Transformation of the security sector in Malawi - 1994 to 2014Chirwa, Misheck Colyns 10 October 2016 (has links)
A thesis submitted to the Faculty of Commerce, Law and Management, University of the Witwatersrand, in fulfilment of the requirements for the degree of Doctor of Philosophy March 2015 / The study was carried out to determine the transformation of the security institutions and related management bodies in Malawi from 1994 to 2014 as the country shifted from authoritarian rule to democratic governance. Transformation of the security sector (TSS) is the process by which a country in transitional democracy formulates or re-orients the policies, structures and capacities of security institutions, and private security groups in the security sector. Such tasks in a newly democratic Malawi required new sets of values among political leaders, the legislature, security practitioners as well as the civil society. TSS is sometimes expressed as Security Sector Reform (SSR), Security Sector Governance (SSG) and as well as Security and Justice Sector Reform (SJSR) (African Union 2010). The study employed qualitative method as the mainstay and partly some statistical data interpretation was employed using a Statistical Package for Social Sciences (SPSS) software for the purpose of data visualisation and to identify information in graphical presentation. Forty participants were involved from security institutions and management bodies (army, police intelligence, prisons services), residing in Lilongwe, the Capital City of Malawi.

The findings reveal that the security sector and management bodies in Malawi failed to transform/perform sufficiently. The opportunity for reform was significant however it was limited because the transition to democracy stalled due to continued abuse of power by the elected authorities. This may have been a deliberate attempt by those in power in order to maintain a weak security sector and management bodies for own interests. The current structure of the security sector in Malawi may be weak for the following reasons: Lack of expertise by the elected authorities, lack of overall security reviews every year, non-existent of various security policies, lack of modern equipment and technology and last but not least, mean budgetary consideration and very low salaries to the security members. Furthermore, the basic security legislation should be reformed because Malawi inherited a legal structure from the colonial rule that requires modification. The results from this study suggest that the transition process calls for a comprehensive TSS/SSR or SSG of the entire security sector and management bodies. The government should reinforce policy action across security institutions whereby the elected authorities, legislature, security practitioners and civil societies are involved in locally owned TSS. An important fact is positive change in the level of responsiveness by the State to the rights, views and demands of its citizens. / MT2016

This paper suggests that a critical mass of elements is forming in China which, if not better controlled, will lead to some form of political regime change. The paper will (a) elaborate on China's major problems, grouped into "backbone changes" and "catalysts," (b) provide a balance sheet of remedies the government has attempted or proposed to date, and (c) examine the remedies' relative success or failure. Among the "backbone changes": decentralization, corruption, the emergence of interest groups, the government's possible loss of legitimacy, people's increased exposure to procedural democracy, the increase in the number of students receiving a foreign education, the privatization of education and divisions within the Chinese Communist Party. The "catalysts" include: massive urban and rural unemployment, corruption, forced displacement and the gentrification of China's cities.

The increasing engagement of China in Africa after the cold war has steered debates concerning the growing complexion of this relationship. However, the emphasis of assessment has mainly been narrowed to the bilateral relationship between China and African countries. Insufficient consideration has been focused to the increasing relationship concerning China and African Union which is the continental Regional Organization of African states. This study explores the nature and impact of China-African Union relationship and its consequences to the African Union member states generally. The study examines the significance of this relationship and demonstrates how both China and African Union are using this relationship to fulfill their objectives and the ultimate effect to the African Union member states that have bilateral relations with China. By using qualitative design and the lens of constructivism this study has tested the extent of the application of China's objectives under the China African policy and the African Union objectives under the Constitutive Act and Agenda 2063 by analyzing the extent the parties are using this relationship to enhance the fulfillment of their objectives, by testing the study on the objectives of infrastructure development, peace and security, health, and capacity development as the research variables. This study shows the extent at which the parties' relations has led to the achievement of these objectives thus demonstrating the importance of the relationship between China and African Union. This relationship has enhanced peace and security preservation of the African continent, facilitated the development of African Union Centre for Disease Control and Prevention to boost the health objective on the continent, as well as aggrandized skill development through capacity development initiatives on the continent. China has also supported, consistently praised and acknowledged the role of the AU in solving African problems as well as constructing for it the biggest office block hence giving the continental organization a new face. Nevertheless, the study shows that China is using this relationship to project itself as a more active external partner for the AU and the African continent compared to the rest. Similarly, China is trying to use this relationship with the AU to socialize the AU member states towards its own priorities, and the relationship is positioning China to initiate, maintain and increase its Soft power interests on the African continent as well as advance its norms. Equally, China is carefully using its relationship with the AU to promote its geostrategic and political interests on the African continent for instance through its recent establishment of the Chinese military base in Djibouti. The study also highlights how Chinese Africa relations is not only based on interest of exploiting African resources entirely as described by previous authors, but there is also commitment towards increasing its engagement with the African Union basing on each other's policies and priorities in order to fulfill their objectives

