El proyecto de innovación intenta brindar una solución al problema inicialmente planteado “Ineficacia del sistema de registro de expedientes Administrativo- Disciplinario que realizan los órganos del Sistema Disciplinario Policial durante el año 2018 ¨Propuesta para su automatización informática”. El desarrollo del trabajo de investigación ha seguido las etapas y pasos establecidos en la guía proporcionada por la Pontificia Universidad Católica del Perú; identificándose las causas del problema: Deficiente registro manual y traslado de expedientes a los órganos disciplinarios; deficientes recursos logísticos y tecnológicos; y, la Deficiente coordinación de los Órganos Administrativos del Sistema Disciplinario; seguidamente, se jerarquizaron las causas por el impacto que puede producir, la posibilidad de que lo ejecute la institución y si esta se encuentra en la normatividad policial. El problema fue reformulado y el desafío de innovación se estableció en ¿Cómo podemos mejorar los recursos logísticos y tecnológicos del sistema de registro de documentos de los Órganos Disciplinarios; para hacer eficiente la administración de los expedientes en la PNP? A la solución planteada se le denominó “Registro informático de documentos y base de datos automatizada de forma virtual”; la misma que comprende un sistema integrado inalámbrico, que incluye un sistema electrónico de manejo de casos y flujo del procedimiento administrativo disciplinario cubierto en su totalidad por aplicaciones informáticas; viabilizando la gestión de los documentos que ingresan y se derivan durante el proceso y posterior a ello; entre las conclusiones relevante se estableció que el actual registro de documentos manual del sistema administrativo disciplinario de la PNP puede colapsar en cualquier momento; en consecuencia, es oportuno la implementación inmediata del proyecto de innovación propuesto respecto al registro informático de registro de documentos y base de datos virtual. / The innovation project tries to provide a solution to the initially raised problem "Ineffectiveness of the Administrative-Disciplinary record-keeping system carried out by the bodies of the Police Disciplinary System during 2018-Proposal for its computer automation". The development of the research work has followed the stages and steps established in the guide provided by the Pontifical Catholic University of Peru; identifying the causes of the problem: Deficient manual registration and transfer of files to disciplinary bodies; Deficient of logistical and technological resources; and, the Poor coordination of the Administrative Bodies of the Disciplinary System; Subsequently, the causes were hierarchized due to the impact it may produce, the possibility of the institution executing it, and whether it is in police regulations. The problem was reformulated and the innovation challenge was established in How can we improve the logistical and technological resources of the document registration system of the Disciplinary Bodies; to make efficient the administration of the files in the PNP? The proposed solution was called "Computerized record of documents and virtual automated database"; it includes an integrated wireless system, which includes an electronic case management system and Flow of the disciplinary administrative procedure covered entirely by computer applications; enabling the management of the documents that enter and are derived during and after the process; Among the relevant conclusions, it was established that the current manual document registry of the PNP's disciplinary administrative system may collapse at any time; consequently, the immediate implementation of the proposed innovation project regarding the computerized registration of documents and virtual database is opportune.
