, necessarily, being registered with the profession creating a crossing of professional jurisdiction. Existing literature or lack thereof indicates shallow investigation into project management registration and its impact on project performance. This report compares the project performance of registered and non-registered construction project managers in the South African built environment. A mix method approach was applied where the quantitative data was collected and complimented by qualitative data that aimed to solicit perceived factors that may influence improved project performance. Using a cross-sectional survey interview consisting of a semistructured questionnaire, data were collected from project management practitioners and professionals with the relevant knowledge and experience. The survey solicited 578 responses, with only 402 being regarded as complete survey responses. There respondents were sourced from the various professional councils that fall under the South African Built Environment. The results indicate no significant differentiation between the project performance of registered construction project managers and those who are not registered as construction project managers. On the job experience is considered a vital factor influencing project performance from a project manager’s perspective. Responses also indicate a variance in the perceived importance of construction project management registration. Despite the primary motivation behind registration having been expressed as “competitive advantage”, registration was considered most effective when used in combination with education, training and the understanding of project management knowledge areas. / XL2018

The purpose of this exploratory study was to determine facets that are perceived to be contributing to the performance culture and how employees in the Mpumalanga Department of Culture DCSR perceive such facets as causal factors to the performance of the organisation. This study is a qualitative descriptive study and semi semi-structures interviews were conducted. Eight participants were requested to take part. Two participants are from the head office and two from each of the three districts. All interviews were conducted face to face. Interviews were recorded on tape, transcribed and assessed according to themes. The overall findings of this study were that there are negative perceptions of performance culture as assessed according to the London School of Economics Eight Dimensions Performance Culture Model. / MT 2018

Performance management in the Ministry of Health in Lesotho

A full research dissertation submitted to the Faculty of Commerce, Law and Management, University of the Witwatersrand, in fulfilment of the requirements for the degree of Master of Management by research and dissertation, March 2016 / In an effort to improve performance, efficiency, accountability and effectiveness of public sector organisations, the Government of Lesotho has adopted a variety of reforms; one of these is the Performance Management System. However, despite its implementation more than a decade ago, the Performance Management System in the Ministry of Health in Lesotho is not producing the anticipated results. Performance management is a tool designed to improve organisational performance by channelling the tasks and activities of employees towards the goals of the organisation. Therefore the overarching purpose of the study is to describe and explain the reasons why the Performance Management System in the Ministry of Health in Lesotho is not producing the anticipated results. Through the qualitative approach, interviews and focus groups were used to collect data from the purposely selected sample of Ministry of Health employees. In addition, documents relating to the Performance Management System in the Ministry of Health have been used as data collection methods. Among other reasons, the study found that the Performance Management System (PMS) in the Ministry of Health in Lesotho is not producing the expected results because of lack of knowledge about the PMS by lowerlevel employees, absence of individual work plans, lack of feedback and lack of integration of Performance Management systems. In conclusion, the study found that the core reason for PMS not producing the anticipated results in the Ministry of Health in Lesotho is its misapplication and a lack of adherence with the legal framework on PMS. The study identified a series of concepts related to performance management, such as the setting of the organisational goals, planning, ii monitoring, evaluation, feedback and rewards, and improvement programmes. However, it has been discovered that in the Ministry of Health in Lesotho, some performance management concepts such as feedback and improvement programmes are not used, whereas some, such as performance evaluations and rewards, are wrongly applied. The theoretical and conceptual implication of this for the study is that there is little integration between the PMS processes and employees’ activities in the Ministry of Health in Lesotho / GR2018

