The impact of relational permanency and mentorship on care leavers in British Columbia

The Ministry of Children and Family Development (MCFD) has identified the importance of permanency for children and youth in care, defined as “permanent, stable relationships” which “are a major determinant of whether children feel safe and secure and therefore, of well-being overall” (MCFD, n.d.). However, currently only 20% of children and youth transitioning from government care in British Columbia (BC) achieve it, while the remaining 80% are left to navigate a complex adult system and the incumbent challenges that ensue on their own (GBC, 2019). Limited research has been conducted on the impact of relational permanency and mentorship, or the lack thereof, on care leavers in BC; this thesis examines this topic, identifies mentorship programs for youth in or recently out of care, and recommends system improvements based on policy reviews, literature reviews, and interviews with care providers and youth transitioned from care. The literature review highlights the importance of youth mentorship as a support for youth in and/or transitioned from care as well as the root causes of systemic issues within the child welfare system. The policy review uncovers gaps and inconsistencies within MCFD’s policies and practices that enable discretionary decision-making and undermine consistency and clarity. The interviews expose ongoing community-based mentoring (CBM) program, care leaver, and system level challenges, as well as opportunities to improve outcomes for youth in and/or transitioned from care. Ultimately, this research highlights the importance of relational permanency in the lives of children and youth in and transitioned from care, while drawing attention to the reasons that many care leavers do not attain it. Additionally, it demonstrates the effectiveness of CBM programs and identifies the need and opportunity for system change, both at the provincial level and specific to MCFD. The proposed recommendations provide implementable solutions to the identified policy gaps and inconsistencies, as well as a systems level reform to the purpose and role of MCFD. / Graduate

Ecological Correlates of Effective Foster Care

Providing effective foster care is a major undertaking that continues to plague this country. The ultimate goal of substitute care is to provide child victims of maltreatment with a safe and nurturing home environment. The goal of this theory driven research project was to identify ecological factors correlated with effective non-kin family foster care. Various levels of analysis were considered including individual, family and community. The findings of this study identified three factors as significant predictors of effective foster care. Included are implications for social work in the areas of practice, policy, and research.

The Relation of Court Appointed Special Advocate Education to Foster Care Outcomes

The Court Appointed Special Advocate (CASA) program is an organization that utilizes lay volunteers as advocates for children in foster care to improve outcomes for those children. The effectiveness of CASAs in achieving permanency outcomes for children in foster care has been established; however, the literature has significant methodological flaws and is outdated. The purpose of this study, guided by the theory of change and social cognitive theory, was to explore whether CASA self-efficacy, through a proxy measure of education level, is related to permanency outcomes such as reunification with parents and rate of reentry to the foster care system for children in foster care. Archived data from a CASA database in Southern Idaho were examined using non-parametric statistics. The data included 138 cases, who were served by 78 CASA volunteers. The education of the CASA volunteers was used as the independent variable: 10 had a high school diploma, 23 had some college, and 45 were college graduates. Chi-square analyses indicated that there was no significant relation between the education level of CASA volunteers and permanency outcomes in the individual cases, and also that there was no significant relation between the education level of CASA volunteers and reentry rates of child protection cases on which they have served. The research contributed to social change by increasing awareness of the role the CASA program plays in the lives of children and their families involved in the child welfare system and highlighting the need for current research, as well as establishing that educational level may not be an important factor in the outcomes of CASA cases. Suggested areas for future research include a direct examination of the relation of self-efficacy of CASA volunteers about permanency outcomes and reentry rates with a larger, more generalizable population.

State Child Welfare Policy: Causes and Consequences

On any given day almost 400,000 children in the United States are living in an out-of-home care placement due to government intervention. Federal law allows for substantial variance in state child welfare policy on a number of topics. These policy decisions, however, are understudied both in terms of the forces driving them and also the impacts the policies have on actual outcomes for children in care. Utilizing a unique panel data set comprised of thirteen child welfare policies that vary both between states and over time we examine how well redistributive theory (constituent, institutional, paternalistic and resource pressures) explains state policy decisions from 2004-2010. The results provide very little confidence that redistributive pressures are driving state variance, though there are some noteworthy patterns. Within the four categories of explanatory variables, it would seem that child welfare policies are much more sensitive to changes in the social factors associated with a paternalistic response (unmarried birth rate and program utilization) and resource pressures than to constituent or institutional characteristics. Subsequently, a series of hazard models were conducted for each possible discharge outcome, using child level data from the 2010 AFCARS foster care dataset, with primary interest in the influence of policy and state level factors. Policy-level predictors primarily had negative impacts on discharge outcomes for children. Exceptions include better outcomes for children in states with higher generosity of access, increased rates of adoption and aging out with higher ASFA timeline compliance, and more discharges to reunification and adoption with more flexible adoption policy. State level factors consistently showed strong influences on child outcomes. While increased unemployment was associated with worse child outcomes, all other state level factors considered were associated with positive discharge outcomes for children in out-of-home care. This research broadens the theoretical application of redistributive theory to a new policy arena and adds an additional layer of state level explanatory variables to the much-studied outcomes for children in out-of-home care. It establishes that children and families do not exist in a vacuum and that child welfare research must take broader state and policy factors into account for a complete picture.

