Švédsko a evropská integrace v bezpečnostní sféře / Sweden and European Integration in the Field of Security

The thesis "Sweden and European Integration in the Field of Security" deals with the Swedish role in the military dimension of the EU"s Common Security Policy. The thesis applies the concept of "Integration Dilemma" that forms the basis of the theory of national integration policy formulated by Nikolaj Petersen. The thesis draws on Petersen"s premise that all states involved in integration sooner or later experience an integration dilemma constituted by difficult choices between preserving autonomy and exercising influence on other participants. According to Petersen the salience of the integration dilemma differs among states depending on their influence capability, stress sensitivity and degree of identification with ideological sources of integration. Petersen argues that to handle the dilemma, national governments will most likely use adaptive strategies typical for the "balancing policy" mode. Petersen also predicts that countries characterised by high stress sensitivity, limited influence capability and aloofness from the ethos of European integration will perceive the dilemma as highly salient. Petersen assumes that integration policies of those countries will also include strategies characteristic for the "acquiescent" or "quiescent" mode. This State Support for People with Disabilities, pursuant to Act No. 329/2011 Coll. diploma thesis is focused on the research of state financial support in a selected sample of respondents. In the theoretical part, I have described the current situation in the area of support for people with disabilities. The practical part is divided into a description of the objective of the work, methodology, analysis and interpretation of data and discussion. The aim of the thesis was to find out the answer to this question: How do people with disabilities perceive receiving benefits intended for their support according to Act No. 329/2011 Coll., and in particular, how do they perceive the impact of the amendment to the Act valid from January 1st, 2018? Three partial research questions have also been used to find the answer. To fulfil the abovementioned aim of this work, a qualitative research strategy, a method of semi-structured interview with selected respondents has been deployed. The technique used for collecting information was an individual in-depth interview. I have analysed and interpreted the data and have received specific information on how beneficiaries subjectively evaluate their provision. I have also verified whether the state support fulfils its function, and if so, to what extent. In conclusion, I have summarized the main findings of the research. As a result, the set-up system was found to be essentially effective. However, for better targeting it and more efficient system functioning, certain parametric changes are be needed in case of some of the benefits, especially the mobility allowance. The respondents expressed the greatest satisfaction with the advantages associated with their disability card.

The federal government aimed at equipping public service efficiently deployed Sistema de Concessão de Diárias e Passagens (SCDP) that integrates the activities of grant, registration, monitoring, management and control of daily and passages, resulting from trips taken in the interest of administration. This environment full of content and digital interconnected spheres is subject to various types of physical or virtual threats that jeopardize the safety of its users and the information processed. The present study aims at analyzing the perspective of the management of information security, the SCDP accounting department at the Universidade Federal da Paraíba. Investigates the assurance of confidentiality, integrity and availability of information through a risk analysis of the evidence and documents that comprise the system. In the methodological aspect, the research is characterized as a case study, set up as a study of qualitative and quantitative, exploratory and descriptive. Used as instruments to collect data to structured interview that recognized actions of a Security Policy Information (PSI) through the Facilitated Risk Analysis and Assessment Process (FRAAP), and direct observation technique, performed by notes in a field journal. For organizing and analyzing the data, we used content analysis. With these results it was possible to identify aspects of SCDP as the influence on the view of users, the security features and information flow. Regarding the risk analysis carried out, it can be concluded that there are threats in the process of granting and daily tickets, but with the adoption of selected controls can mitigate risk. / O poder da tecnologia tem gerado sistemas informatizados para a execução das mais diversas tarefas, com suas bases de dados interligadas por meio de poderosas redes. O governo federal, visando instrumentalizar eficientemente o serviço público, implantou o Sistema de Concessão de Diárias e Passagens (SCDP), que integra as atividades de concessão, registro, acompanhamento, gestão e controle de diárias e passagens, decorrentes de viagens realizadas com o interesse da administração. Esse meio, repleto de conteúdos e de esferas digitais interligados, está sujeito a diversos tipos de ameaças físicas ou virtuais que comprometem a segurança dos seus usuários e das informações processadas. O presente estudo tem como objetivo geral analisar, sob a ótica da gestão da segurança da informação, o SCDP do Departamento Contábil da Universidade Federal da Paraíba. Procura investigar a garantia de confidencialidade, da integridade e da disponibilidade da informação, através de uma análise de risco nos elementos e nos documentos que integram o sistema. No aspecto metodológico, a pesquisa é caracterizada como um estudo de caso, de caráter qualitativo e quantitativo, exploratório e descritivo. Utiliza como instrumentos de coleta de dados a entrevista estruturada, que permitiu reconhecer ações de uma Política de Segurança da Informação (PSI) por meio do Facilitated Risk Analysis and Assessment Process (FRAAP), e a técnica de observação direta, realizada por meio de anotações em diário de campo. Para organizar e analisar os dados, recorreu-se à análise de conteúdo. Com os resultados obtidos, foi possível identificar aspectos do SCDP como: a influência na visão dos usuários, os elementos de segurança e o fluxo informacional. Em relação à análise de risco efetuada, concluiu-se que existem ameaças no processo de concessão de diárias e de passagens, mas, com a adoção de controles selecionados, é possível mitigar o risco.

