Implementation of the Expanded Public Works Programme (EPWP) in South Africa, 2004-2014

Most developing countries are faced with high levels of unemployment, poverty, underemployment and inadequate infrastructure. The causes of poverty and unemployment in South Africa are manifold and complex. South Africa is one of the developmental states which gained its independence in 1994. There is a high rate of unemployment, poverty, unskilled workforce, inequality and low quality service delivery in South Africa (SA). Communities across provinces are unhappy about the above mentioned issues and have, over the years, expressed their dissatisfaction through picketing, demonstrations and strikes. SA, as a developmental state, has to balance economic growth and social development. Post 1994, the African National Congress (ANC)-led government promised to address the triple challenges facing the SA economy, namely poverty, unemployment and inequality. The study pursues to identify and describe factors that necessitated the EPWP in SA. It further investigates the performance of provinces during the implementation of the EPWP inorder to understand the current implementation approach. Both qualitative and quantitative methods were used to obtain data. Published figures from the Department of Public Works (DPW) reports and on the websites of relevant organisations were analysed. The objective was to identify small-medium-micro enterprises (SMMEs) that were created, trainings supported, and work opportunities (WOs) as well as full time equivalents (FTEs) that were created. A questionnaire was disseminated to three officials per four sectors, totaling (twelve) across four provinces namely Mpumalanga, Limpopo, Gauteng and North West. The officials were from the EPWP implementing bodies and coordinating departments. The questionnaire sought information on how EPWP projects were implemented and reported in the two phases. The implementing bodies were expected to specify their roles, targets and work opportunities that they hoped to create. The correct sampling method and size were chosen based on the approved research proposal and its intention. Challenges experienced by the coordinating bodies, implementing bodies and data managers during the implementation of the EPWP were tabulated. Recommendations and remedial actions to identified challenges were also highlighted. This study proposes interventions with regard to the coordination of the EPWP, training, improved monitoring of projects, political buy-in and allocation of budget that will improve the daily wage rate. / Public Administration / D. Rural underdevelopment in the former Ciskei with specific reference to Glenmore Village

This thesis examines development changes that took place in Glenmore after 1994. To examine such change one needs to have a concise historical understanding of the situation in Glenmore before democracy. The aim of the work is to critique development at a local, rural level, pinpointing the major changes, if any, that came with the incorporation of the former homeland of Ciskei (and thus Glenmore village) with South Africa. These people were forcibly resettled in 1979 for political and economic reasons. Their situation then was one of dire poverty; it is argued here that even with democracy, their history of underdevelopment has continued. The reason for this continued underdevelopment is the structure of the former reserves. The overall political context has changed in South Africa but the most important aspect with regard to the development of the homelands: land, has not. At the central level, the government has churned out a wide variety of development policies, which due to the prevailing political and economic context of the times are fraught with inconsistencies. The example used here to show some of these inconsistencies is the 1997 White Paper on Land Reform. This confusion at the central level with regard to the perceived future of South Africa has managed to adversely affect the rural areas and their development. There very well might be policies in abundance to improve the life-world of the rural poor, but there are inconsistencies between this policy and actual practice. With regard to Glenmore the confusion in the present government’s central development policy is arguably the main reason for the underdevelopment of the village. The inconsistencies in policy such as the 1997 White Paper on Land Reform, have meant that the structure of the reserves has not changed. Vital issues such as land tenure and ownership have not been dealt with. The study thus shows that unless the structure of the homeland system which is predominantly based on issues of land, is changed, genuine social and economic development will not take place in areas like Glenmore.

The developmental impact of non-contributory social grants in South Africa : a study of Ezibeleni, Queenstown

Amartya Sen argued that poverty was the “deprivation” of the capability to lead a “good life”, therefore ending poverty meant meeting basic physical and social needs, and enabling meaningful economic and political choices. The principal objective of this research was to investigate whether (and if so, in what ways) post-apartheid state-provided non-contributory cash social grants in South Africa reduced “poverty” in Sen’s sense. This thesis used Ezibeleni, a historically black working class township at Queenstown, in the Eastern Cape, as a reference area. Using in-depth interviews, it found that social grants did help reduce poverty, both in terms of helping meet basic needs and enabling grant recipients to make more choices, including facilitating job searches and small businesses. However, it was also found that grants fall short of ending poverty, as the grants were too small to adequately cover basic needs in the context of large family sizes, a serious and long-term lack of resources, persistent unemployment, and high indebtedness, and could also enable only a limited expansion of choices. The grants played a positive role, but were inadequate to remove the “unfreedoms” facing the poor.