Policy divergence and devolution : the impact of actors and institutionsLightowler, Claire January 2005 (has links)
The creation of the National Assembly for Wales and the Scottish Parliament in 1999 was accompanied with an aspiration that these new institutions would allow Scotland and Wales to develop their own policies, better suited to local needs than those designed in Westminster or Whitehall. This thesis explores policy-making in the first terms of the devolved institutions in Scotland and Wales, focusing on where the policies developed by these institutions diverged from those pursued at Westminster. Policy divergence is examined by studying the development of the financing long-term care for the elderly policies. The aim of this thesis is to identify why policy divergence occurred in the long-term care case, considering the impact of actors (or agents) and the institutional setting in which they operate, as suggested by Scharpf's model of actor-centred institutionalism. As actor-centred institutionalism suggested, both actors and institutions played a major role in shaping policy responses. In the Scottish case a range of actors cooperated and lobbied together for the introduction of free personal care, spurred on by the First Minister, who created an opportunity for those in favour of free personal care to pressurise his government to introduce the policy. In contrast, in Wales, actors were divided and never built up the same momentum to ensure the introduction of a more generous long-term care package. The institutional setting in which these actors operated was a major factor in shaping their policy preferences and the strategies they adopted to achieve them. This thesis considers the impact on policy-making of the devolved institution's electoral system, financial and legislative powers, design of the institutions, and the place of these institutions in a UK setting. The different institutional structures in Scotland and Wales provided different incentives and resources for actors, encouraged different styles of policy-making from Westminster and affected the way in which issues were framed. Examining the roles of actors and institutions in the formation of distinctive policies highlighted that in the real world these two elements are mutually dependent and cannot be separated. As a result it is impossible, and pointless, to determine whether actors or institutions were most influential on the development of distinctive policies. Instead this thesis explores how the difference between the configurations of actors and institutions in Scotland and Wales contributed to the creation of policies which were distinctive both from each other and the UK Government.

This dissertation examines how transnationalism can affect Islamists’ moderation
in both Egypt and Morocco. In this dissertation, I do an in-depth comparative case study
analysis to assess the prospects of moderation of two Islamists political entities, the
Muslim Brotherhood as a transnational social movement and the Morocco Party of
Justice and Development (JDP), which has no transnational ties. Both the Muslim
Brotherhood and PJD came to power after the Arab uprising in 2011 and were key
players in the democratic transitions in both countries; however, the entities are not
related. Further, the dissertation will explore the moderation level of the Muslim
Brotherhood and PJD. Current literature on Islamists and moderation theory focuses on
political inclusion, political learning and repression as factors that would affect the
moderation of an Islamist group. Looking at Islamists as a transnational social movement

Transnational energy projects and green politics in Thailand and Burma : a critical approach to activism and security.Simpson, Adam January 2009 (has links)
Most studies in environmental politics have traditionally examined three broad areas: the degradation of the environment; the regulatory regimes governing the environment; or environmental activism within the affluent North. This thesis provides an alternative perspective, exploring environmental activism in the less affluent South. In particular, while human rights and social justice perspectives have historically been largely absent from many environmental movements of the North, this thesis argues that, due to precarious living conditions and authoritarian governance, these issues are of primary importance for environmentalists in the South. As a result this thesis contends that most environmental movements in the South are part of a growing global justice movement and that important cultural diversities within this movement can result in novel forms of resistance and environmental governance. The focus here is on the emancipatory actors within these movements in the South who challenge existing power structures within society. Likewise, by adopting a critical perspective, this thesis argues that large business interests pursue energy projects in the South in the name of energy security and large scale industrial development that are often inappropriate for local development and security needs. To test these hypotheses, four case studies were undertaken that examine transnational gas pipeline and large dam projects at various stages of their development which originate in either Burma (Myanmar) or Thailand. Empirical research, primarily in the form of interviews, undertaken in the countries hosting the various energy projects demonstrated that although environmental activists in the South were assisted by transnational activist networks there were also important local factors that impacted on the emancipatory philosophies, strategies and tactics of many activists in this region. These strategies have achieved some success, with environmental impact assessment (EIA) processes in Thailand now providing a potential opening for the political engagement of communities. Nevertheless, this thesis finds that the power of corporate interests in the international political economy often poses insurmountable barriers for activists to achieve both their short and long term aims. The findings suggest that despite the efforts of activists, local indigenous and ethnic minority communities continue to bear the brunt of the social and environmental costs of transnational energy projects in the South while receiving few of the benefits.
