This complexity is enlarged when the excessive concentration of urban equipment of consumption and services is observed in a city that exert the function of a metropolis. This research sought to analyze how the fiscal diversity of the municipalities of Metropolitan Region of Goiânia, added to the lack of cooperative public policies, have impacted the spatial organization of the region. To achieve this goal the following methodological steps were adopted: literature review with focus on the analyze of the fiscal federative issue of Brazilian municipalities (the distribution of tributary competencies in the Federation, the fiscal and administrative decentralization after the 80s and the consequences of the 1988 constitution for the current municipal fiscal framework) and the metropolitan regions (institutional and metropolitan management issues, and specifically, about the Metropolitan Region of Goiânia); primary and secondary data collection; documentary analysis and mapping of public spending of the Metropolitan Region of Goiânia. The hypothesis of the research is that “The fiscal diversity found in the municipalities of the Metropolitan Region of Goiânia (RMG), added to the lack of cooperative public policies of metropolitan management, reinforce the polarization and the centrality of the metropolis, and consequently, it does not promote the lateral integration between the municipalities of the RMG”. / A diversidade fiscal e a falta de políticas públicas cooperativas aumenta a complexidade dos ambientes metropolitanos, espacialmente integrados, porém politico administrativamente fragmentados. Essa complexidade é ampliada quando observa-se a excessiva concentração dos equipamentos urbanos de consumo coletivo e serviços na cidade que exerce a função de metrópole. Essa pesquisa buscou analisar como a diversidade fiscal dos municípios da Região Metropolitana de Goiânia (RMG), somada à falta de politicas públicas cooperativas, têm impactado a organização espacial da região. Para alcançar esse objetivo adotou-se os seguintes passos metodológicos: revisão bibliográfica da questão federativa fiscal dos municípios brasileiros (a distribuição das competências tributárias na Federação, a descentralização fiscal e administrativa após os anos 1980 e as consequências da constituição de 1988 para o atual quadro fiscal municipal) e sobre regiões metropolitanas (questão institucional, gestão metropolitana, e especificadamente, da RMG); coleta de dados primários e secundários; análise documental e mapeamento de despesas públicas da RMG. A hipótese da pesquisa é de que “A diversidade fiscal encontrada nos municipios da RMG, somada à falta de políticas públicas cooperativas de gestão metropolitana, reforçam a polarização e a centralidade da metrópole e, consequentemente, não promove a integração lateral entre os municipios da RMG”.