Developing assessment criteria for successful poverty alleviation with special reference to the Nomzamo Special Care Centre

While this study is partly theoretical it includes an exploratory case study in which theoretical insights are applied. In the theoretical part of this study, criteria for a successful poverty alleviation project were developed, guided by sustainability theory and complexity theory. It was proposed that researchers could assess existing projects according to these criteria to show where they were successful and where they could improve. The second part of this research consists of a case study, where an actual poverty alleviation project (The Nomzamo Special Care Centre, Peddie, Eastern Cape) was assessed according to the criteria developed in the first part. For this exploratory case study a non-random sample of 9 participants was drawn from the Nomzamo Special Care Centre and other stakeholders in the Ngqushwa Local Municipality in the Eastern Cape. Data was collected using questionnaires, observation and interviews. The results obtained from analysis indicate that project members particularly experience challenges pertaining to financial resources, infrastructure and maintenance. It is recommended that project members receive assistance from the government departments in order for the project to remain sustainable.

South Africa is characterised by inequitable growth and development, a high level of poverty, increasing demands and limited resources and the challenge of integration. The need for improved standards of living and access to better infrastructure which are seen as crucial issues in addressing poverty have necessitated the introduction of programmes that aim to alleviate poverty. The South African democratic government has, since 1994, implemented various programmes in an attempt to improve the quality of lives of its citizens through policy interventions. The Expanded Public Works Programme (EPWP) is one of the many programmes offered by the National Government to provide poverty and income relief through temporary work for the unemployed to carry out socially useful activities. The study is descriptive in nature. The researcher seeks to gain insight into the effectiveness of the EPWP as poverty alleviation strategy in the Oudtshoorn Municipal area. The researcher needs to understand the impact it has made on the beneficiaries focussing on Bongolethu and Bridgton as critically distressed settlements. The researcher used, inter alia, policy documents, circular letters, accredited journal articles, newspaper reports, minutes of the Oudtshoorn Municipal Council meetings as sources of data collection. The findings reveal that there are short term poverty alleviation initiatives in Oudtshoorn. The study also revealed that the problem of poverty is still a challenge in the Oudtshoorn Municipal Area and a review of the current policies is necessary.

The impact of the expanded public works programme on poverty in Amathole district municipality

The study aimed at analysis the South African government’s attempt to reduce poverty through alleviation and reduction of unemployment. The study analyses this using Ngqushwa Local Municipality in the Eastern Cape. The introduction of labour intensive projects of government in infrastructural development, under auspices of the Department of Public Works, has brought a relief in addressing unemployment and poverty in the country. While the provision of these short-term based jobs is life-saving, the question is whether or not these projects (EPWP) will provide a sustainable solution to unemployment and poverty with the skills and information they provide to the employees. To achieve this aim the study used both qualitative and quantitative research methodology. First, a literature review on the Expanded Public Works Programme was done. Secondly, policy review on poverty and conservation was done. A small sample size of sixteen people was selected using purposive sampling, targeting ten beneficiaries of EPWP, three Municipal managers and three Departmental managers that were involved in EPWP. Firstly, I wanted to know how many people participated in the EPWP initiatives in the Amathole District Municipality between 2008 and 2012. Secondly, what training was provided to people that were temporarily employed on the EPWP projects and what recruitment tools were used to recruit EPWP employees. Thirdly, to find out how many were able to find permanent employment after the EPWP projects in Amathole District Municipality communities were completed. Fourthly, has the EPWP benefited the poorest of the targeted areas and redressing racial imbalances? It is clear that EPWP is appreciated by some of the beneficiaries who do not have better school qualifications as they make significant, short-term contribution to their livelihoods and, than those who have better qualifications especially the youth, who claimed that this programme is partly wasting their time as they were looking for permanent jobs, and in South Africa age restriction is one of the problems that the people were facing when looking for a job. The study proposes that the government should make a physical relief on poverty and employment reduction by making this programme a permanent job.

