Aquesta tesi doctoral analitza el rol del planejament urbanístic i dels canals de participació que s’estableixen durant l’elaboració i execució del mateix i reflexiona sobre la seva capacitat i adequació com a mecanismes per a la gestió i resolució dels conflictes urbanístics. Per complir amb aquest objectiu, la recerca ha parat atenció a tres qüestions principals. Primerament, la tesi fa un repàs històric al llarg dels darrers cinquanta anys entorn la concepció del planejament urbanístic com a instrument de govern de les transformacions del territori. Així, para atenció al tipus de plans aprovats, a les preocupacions i temàtiques que afronten i al rol que emprenen els responsables polítics i els equips tècnics en la seva elaboració. En segon lloc, la tesi ressegueix els canals de participació a disposició de la ciutadania que s’han establert en l’elaboració i execució del planejament urbanístic a Catalunya. La recerca esbrina quines possibilitats de participació ha ofert la legislació i quines mesures s’han emprès des de l’administració per donar resposta a les demandes ciutadanes; ho fa parant atenció tant a aquells processos oficials i estructurats com a iniciatives espontànies i informals. Tot plegat per reflexionar si els mètodes de planificació urbanística que s’han implementat durant les darreres dècades han permès l’establiment de canals de participació adequats perquè la ciutadania pogués prendre part en el procés de construcció de la ciutat. A partir d’aquests dos temes d’investigació s’afronta una tercera qüestió: esbrinar quines característiques presenten els conflictes urbanístics. La tesi estudia, d’una banda, els factors que contribueixen al sorgiment a dels conflictes i, de l’altra, els col·lectius que hi prenen part, parant especial atenció en resseguir les seves estratègies de mobilització i els argumentaris que construeixen. Així, la tesi analitza com s’estructura l’oposició però també les reaccions que adopten els promotors. En tant que la recerca té un plantejament teòric, per afrontar aquestes tres tasques s’ha utilitzat una metodologia qualitativa, basada en converses amb informants, entrevistes en profunditat, un extens i detallat buidatge bibliogràfic i el seguiment d’un ampli ventall de conflictes urbanístics que, si bé no s’aporten com a estudis de cas, alguns d’ells acompanyen el relat de forma il·lustrativa. / This doctoral thesis analyzes the role of urban planning and of the participation channels established during its elaboration and execution. Moreover, it reflects on the capacity and adaptation of participation channels as mechanisms to manage and resolve land-use conflicts. To reach this aim, the research has focused the attention on three main questions. First of all, the thesis covers during the last fifty years the concept of urban planning as an instrument of governance of the territory transformations. As a result, it pays attention to the type of approved plans, to the worries and themes faced and to the role undertaken by the responsible politicians and technicians in its elaboration. Secondly, the thesis explores the participation channels that are at the disposal of the citizens and that have been established in the elaboration and execution of urban planning in Catalonia. The research investigates which possibilities of participation the law has offered and which measures have been undertaken by the administration in order to answer to citizens’ demands; it does so focusing both on the structured and official processes and on spontaneous and informal initiatives. All that to consider if the urban planning methods engaged during the last decades have permitted to set up the adequate participation channels, in order that citizens can take part in the process of the city building. Starting from these two research themes, a third one is treated: the inquire of which characters the land-use conflicts present. The thesis studies, on the one hand, the factors contributing to the appearance of land-use conflicts and, on the other one, the groups taking part to them -focusing on retracing its mobilization strategies and the reasoning they build. So, the thesis analyzes how the opposition organizes itself and also the reactions adopted by promoters. Since the research assumes a theoretical formulation, to face these three objectives it has been adopted a qualitative methodology, based on talks with informants, deep structured interviews, a wide and detailed bibliographic research and the ongoing study of a full range of land-use conflicts that, even if they are not study cases, some of them accompany the work in an illustrative way.
