Adota como hipótese para essa disparidade o fato de que a ação do Estado brasileiro no combate a privação humana entre 1991 e 2014 manteve-se correspondente a sua natureza enquanto forma política destinada a assegurar a realização do valor. Por meio do levantamento dos percentuais de municípios nos estados de AL, PE, PB e RN, classificando-os segundo faixas de intensidade pré-definidas, a tese comprovou a disparidade entre as indicações de pobreza e desigualdade nesse período para em seguida descrever a evolução do quadro de representação política desses quatro estados segundo os posicionamentos favoráveis ou contrários a medidas de interesse da classe trabalhadora entre as legislaturas na CD federais 1999/2003 e 2015/2019. A conservação do modo como essa representação posicionou-se e evoluiu foi capaz de revelar o grau de alteração da função do Estado presente ou não entre 1990 e 2014. A tese utilizando-se de um referencial marxista de análise da ação do Estado findou por confirmar a conservação da natureza da sua ação mesmo em face da redução da pobreza, embora reconheça ao fim que as politicas sociais empreendidas por esse Estado foram importantes e fundamentais no passo da transformação social da sociedade brasileira. / The thesis investigates the reasons for the evolutionary disparity between the indications of poverty and inequality in Brazil in the interval 1990/2014. It adopts as hypothesis for this disparity the fact that the action of the Brazilian State in the fight against human deprivation between 1991 and 2014 remained corresponding to its nature as a political form aimed at ensuring the achievement of value. By surveying the percentages of municipalities in the states of LA, PE, PB and RN, classifying them according to pre-defined intensity ranges, the thesis proved the disparity between the poverty and inequality indicators in this period and then describes the evolution Of the political representation framework of these four states according to the positions favorable or contrary to measures of working class interest between the legislatures in the Federal Decrees 1999/2003 and 2015/2019. The preservation of the way in which this representation has positioned itself and evolved was able to reveal the degree of alteration of the State's function present or not between 1990 and 2014. The thesis using a Marxist analysis of the State action ended by confirming The conservation of the nature of its action even in the face of poverty reduction, although it acknowledges at the end that the social policies undertaken by this State were important and fundamental in the process of social transformation of Brazilian society.
