In order to contextualize the object of study and establish the historical, theoretical, conceptual and legal basis, the SUAS - Unified System of Social Assistance and Social Security, the Programs of income transfer regarding strategies against poverty, the Bolsa Família program and the PAIF - Full Assistance Service to families were approached. The data, collected through empirical research, made possible to characterize the management of social assistance in the mentioned city; to identify the main problems related to the relation between grant and social assistance services; put into question the conditionality of the Bolsa Familia Program; and to identify the material conditions under which social assistance actions are carried out, especially concerning the families which benefits from the Bolsa Família Program. The research was accomplished according to the perspective of universalizing the access to social rights and the guarantee of income, combined with broader strategies used to fight social inequality. This research highlighted that it is important not to separate the grant and the provision of services, since both together can help to shape a system of social security aiming at a new form of society / Com a presente dissertação são apresentados os resultados de pesquisa sobre a articulação entre o benefício do Programa Bolsa Família e os serviços no âmbito da Política Nacional de Assistência Social. De modo a contextualizar o objeto de estudo e estabelecer o referencial histórico, teóricoconceitual e legal-normativo são abordados o SUAS Sistema Único de Assistência Social e a Seguridade Social, os Programas de Transferência de Renda no âmbito das estratégias de combate à pobreza, o Programa Bolsa Família e o PAIF Serviço de Atendimento Integral ás famílias. Com os dados coligidos com a pesquisa empírica foi possível caracterizar a gestão da Assistência Social no município em questão; identificar os principais problemas relacionados à articulação entre o benefício e os serviços socioassistenciais; problematizar as condicionalidades do Programa Bolsa Família; e levantar as condições materiais sob as quais se realizam as ações socioassistenciais, especialmente junto às famílias beneficiárias do Programa Bolsa Família. A pesquisa realizou-se segundo a perspectiva da universalização do acesso aos direitos sociais e da garantia de renda, combinada com estratégias mais amplas de combate à desigualdade social. Com a pesquisa evidenciou-se a importância da indissociabilidade entre a concessão do benefício e a prestação de serviços que, em conjunto podem contribuir para modelar um sistema de proteção social voltado para um novo projeto de sociedade