Evropská imigrační politika a sekuritizace imigrace / European immigration policy: securitization of immigration

This master thesis deals with the current issue of immigration within the EU while applying the social constructivist theory. It seems that the humanitarian, human rights and economic dimension of the European immigration policy is disappearing and immigration is increasingly viewed through the lens of security. The aim of this thesis is to apply the constructivist concept of securitization (constructing an object as a threat) to the current phenomenon of immigration to the EU in order to see the ways of securitization of immigration at the European level and identify its impact and related problems. The first theoretical part of the thesis introduces the links between immigration and security and also thoroughly explains the theoretical and methodological concept of securitization which is then used in the context of the current EU migration policy. The final chapter is devoted to the negative impacts of successfully securitized immigration and it suggests some alternative ways for the EU migration policy which should be seen through other (not only security) dimensions.

Securing data dissemination in vehicular ad hoc networks

Vehicular ad hoc networks (VANETs) are a subclass of mobile ad hoc networks (MANETs) in which the mobile nodes are vehicles; these vehicles are autonomous systems connected by wireless communication on a peer-to-peer basis. They are self-organized, self-configured and self-controlled infrastructure-less networks. This kind of network has the advantage of being able to be set-up and deployed anywhere and anytime because it has no infrastructure set-up and no central administration. Distributing information between these vehicles over long ranges in such networks, however, is a very challenging task, since sharing information always has a risk attached to it especially when the information is confidential. The disclosure of such information to anyone else other than the intended parties could be extremely damaging, particularly in military applications where controlling the dissemination of messages is essential. This thesis therefore provides a review of the issue of security in VANET and MANET; it also surveys existing solutions for dissemination control. It highlights a particular area not adequately addressed until now: controlling information flow in VANETs. This thesis contributes a policy-based framework to control the dissemination of messages communicated between nodes in order to ensure that message remains confidential not only during transmission, but also after it has been communicated to another peer, and to keep the message contents private to an originator-defined subset of nodes in the VANET. This thesis presents a novel framework to control data dissemination in vehicle ad hoc networks in which policies are attached to messages as they are sent between peers. This is done by automatically attaching policies along with messages to specify how the information can be used by the receiver, so as to prevent disclosure of the messages other than consistent with the requirements of the originator. These requirements are represented as a set of policy rules that explicitly instructs recipients how the information contained in messages can be disseminated to other nodes in order to avoid unintended disclosure. This thesis describes the data dissemination policy language used in this work; and further describes the policy rules in order to be a suitable and understandable language for the framework to ensure the confidentiality requirement of the originator. This thesis also contributes a policy conflict resolution that allows the originator to be asked for up-to-date policies and preferences. The framework was evaluated using the Network Simulator (NS-2) to provide and check whether the privacy and confidentiality of the originators’ messages were met. A policy-based agent protocol and a new packet structure were implemented in this work to manage and enforce the policies attached to packets at every node in the VANET. Some case studies are presented in this thesis to show how data dissemination can be controlled based on the policy of the originator. The results of these case studies show the feasibility of our research to control the data dissemination between nodes in VANETs. NS-2 is also used to test the performance of the proposed policy-based agent protocol and demonstrate its effectiveness using various network performance metrics (average delay and overhead).

Foreign policy of the European Union towards the South Caucasus in 1992-2014

This assessment of European Union foreign policy towards the South Caucasus shows that while the EU has developed a coherent transport policy since 1992, paradoxically, it has had no corresponding coherent conflict resolution policy for this region. The fact that the EU deepened transport cooperation without a mediation policy in an area with a multiplicity of protracted conflicts is a puzzle. Although the EU eventually added mediation to its policy during the Russia-Georgia armed conflict in 2008, it was unable to facilitate a political solution. The research examines what has been the nature of EU foreign policy towards the South Caucasus. The dissertation argues that incoherence in conflict resolution policy has been consequent upon two causal factors: (i) preferences of the EU member states conditioned by their historical experience with Russia, and (ii) institutional framework of the Common Foreign and Security Policy (CFSP). By contrast, with functional approach, the three dominant factors that have enabled coherence in transport cooperation are (i) legislative alignment, (ii) common transport area, including technical assistance for transit development, and (iii) restrictive measures. Examination of these two areas of EU foreign policy, shows a discrepancy, demonstrating its inconsistent nature. The theoretical framework of realism and liberal intergovernmentalism, is applied to empirically grounded EU foreign policy analysis. Adopting a case study methodology, this work examines the EU's policy towards Armenia and Azerbaijan, with special focus on Georgia between 1992 and 2014. The research combines social science methods of literature review, document analysis and expert interviews.

The thesis called "Reasons for restricting of the free movement of services" is focused on one of the fundamental freedoms of internal market, free movement of services, both in terms of theory and especially from the perspective of The Court of Justice of the European Union. In five chapters of the thesis is analysed the general characteristics of the free movement of services, the relationship to the other freedoms of the internal market and the legal basis of this freedom in the primary and secondary legislation of the European Union. First chapter is focused on historical development of the internal market of European Union and on principles on which internal market operates. Second chapter of this thesis defines the term "services" and examine the relationship to the other freedoms of the internal market as well as the legal basis of the free movement of services in the primary and secondary legislation of the European Union. Third chapter of the thesis is focused on the restrictions of the free movement of services, direct and indirect discrimination, non- discriminatory restrictions and also on the harmonization of standards.
