A model for the prevention of corruption and corruption-related offences at Gauteng police stationsRajin, Ronnie Gonasagaran Dayananda 05 1900 (has links)
The research entailed an exploration of the reasons behind corruption and related offences in selected Gauteng police stations of the South African Police Service (SAPS). Corruption refers to the illegal and unlawful activities performed by police officials when they enrich themselves by taking money and other valuable property from offenders, victims and other people they come into contact with. The participants in this study were purposefully chosen and comprised of two groups. The first group included ex-police officials convicted and sentenced for committing corruption and related offences. The second group were active police officials suspected to have committed corruption and related crimes and some in this group were dismissed by disciplinary tribunals. The research was done at four of the police stations in Gauteng Province. There were 18 participants interviewed and nine were chosen from these police stations, with the remaining nine from two correctional facilities in Gauteng. The participants were asked an open-ended question which aimed at exploring convicted police officials’ reasons for having committed corruption. The interviews were recorded with the participants’ permission.
The recorded data were transcribed verbatim and analysed. The five main themes that emerged are the high incidence of corruption involving all levels of police, multiple environmental factors which contribute to corruption, forms of corruption, dynamics resulting from corruption and anti-corruption mechanisms to prevent corruption. The themes were described using “in vivo” quotes from the transcribed data. To learn other trends about corruption, the nature and extent of corruption in the political, economic and the governmental sphere were discussed. In the summary of the research recommendations and conclusions were provided. A model has been identified which consists of preventative and reactive mechanisms, including selection, recruitment, the code of conduct, supportive leadership, supervision, mentoring and coaching, targeted inspections and auditing. Life style audits, disciplinary measures, dismissals and prosecution in these corruption case hearings also form part of the proposed model. / Corrections Management / D.Litt. et Phil. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments. Chapter 1 discusses the research proposal of the study. In this proposal the problem statement was identified and described, for example it is shown how the diverse religious work-force is being managed and ministered to by a traditional chaplain as if it shared a religion similar to that of the chaplain. Further this chapter discusses the research methodology, which clearly indicates the path that would be followed in this research.
Chapter 2 looks at the profile of the South African Police Service (SAPS) in general. It has been shown that the SAPS forms a critical component of the criminal justice system. The objectives, mission and vision of the SAPS has been clearly outlined as aspiring to create a crime free society for all the inhabitants of South Africa. The SAPS would only acquire this vision through executing its tasks within the framework of the Human Rights Act.
Chapter 3 focusses on the historical development of the chaplaincy in the SAPS since its inception during the year 1952 until the democratic dispensation in 1994. The pioneers behind the formation of the chaplains' corps are discussed. Lastly, the appointment procedure, the functions and the characteristics (qualities) of chaplains are looked at.
Chapter 4 considers the various perspectives of culture and cultural particulars as a basic theory of the study. The latter has clearly indicated that people's views and understanding of certain things differ completely. Hence the need for proper cognisance of cultural diversity by the chaplain.
Chapter 5 examines the concept of stress in the context of the SAPS. The stress-inducing factors, the impact of stress on SAPS members as well as the role of the chaplain in the management of stress levels is discussed.
Chapter 6 explores the theology of death and the bereavement process (stages) to be followed generally. The role of the chaplain in this regard is shown.
Chapter 7 is the quantitative investigation, whereby questionnaires elicited the views of both the policemen and women about the Chaplain Service ministry.
Chapter 8 discusses the conclusions of chapters: 4, 5, 6 and 7 and synthesises them into one comprehensive idea. The policing of road rage incidents in the Gauteng ProvinceMfusi, Boikhutso Florencia 12 1900 (has links)
This study followed a qualitative research approach, and semi-structured interviews regarding the subject matter were conducted with the knowledgeable and experienced respondents in the Gauteng traffic-related departments. A literature review was also conducted to provide a comprehensive understanding of the research problem in both local and international context.
The research stresses the fact that motorists are continuing to lose their lives on Gauteng province, as a result of violent traffic disputes, therefore people suffer financial, physical, psychological as well as social effects as a consequence of such actions. The findings revealed that all the traffic stakeholders are working cooperatively towards implementing the crime prevention strategic plans, but for policing road rage in particular there is no specific strategy in action. In addition, this study reveals that it is impossible for the traffic police to curb road rage incidents because the latter occur as a result of unpredictable human behavior. / Police Practice / M. This is a qualitative study that was intended to analyse the role of South African Police Services (SAPS) railway policing in crime prevention in South Africa (SA). Commuters are exposed to various criminal activities in the railway environment. The Metro Rail trains are the most affordable trains and for that reason, the majority of commuters use these trains to travel to and from their workplaces. This study focused on the large stations in the Gauteng province, South Africa, as there is a high influx of people coming from various provinces for job opportunities. Alexander (2019:np) states that Gauteng is the smallest province, but has the largest population and economy.
The non-random sampling procedure was used to select participants. Data was collected by means of perusing the existing literature, SAPS information notes, official documents and articles. Interviews were conducted with South African Police Service Rapid Rail Unit (SAPSRRPU) members. Each unit was represented by a maximum of eight members. The information obtained from the participants was analysed by using the Atlas-ti software. Police Services as exemplified by the Gauteng Waterwing Unit. Factors influencing the
effectiveness are analysed, and the advisability of making these units permanent units within

water policing context. Possible corrective actions to reduce the influence of factors