The assessment of factors contributing to the sustainability of poverty relief projects in the Eastern Cape

The current study aimed at assessing the factors contributing to sustainability of Poverty Relief Projects by the Department of Social Development. The study was conducted in the Eastern Cape within Chris Hani District at Sakhizwe Local Municipality. The study employed both quantitative and qualitative research methods. Purposive sampling procedures have been seen as most suitable for this study and have been utilized to identify participants of the study. The sample consisted of thirty project members from six different projects and also included five Community Development Practitioners from the Department of Social Development. Semi- structured interviews, document review and focus group discussion were used to collect data for the study. The data was analyzed using descriptive statistics and thematic methods. The study revealed factors that contribute to the sustainability of the projects. These factors include the capacity of the project members and the departmental officials to implement and monitor the projects. Management and organization of the project plays an important role in determining the sustainability. Active participation of the project members in the planning of the project is important. Stakeholder participation and sharing of expertise is another important factor in determining the sustainability of the projects. Lastly, the study shows that monitoring and evaluation of the progress is necessary to ensure that the project achieve the desired outcome. It is recommended that the Department of Social Development should consider these factors and add them in the checklist before the funding of the project is approved. It is also important to determine the duration of the project in order to be able to measure its impact in a given period of time.

There are three lines of poverty in South Africa, the first line is that of people living at less than R271 per month and constitute one third of the population (about 33 percent), second being those people living at less than R422 per month (50 percent of the population) and the last group being people living at less than R1 230 per month, constituting 79.1 percent of the population (Oosthuizen. 2008: 7 – 9). The poorest provinces are Eastern Cape and Limpopo with a poverty rate of 68.3 percent and 60.7 percent respectively, Western Cape and Gauteng the poverty rates are 20 percent and 28.8 percent respectively (United Nations Development Programme. 2003) To respond to the poverty challenges the government has come up with poverty alleviation strategies which were later translated into anti-poverty programmes. The Anti-poverty programmes undertaken by Government since 1994 can be grouped into various categories of public expenditure such as (Friedman and Bhengu, 2008:14), Social assistance and grants, Employment generating programmes, enterprise development and income support, Basic household security, Social services, Disaster relief and Employment related social insurance. This study assessed Mogabane Community Project to find out reasons why the project did not reach its objective of poverty reduction in the community. Qualitative Research methodology was used to arrive at the findings.

Poverty alleviation through empowerment and participation: the Seki Women's Foundation

As poverty alleviation projects are being established in communities in order to reduce the impact of unemployment, crime, and inequality as well as other factors propagating poverty, numerous projects fail to democratically meet the needs of the poor majority. Development initiatives brought forth by government and non-governmental organisations, which adopt a top-down approach in order to accelerate development, do not always have a positive effect on the community, especially on the poor majority, which development is meant to empower and benefit. This results in the short life span of the project and leads the community into immense poverty. Thus, the focus of this research paper was to evaluate the extent to which poverty alleviation projects such as the Seki Women’s Foundation, contribute towards the alleviation of poverty in its community, located in New Brighton, Port Elizabeth. This evaluation study focused more on aspects of development concerning community participation, empowerment through skills training and project sustainability. The objectives of the study were to investigate the values, aims and objectives of the Seki Women’s Foundation; how these values, aims and objectives were fulfilled; the challenges faced by the project towards effective community development and the determinants of the long-term sustainability of the project. The research study adopted a qualitative approach, which allowed the researcher to collect meaningful knowledge from the volunteers and stakeholders by conducting semi-structured interviews and a focus group which were guided by open-ended questions. The data was thematically analysed where important concepts were coded in order to obtain accurate information so that valid results could be reached. The main findings of the research study suggested that the contribution made by the Seki Women’s Foundation towards poverty alleviation and community development is to empower the volunteers and community through skills training in baking, gardening and sewing. The volunteers share these skills amongst community members, enabling them to be self-sufficient and implement the skills in their own surroundings. The project builds strong partnerships with the stakeholders by being accountable and transparent about the utilisation of funds through report formulation. Although the project implements some principles of community development, the full participation of volunteers in the development process remains a concern, especially in decision making. The challenges faced by the project are concerned with burglary of clothing containers, stealing of vegetation and garden tools and the community not buying the products sold by the project. The research study recommends that the volunteers reason with the community and instil trust and honesty to avoid crime. The project should instil authentic participation in all development processes and form a partnership with local shops in convincing them to sell their produce as this will allow some income to generate within the project and community.
