Makarová, Radka January 2014 (has links)
The diploma thesis "Rural section of the Bohemia newspapers in 1856 - 1876" analyses the thematic content and news frequency from the countryside and places that the German written newspapers Bohemia published during the introduced period. In the beginning the thesis describes the historical, cultural and political connection in the Czech countries, it focuses mainly on Czech-German relationship and national problems that grew after the year 1848. It introduces the media area of this period as well. The main titles and newspapers distributed in Prague and German places have been mentioned there. Bohemia played the main role in integration of German population especially till 50s. Consecutively, it grows the number of other titles and periodical, so Bohemia loses its strong position. Quantitative and qualitative analysis of the rural section should prove weakening of the rural news and the changes of its structure and content. Powered by TCPDF (www.tcpdf.org)

This study aims to evaluate the implementation process of Distance Education policy by Secretary of Distance Education of the Federal University of Rio Grande do Norte. For this, we sought to use an evaluation proposal consistent with this policy, and came to the one developed by Sonia Draibe (2001), which suggests an analysis called anatomy of evaluation general process. To achieve the objectives, we made a qualitative research, case study type, using documentary research and semi-structured interviews with three groups of subjects who belong to the policy: managers, technicians and beneficiaries. It was concluded that: the implementation process needs a open contact channel between the management and technicians and beneficiaries; the lack of clarity in the dissemination of information between technicians produces noises that affects the outcomes; the absence of dissemination of internal and external actions contributes to the perpetuation of prejudice in relation to Distance Education; using selection criteria based on competence and merit contributes to form a team of skilled technicians to perform their function within the policy; an institution that do not enable technicians generates gaps that possibly will turn into policy implementation failures; all subjects involved in politics need internal evaluations to contribute to improvements in the implementation process, however, a gap is opened between the subjects if there is no socialization of results; the existence of an internal structure that manipulates financial resources and balances the budget from different maintainer programs is essencial; the consortium between IES and municipalities in presential support poles are bottlenecks in the process, since beneficiaries are exposed to inconsistency and lack of commitment of these local municipalities / A consider?vel expans?o da Educa??o a Dist?ncia (EaD) registrada nos ?ltimos anos no Brasil levanta a import?ncia do debate sobre como vem sendo feita a implementa??o desta pol?tica, para que formuladores e implementadores tomem decis?es com maior conhecimento, maximizando resultados, identificando ?xitos e superando pontos de estrangulamento.

České vězeňství a jeho schopnost naplňovat veřejný zájem / Czech prison system and its ability to meet the public interest

Ježková, Kateřina January 2014 (has links)
Diploma thesis "The Czech prison system and its ability to meet the public interest" deals with the public interest in the selected area from the perspective of key stakeholders, election programmes, policy statements of governments and (changes in) legislation between 2000-2013. For determination of what is the public interest has been used as a tool a scheme of four dimensions of definition of public interest. First, there is the public interest as defined by experts, which is determined on the basis of content analysis of the journal the České vězeňství published by Prison Service of the Czech Republic. Second, the public interest determined by the preferences of citizens, which are collected from content analysis of articles from Newton Media Search and from reproduced findings of public opinion polls. To analyze the third dimension of public interests, which are generated by functional needs of the community, content analysis of election programmes of the parliamentary parties of the period is used as well as policy statements of the government and also the study of changes in legislation. Fourth, the public interests based on individual interests, are investigated through a case study in one of the Czech prisons, which took place in April - May 2013. The analysis showed common attributes of...

Institutional Design and Economic Inequility: Socioeconomic Actors and Public Policy In Germany and the United States

Hudson, Jennifer 01 December 2014 (has links)
In this thesis I conduct a comparative analysis of the influence of socioeconomic actors, business and labor, on public policy in Germany and the United States, specifically public policy that has an impact on economic inequality. The objective of this study is to gain a better understanding of how institutional constructs may determine the level of influence by different socioeconomic actors on public policy. In particular, I examine the link between institutional design and economic inequality, specifically the relative influence of business interests in varying types of capitalist economies and democratic systems, and assess those facets of institutional design that may facilitate the channeling of business influence in policy making. I explore institutional changes in the German political and economic system beginning in the late 1980s to determine whether these changes have altered the policy making process over time, and analyze similarities with institutional changes that have taken place in the United States beginning in the late 1970s to present. Further, I examine whether shifts in institutional design indicate that the German system is transitioning towards a more liberal model similar to that of the United States, and consider what effects this may have on the level of economic inequality in Germany. To conduct my analysis I use the Institutional Analysis and Development (IAD) framework; based on the IAD framework I create a conceptual map of the channels by which socioeconomic actors are involved in the policy making process. I evaluate the policy-making process in both formal and informal policy arenas. The policy areas analyzed include corporate governance, industrial relations, and tax, welfare and minimum wage policy during the selected time periods. The analysis shows that the institutional designs that produced the selected policies benefit business interests and may contribute towards economic inequality. The larger goal is to develop research that will build a theoretical foundation to help us identify how these systems may be improved to produce a more equitable allocation of economic resources.

Description of Czech constitution connected to countryside is mention next to it. After that, there is described the LEADER method and comparison between using this method at 5 different European countries. The tree of problem and actors analysis is provided later on. The short description of the theories using at thesis outputs is provided as well. The used theories are: bureaucracy theory, theory of social capital, theory of cultural determination, governance theory and policy network analysis. The describing of outputs from realized primary research is the main part of the thesis. There were carried out 17 structure talks in qualitative research and processed 509 questionnaires in quantitative research. The lot of tables and graphs are attached. Finally the 3 scenarios, like a suitable form for such a complex topic, were composed to describe answer at the primary question of this thesis in its context and complexity.
