De acordo com essa lei, os munic?pios devem incentivar a operacionaliza??o da coleta seletiva com a participa??o de entidades de catadores de materiais recicl?veis, objetivando a inclus?o social desses trabalhadores. Por?m, as a??es planejadas nesse sentido nem sempre alcan?am os objetivos legais, visto que inserem estes trabalhadores no contexto da coleta oficial, mas os mantem despidos de certos direitos laborais b?sicos que proporcionariam a concretiza??o do Trabalho Decente. Este deve ser compreendido, segundo a Organiza??o Internacional do Trabalho, como o labor devidamente remunerado e exercido em condi??es de liberdade, equidade, seguran?a e apto a proporcionar uma vida digna ao trabalhador. Neste sentido, a presente pesquisa investigou o processo de efetiva??o das diretrizes da Pol?tica Nacional de Res?duos S?lidos no munic?pio do Natal, a partir da an?lise da inser??o socioprodutiva dos catadores de materiais recicl?veis. Fundamentado no m?todo qualitativo, o estudo utilizou como principais percursos metodol?gicos a consulta bibliogr?fica e documental. Na pesquisa de campo realizada entre os anos de 2013 e 2014 nas cooperativas de catadores de Natal, foram realizadas observa??es in loco do trabalho da cata??o, bem como entrevistas semiestruturadas com representantes das organiza??es pesquisadas. A fim de investigar a efetiva??o do Trabalho Decente no cotidiano da cata??o, foram estudadas as a??es municipais para inclus?o de catadores em Natal, investigando-se tanto a gest?o municipal, quanto as cooperativas de catadores, com a finalidade de refletir acerca dos avan?os e dificuldades vivenciadas no trabalho da coleta seletiva sob a chancela da municipalidade. Verifica-se que, mesmo apoiadas pelo poder p?blico, as cooperativas atuantes no munic?pio de Natal ainda enfrentam dificuldades de diversas ordens. O desempenho do trabalho oferece riscos aos catadores, sem um ambiente de trabalho seguro e/ou adequado ? sa?de daqueles trabalhadores. Persistem ainda o estigma da ocupa??o e a baixa renda obtida pelos indiv?duos, o que distancia a atividade estudada dos par?metros do Emprego Verde e Trabalho Decente. Por outro lado, a pesquisa apontou potencialidades como a busca incessante das cooperativas pela obten??o de melhorias para os trabalhadores. / The integrated management of municipal solid waste in Brazil is held legally responsible by the city council administration. This is done since the year 2010 with the publication of the National Solid Waste Policy term. According to the policy and law, each city must encourage the implementation of selective collection and the participation of waste picker?s entities aiming social inclusion. However, these actions haven?t yet reached its legal aims. These workers are considered regarding collection actions but are stripped of certain basic labor rights not in conformation with the Decent Work concept. This type of work, according to International Labour Organization, must be seen as work that is properly paid for and must be done regarding conditions of freedom, equity, security and able to provide workers with a dignified life conditions. Thus, this work aims to investigate the implementation process regarding the Solid Waste National Policy in Natal-Rio Grande do Norte in Brazil. This is done considering socio-productive insertion of recyclable material collectors. The research is substantiated by a qualitative approach as well as documental and bibliographical research. A field research considering the cooperatives as well ?in locco" observation and semi-structured interviews were carried out between the time span of 2013 and 2014. In order to investigate decent daily working conditions the research emphasized municipal management actions in Natal towards social inclusion that aim to reflect on the progress and difficulties experimented. It is seen that even when these cooperatives receive government support there are still important struggles that need to be overcome. The worker?s tasks are risky, the work environment in not safe or is adequate in terms of health issues. There is the stigma of it being considered an occupational task, the low individual income distancing the activity regarding parameters of the Green Employment and Decent Work concept. On the other hand, the survey showed potential as the relentless pursuit on behalf of the cooperatives that still search better work condition improvement.
