Guilt by Association: United States Ties and Vulnerability to Transnational Terrorist AttacksWarhol, Matthew Grant 2010 December 1900 (has links)
Do nations' allies and trading partners affect their vulnerability to transnational terrorist attacks? Prior research has focused on how the attributes of individual nations, such as regime type, economic stability, and international power, affect their likelihood of being the target of transnational terrorist attacks. However, prior research has not addressed the impact of a nation's economic and foreign policy ties on this phenomenon. Specifically, the question I ask is whether terrorists attempt to indirectly affect the status quo policy stance of a powerful nation by attacking the allies and trading partners of that nation. I develop a theoretical framework to explain why terrorists are likely to target allies of powerful nations in the international arena to force the more powerful nation to change its policy stance. Focusing on the United States, I examine how a nation's economic and foreign policy ties to the U.S. affect its vulnerability to transnational terrorist attacks. I test my expectations using the ITERATE database of transnational terrorist events from 1968 to 2000. The results suggest that a nation's economic and foreign policy ties may have a significant impact on its vulnerability to transnational terrorism.

This study in political science examines the UN adopted resolution 1970 (2011) and resolution 1973 (2011) on the basis of foreign policy decision-making. The study aims to explain how the UN principle of Responsibility to Protect came to be legitimized for the first time by the UN Security Council in the Libya conflict in 2011. By a poliheuristic perspective the study attempt to explain Russia and China’s acting in the voting of resolution 1970 and resolution 1973. The background to the conflict in Libya 2011 is presented in the study as well as the Security Council’s actions during the conflict, from the beginning of the conflict until the adoption of resolution 1973. The study is based on an argument analysis to crystallize the most important arguments from Russia and China’s statements regarding resolution 1970 and resolution 1973. The results of the research shows that the adoption of resolution 1973 and therefore a military intervention in Libya in 2011 can be explained, from a poliheuristic perspective, primarily by the few political options and decision-making dimensions actors have to choose from when making decisions.

Experimenting on the Poor: The Politics of Social Policy Evaluations in Brazil and Mexicode Souza Leão, Luciana January 2019 (has links)
In the 1990s, Brazil and Mexico were pioneers in the implementation of conditional cash transfer programs (CCTs), which since have benefitted an estimated one billion poor families around the world. However, the initial evaluation strategies pursued by each state were different: Mexican officials partnered with US economists to implement an RCT evaluation, while Brazilians used a combination of statistical simulations and qualitative studies and aimed to secure the generation of policy knowledge to domestic experts. Based on eighteen months of participant observation in Mexico City and Brasília, 100 interviews with political and academic elites, content analysis of 400 policy documents, and historical-process tracing methods, this dissertation explains why these two similar countries, implementing the same policy, took different routes to assess the merits of CCTs, and what unintended consequences followed from these choices. I demonstrate that a key factor to achieve the legitimacy and political viability of CCTs is the knowledge regimes that states create to implement and evaluate these programs. The dissertation shows that while knowledge regimes tend to be understood as technical or apolitical machineries, they are inherently shaped by the politics of legitimation of CCTs and they produce unanticipated consequences for the ways that states combat poverty in the long-run. Only by taking into consideration the role that knowledge production plays in securing the political viability of CCTs, I argue, we can assess the politics and consequences of these programs, and how they relate to poor families on the ground.

When do militias---whose power, riches, and legitimacy depend on the continuation of civil wars---accept negotiated settlements? An unexplored and crucial dimension of militia decision-making is the process of militia institutionalization. Militias create institutions to improve their odds of winning the war and project legitimacy internally as well as externally. / Militia institutions affect the strategic choice of decision-makers. They create financial and organizational interests that modify the preferences of the militia leadership. The modified preferences increase the win-set of militia leaders at the negotiating table. Militia institutions also change the decision-making context. Institutions unleash three dynamics that decrease a militia's ability to withstand fluctuations in the military balance of forces. Institutions can lead to factionalism, increased visibility (and hence vulnerability to attack), and strains in relations with patrons. / Using the logic of two-level games, I argue that leaders evaluate peace settlements with an eye on two boards. Externally, they evaluate their position vis-a-vis other protagonists in the conflict. Internally, leaders are concerned with their positions in power. Institutionalization results in a tension between "raison de la revolution" (ideological motivations) and "raison d'institution" (institutional preservation). Embattled leaders who increasingly find it difficult to withstand changes in the balance of forces find that their institutional interests are better preserved by peace. They agree to compromise on their ideological preferences thus opening a window of opportunity for the attainment of sustainable peace settlements. / Employing the comparative case-study method, the dissertation examines the attitudes of the Lebanese Forces and the Bosnian Serbs respectively toward conflict-resolution schemes that sought to bring the Lebanese and Bosnian civil wars to an end. / By focusing on leaders' incentives to settle, the research allows us to predict a priori which settlements are more sustainable. Theoretically, it refines the concept of "ripeness" for negotiations by specifying both its intra-communal and its extra-communal dimensions. In terms of practical policy implications, the research argues that militias are prime candidates for the role of spoilers. Thus, it is important not only to understand their incentives to settle but also to craft peace agreements that give even such radical factions a vested interest in peace.

The Comprehensive Environmental Decision Making (CEDM) paradigm developed through this research conceptualizes CEDM through a particular way of seeing a commitment to man's relationship with his environment. Previous research has explored CEDK but the idea remains ill-defined. The challenge in this research is to reestablish the guiding ideas of the government-environment-citizens matrix, while at the same time describe a meaning and means of operation suitable for environmental professionals working in industry today, where the man-environment commitment is critical to economic growth and environmental quality. In this research a meaning and means of operation begins with Lynton K. Caldwell's guiding ideas. As an avenue of implementation, government structures established through The National Environmental Policy Act and the Pollution Prevention Act provide policy reinforcement. Accepting policy as a CEDM avenue the requirements of environmental understanding, information and perception are developed through aspects of the environment and sustainable development with rational ecology ultimately providing the guideposts and criteria whereby CEDM may be judged. Citizens are those environmental professionals where an ethic is shaped through systems learning with the Environmental Management System used as a framework to establish the CEDM network of relationships in the workplace. The professional's socially binding value is hypothesized as an obligation not to do harm. With this value orientation, rational ethics and systems thinking provide guidelines that direct the professional in evaluating and optimizing policy and business structures. The CEDM paradigm is illustrated as a social choice mechanism suited to the 1990s and beyond by using case studies to apply policy directions.