Adapting the environmentallysustainable logistics performancemanagement process

Process based approaches to environmentally sustainable logistics performancemanagement are lacking within organizations that buy logistics services (buyers) and thatsell logistics services (LSPs), which puts a damper on environmentally sustainablelogistics performance. Organizations understand the potential of environmentallysustainable logistics performance management, but they seems unable to developeffective management processes and accurate environmentally sustainable logisticsmetrics. An environmentally sustainable logistics performance management process(ESLPM process) is one way for an organization to manage its performance in line withits environmental strategy and overall environmental targets.The purpose of this thesis is to adapt the logistics performance management process toinclude environmental sustainability. The first research question is about thecharacteristics for including environmentally sustainable logistics in the logisticsperformance management process. Characteristics that need to be included in the logisticsperformance management process must be identified in order to illustrate the process, inorder to improve the environmental performance. Moreover, by identifying thecharacteristics of the process activities, it is possible to compare how the characteristicsof the process are similar and/or different between organizations. The performancemanagement process can only be used successfully if the strategy is closely aligned tosome process activities being implemented; this motivates the second research question,which is how the ESLPM process can be expanded to measure alignment.The method used to collect empirical data is primarily interviews in eight multiple-casestudies of four organizations buying logistics services and four organizations sellinglogistics services. The frame of reference is based on the inclusion of environmentalsustainability characteristics in the logistics performance management process and thealignment between process and strategy as well as within processes. The results include a description of an ESLPM process that contains five activities withseventeen characteristics for managing environmentally sustainable logistics. Specificcontexts of eight organizations, like type (private, public, or private/public) and size(small, medium, or large) and their influence and implications concerning the ESLPMprocess are discussed and presented. The matching between the theoretical ESLPMprocess (based on the frame of reference) and the empirical ESLPM process is presentedand then compared within the eight organizations, resulting in a modified ESLPM processwith twenty characteristics. The results shows that the use of an ESLPM process is stillin beginning stages and is not done in a structured manner; in particular, the organizationsfind it difficult to establish appropriate ESLP metrics, to define the ESLP metrics, to setaccurate ESLP targets, and to collect and measure the ESLP metrics.Results from measuring level of alignment include theoretical measurement models fortwo types of alignment, a model for measuring alignment between process and strategy,as well as a model for measuring alignment within a process. The two theoretical modelscontain different aspects that measure alignment on three different levels (high, medium,low). These models are tested within each organization, and the results from measuringlevel of alignment per organization is used to evaluate the two theoretical models,resulting in modified models for measuring alignment.The results lead to increased understanding of how type and size influence thecharacteristics of the ESLPM process and the level of alignment. The results also contribute to the literature on environmentally sustainable logistics performancemanagement and the alignment both between process and strategy as well as within theESLPM process. The result can be used by organizations selling and buying logisticsservices to improve their environmentally sustainable logistics performance.

A Cloud-based Surveillance and Performance Management Architecture for Community Healthcare

Governments and healthcare providers are under increasing pressure to streamline their processes to reduce operational costs while improving service delivery and quality of care. Systematic performance management of healthcare processes is important to ensure that quality of care goals are being met at all levels of the healthcare ecosystem. The challenge is that measuring these goals requires the aggregation and analysis of large amounts of data from various stakeholders in the healthcare industry. With the lack of interoperability between stakeholders in current healthcare compute and storage infrastructure, as well as the volume of data involved, our ability to measure quality of care across the healthcare system is limited. Cloud computing is an emerging technology that can help provide the needed interoperability and management of large volumes of data across the entire healthcare system. Cloud computing could be leveraged to integrate heterogeneous healthcare data silos if a regional health authority provided data hosting with appropriate patient identity management and privacy compliance. This thesis proposes a cloud-based architecture for surveillance and performance management of community healthcare. Our contributions address five critical roadblocks to interoperability in a cloud computing context: infrastructure for surveillance and performance management services, a common data model, a patient identity matching service, an anonymization service, and a privacy compliance model. Our results are validated through a pilot project, and two experimental case studies done in collaboration with a regional health authority for community care.

Non-destructive evaluation of reinforced asphalt pavement built over soft organic soils

Research, tests and analysis are presented on several reinforcements placed in the asphalt overlay of a roadway built over soft organic soils. Non-destructive Evaluation (NDE) methods and statistical analysis were used to characterize the pavement before and after rehabilitative construction. Before reconstruction, falling weight deflectometer, rut and ride tests were conducted to evaluate the existing pavement and determine the statistical variability of critical site characteristics. Twenty-four 500ft. test sections were constructed on the roadway including sixteen reinforced asphalt and eight control sections at two test locations that possessed significantly different subsoil characteristics. NDE tests were repeated after reconstruction to characterize the improvements of the test sections. Test results were employed to quantify the stiffness properties of the pavement based on load-deflection data to evaluate the relative performance of the reinforced sections. Statistical analysis of the data showed the stiffness of the reinforced sections was consistently higher than the control sections. / by Daniel D.
