Thesis is focused on the digital measurement of power consumption and distribution the measured results to the remote monitoring center over computer network. The appli- cation is designed for monitoring of active elements computers network.

Expression la plus caractéristique du pouvoir de l’administration, la décision administrative est une notion familière. Pourtant, les données observables en droit positif s’avèrent hétérogènes et contingentes, compromettant la possibilité d’en circonscrire la teneur. Et derrière un consensus apparent, les présentations doctrinales de l’action adminis-trative unilatérale se caractérisent par un éclatement terminologique et conceptuel. Le choix a été fait de construire une définition, à partir d’une analyse critique du droit positif et du discours doctrinal, pour en éprouver les mérites en vue d’une meilleure compréhension de l’administration et de son droit. Signification impérative d’une manifestation de volonté uni-latérale et arrêtée d’une autorité administrative, la décision administrative constitue un utile outil d’analyse du pouvoir de l’administration, du contrôle du juge sur celui-ci et de la place à laquelle les citoyens peuvent prétendre dans son élaboration et sa mise en oeuvre. Distincte de l’incitation ou de la déclaration d’intention, la décision demeure le mode privilégié de direction de la conduite des citoyens et l’objet principal du contrôle du juge sur la légalité de l’action administrative. La portée explicative de cette définition est complétée par la compréhension qu’elle autorise des usages stratégiques que les acteurs du droit administratif peuvent en faire. En tant que signification, la décision révèle les luttes qu’ils mènent pour l’identification, au cas concret, de la portée des divers actes de l’administration ; enjeu de pouvoir, elle fait ressortir les stratégies de légitimation qui entourent son emploi par les autorités publiques. / One of the most characteristic expression of the administrative activities, the administrative decision is a familiar concept. Nevertheless, positive law on this subject turns out to be disparate and contingent. And behind a seeming consensus, the authors pre-sent the unilateral administrative actions with real terminological and conceptual disparities. The choice has been made to build a definition, from a critical analysis of positive law and doctrinal views, so as to test its merits with an eye to a better understanding of the Admin-istration and its law. Imperative meaning of a fixed and unilateral act of will of an adminis-trative body, the administrative decision is a useful tool to analyse the power of the Admin-istration, the judicial review of it and the place that citizens can aspire to in the process of its making and its implementation. Distinct from incitation or mere declaration of intent, deci-sion remains the preferred way of directing citizens behaviour and the main object of the judicial review of administrative acts. The explanatory impact of this definition is supple-mented by the understanding it enables of the strategical uses that actors of administrative law make of it. As a meaning, decision reveals the struggles they wage to identify, in a specif-ic case, the impact of the various acts of administrative bodies ; as a power issue, it brings out the strategies of legitimization that surround its use par public authorities.

Thus, the author navigates through the formation of these organizations in Brazil with the intent to demonstrate the bureaucratic organizational culture and the consequent form of domination of those who detain power. In this epistemological construction, the author explores the culture s bureaucratic environment and the organizational power. In the analyses, it was observed the technological phenomenon in the ODL s administrative environment, which can explain the adherence procedure to structures and technological instruments for stricto sensu courses that, hypothetically, dilutes the traditional inherited organizational axiom. Therefore, it was utilized as object of study the Professional Master s degree in National Scale Public Administration PROFIAP, hence analyzing the documental content and the legislation related to institutionalization as well as the positioning of professors/coordinators and of the director of CAPES/MEC. Considering this axioms, it was concluded that the bureaucratic structures can admit ODL in the stricto sensu s environment. However, this can only be done as long as the adherence does not imply in a dilution of the traditional forms of power and institutional bureaucratic inherited dominance, as well as the alleged hegemony of the governmental structure in the educational administration adopted in person by the stricto sensu courses in Brazil / O estudo aborda as estruturas organizacionais burocr?ticas, a fim de compreender a forma da ades?o ?s tecnologias virtuais no processo administrativo-educacional para o stricto sensu. Para tanto, o autor navega na forma??o das organiza??es no Brasil, visando demostrar a cultura organizacional burocr?tica e a consequente forma de dom?nio daqueles que det?m o poder. Nessa constru??o epistemol?gica, o autor explora o ambiente burocr?tico da cultura e poder organizacional. Para tal an?lise, observa-se o fen?meno da tecnologia no ambiente administrativo da EAD, o qual pode explicar a forma da ades?o ?s estruturas e instrumentos tecnol?gicos para o stricto sensu, que, em tese, dilui o axioma organizacional tradicional herdado. Portanto, foi utilizado, enquanto objeto de estudo, o caso do Mestrado Profissional em Administra??o P?blica em Rede Nacional PROFIAP, analisando o conte?do documental e da legisla??o relacionada ? institucionaliza??o e o posicionamento de professores/coordenadores e diretor da CAPES/MEC. One development in the course of industrial digitalisation, which is being driven forward particularly in the German-speaking countries and will gain in importance in the future, is that of the Asset Administration Shell (AAS) [1]. The present work deals with the distribution, instantiation and use of those AASs for assets within the domain of a fluid power engineering application, which by themselves do not currently have the corresponding hardware and software for harbouring an AAS. The Business to Manufacturing Markup Language (B2MML) is used here for the deployment and instantiation of these AASs. In the present work, B2MML is extended with the concept definitions of AAS using its enhancement mechanisms. The distribution of the AASs to computing resources then takes place using B2MML and its transaction definitions. Furthermore, B2MML is used in a submodel to orchestrate process queues. In the course of the FL4 research project, B2MML is integrated as a partial model into the AAS and is used for orchestrating the Plug-and-Produce processes one the business and on subordinate levels.