The gaps that drive to the viability of access to fair conditions among Brazilians have been persisting with non-mutable characteristics that are related to gender, ethnicity and social situation which in turn influence access to rights and social integration. It is in this context that governmental actions of an inclusive nature emerge, with proposals encompassed by the need for equality of access to rights and democratization of opportunities. In Education, especially in Higher Education, the application of affirmative actions has strengthened the expansion of possibilities to those previously excluded segments. In this way, through the institution of specialized systems of entrance and permanence, black students, indigenous students and those coming from the public education been able to increase the chances of completing a degree. In this respect, this research aimed to discuss and investigate the Student Assistance Policy, from the perspective of the Permanency Scholarship Program of the Federal Government for the indigenous and quilombola public of the Federal Institute of Northern Minas Gerais - Campus Janu?ria. This program has configured as an essential mechanism to combat social inequalities, and still to emerge as a necessary instrument for the democratization of access and permanence of these young people in higher education in public federal schooling systems. Thus, this research aims to find out, more broadly, the relationship which involves the Program, the indigenous and quilombola beneficiaries as well the institution. This study also approaches the question of the perception which the target subject of this action has about itself and the Program as a facilitator and a promoter of his/ her permanence in the graduations offered by the Campus. The methodology used to drive the discussion and the obtaining of the data in this research presents an exploratory perspective and has a focus on the quantitative-qualitative approach. The application of an electronic questionnaire was the main instrument used to produce data. The presentation of the results was carried out through graphs, tables, and charts commented individually. Besides, a qualitative analysis of the information was carried out, trying to understand the elements that extrapolate to an objective logic contained in the obtained answers.

Aware about adversity levels in institutional, socioeconomic, pedagogical, didactical and personal aspects, which reflects in students abandonment from this course, this case study, in popular education scope, attempted to stay away from failure situations, systematically pointed in PROEJA courses. To get close of its objective, side by side with the risk of privileging individual merits, or the jargon "if you want, you can", this work searched for clues on the answers from the students, in an upside down way, which were capable to project them as protagonists, taking support basically in their most relevant and less valued cultural arrangements. Took emphasis students relationshipment capacity, and some teachers, when they get attached to support groups, in a way that allowed them to surpass adversities and conquer their goals, studying together and with a great sacrifice. This research has as subjects students who have concluded Curso Técnico de Alimentos, professors and managers. The research starts from a qualitative approach, with exploratory nature, characterizing as case study. To collect the data techniques semi-structured interviews were used. Results point that the students permanency in Curso Técnico em Alimentos can be strengthened with institutional support, pedagogical and didactical practices more capable to worry with students in their learning process, and in their fight against difficulties already listed by this and others researches. If the relational aspects strongly pointed by PROEJA students doesn't solve the problems, they can generate an investigative didactical and pedagogical action, more able to detect, in each step, the problems threatening their permanency, and that will emerge, as happened in the best popular educ their permanency, and that will emerge, as happened in the best popular education experiences, chased by civil-military dictatorship. / Este trabalho buscou indícios que apontam para algum êxito alcançado pelos estudantes do Curso Técnico de Nível Médio Integrado em Alimentos, na modalidade Educação de Jovens e Adultos (PROEJA) no Instituto Federal de Educação, Ciência e Tecnologia IFRN CampusCurrais Novos. Ciente do tamanho das adversidades quanto aos aspectos institucionais, socioeconômicos, pedagógicos, didáticos e pessoais, que incidem na desistência dos estudantesdo citado curso, este estudo de caso, no âmbito da educação popular, procurou fugir do imobilismo que ameaça as perspectivas de leituras críticas acerca das situações geradoras de fracasso, sistematicamente apontadas para os cursos do PROEJA. Parase aproximar de seu objetivo, com os riscos de parecer privilegiar os méritos individuais, ou o jargão se você quiser você pode , buscamos, neste trabalho, encontrar pistas, a partir de respostas apresentadas pelos estudantes, de baixo para cima, capazesde projetar o educando como protagonista, apoiado basicamente em seus arranjos culturais mais relevantes e pouco valorizados.Ganhou ênfase a capacidade relacional dos mesmos, inclusive de determinados professores, quando se sentiam vinculados a grupos deapoio, o que permitiu a eles, estudando juntos, vencer as adversidades e conquistar, mesmo com grande sacrifício, suas metas de qualificação. Os sujeitos da pesquisa são estudantes que concluíram o Curso Técnico em Alimentos, docentes e gestores. A pesquisa parte de uma abordagem qualitativa, de natureza exploratória, caracterizando-se como um estudo de caso. Para a coleta de dados foi utilizada a técnica de entrevista semiestruturada. Os resultados indicam que a permanência dos estudantes no Curso Técnicoem Alimentos pode ser fortalecida com o apoio institucional, com práticas pedagógicas e didáticas mais capazes de preocupar-se com os educandos em processos de aprendizagem e em sua lógica de enfrentamento das dificuldades já inventariadas por esta e por diferentes pesquisas. Se os aspectos relacionais, conviviais apontados tão fortemente pelos alunos do PROEJA não resolvem os problemas, mas podem gerar uma ação didática e pedagógica investigativa, mais capaz de ir detectando, a cada etapa, os problemas que ameaçam a permanência dos educandos, e que vão emergindo, como vimos acontecer nas melhores experiências de educação popular, perseguidas pela ditadura civil-militar.

An exploratory study was undertaken of the implementation of permanency planning at a Departemental office. The purpose of the research was to determine the philosophy and the guidelines for permanency planning. A literature study with regard to the philosophy and the guidelines for the implementation of permanency planning was undertaken. Based on this a questionare was compiled and completed from data of the files of 25 children in foster care where permanecy planning have been implemented or is in the process of being implemented. Recommendations have been made for further research and for the institution where the research was done. The most important findings of the research are as follows: Permanency planning is not implimented as a purposeful strategy, but is a long drownout process. The social workers who are responsible for the implementation of permanency planning are unaware of its philosophy and general guidelines. Consequently it is implemented intuitively rather than scientifically. / 'n Eksplorerende studie is onderneem waarin die implementering van permanensiebeplanning by 'n Departementele kantoor geeksploreer is. Die doel van die navorsing was om te bepaal wat die filosofie en die riglyne vir die implimentering van permanensiebeplanning is.
