Sua justificativa reside no fato de que as pessoas, de modo geral, não estão preparadas para a aposentadoria, levantando dúvidas e demonstrando sofrimento quando esse momento decisivo em suas vidas vai se aproximando. Nesse cenário, a aposentadoria tem sido percebida como uma das perdas mais significativas na vida humana, com impactos nos campos social, ocupacional, financeiro e psicológico. A pesquisa foi realizada com 11 servidores técnico-administrativos em educação pertencentes ao Instituto Federal de Educação, Ciência e Tecnologia do Espírito Santo (Ifes), Campus Vitória, sendo 7 mulheres e 4 homens, com idades compreendidas entre 51 e 68 anos. A abordagem utilizada na pesquisa foi qualitativa, com dados coletados por meio de entrevista semiestruturada, cujas transcrições passaram pela análise de conteúdo de Bardin (2011). Ao final, percebeu-se a necessidade de implantar medidas no Campus, direcionadas aos servidores em fase de pré-aposentadoria. Como produto técnico resultante desta dissertação, é apresentada proposta de implantação de um Programa de Preparação para Aposentadoria (PPA) como Política Institucional no Ifes para preparar o servidor que pretende encerrar suas atividades na instituição, a fim de viabilizar a elaboração de projetos de vida após a ruptura de seu vínculo de trabalho. Esta dissertação foi desenvolvida em consonância à linha de pesquisa Gestão de Operações no Setor Público. Palavras-chave: Pré-aposentadoria. Servidor público. Percepção. Post-retirement planning : asset allocation / W. Rudman.

The purpose of the study is to investigate optimal asset allocation as a means of minimising the investment risk, drawdown risk and longevity risk associated with an investment linked living annuity. The three risk elements were tested for various categories of retirees investing the full retirement savings amount in a living annuity. At first the paper examines the South African public's current pre-retirement savings habits, propensity to save and knowledge on the financial industry. The literature concludes that very few people are saving adequately for retirement, thus leaving a gap between required retirement savings capital and accumulated retirement savings capital. As a consequence, retirees have to take on more risk, usually in the form of equity exposure, (only available in an investment linked living annuity) or delaying retirement, to try and breach the gap. Secondly the paper examines the constructs in developing an optimal asset allocation. An analysis of the constructs includes risk versus return relationships for retirees, various unit trust sectors and portfolios within the South African financial market, the investment horizon also stated as the life expectancy of a retiree and withdrawal strategies applied by investors or retirees. The practical data and theory from the literature study formed the basis of the empirical study where different retirement savings balances were tested at various drawdown rates and asset allocations in an investment linked living annuity. The study concluded that retirees have to consider, among other factors, the required standard of living (stated as a net replacement ratio), the need to withdraw one third of the retirement capital and life expectancy before investing in an investment linked living annuity. These factors will have the biggest influence on the risks associated with an investment linked living annuity. Furthermore, the study concluded that an optimal asset allocation would be able to support a retiree during the post-retirement phase. Dissertation Thesis: Essays on Health Economics and Health Policy Author: PhDr. Jana Votápková Advisor: doc. PhDr. Martin Gregor, Ph.D. Academic year: 2019/2020 This dissertation thesis is a collection of three applied economics essays and a comprehensive discussion essay which includes policy recommendations resulting from the empirical essays included in this dissertation thesis, and other early work of the author. The topics analyzed were motivated by recent Czech healthcare reforms that address the recommendations raised by the OECD. Firstly, efficiency of Czech general hospitals is analyzed stressing the need for a well-functioning DRG system. Secondly, inpatient user charges which were introduced in 2008 and abolished shortly after, are analyzed as a tool which increases private participation in healthcare expenses and thus may boost healthcare efficiency both through additional resources and reduction of excess demand for healthcare services. Thirdly, personal savings, pre-retirement savings in particular, are viewed as another private source which could ease the tight public healthcare and pension budgets. It is shown that health status is a positive determinant for pre-retirement liquid savings, thus preventive health programs should be given a priority within the Czech healthcare system.

На фоне сохранения тенденции старения населения в Российской Федерации произошли стремительные изменения пенсионного законодательства. Основное изменение направлено на повышение возраста назначения страховой по старости. Данные изменения привели к появлению в российском правовом поле такой категории граждан, как «граждане предпенсионного возраста». Для безболезненного перехода к новому режиму жизни, распределения своих ресурсов и возможностей таких граждан, для них устанавливается новый правовой статус. Подтверждение наличия статуса предпенсионера входит в компетенцию органов Пенсионного фонда Российской Федерации. Поскольку данная государственная услуга функционирует меньше года, она несовершенна и требует регулярных доработок со стороны органов, оказывающих государственные услуги лицам, наделенным данным статусом. В процессе исследований был проанализирован текущий формат оказания государственных услуг предоставляемых Пенсионным фондом Российской Федерации гражданам пожилого возраста; выявлены основные проблемы, связанные с несовершенством оказываемых услуг, установлены причины этих проблем; определены способы совершенствования государственных услуг, предоставляемых лицам предпенсионного возраста. Результатом работы стала разработка ряда рекомендаций и мероприятий для совершенствования механизма оказания государственных услуг, предоставляемых Пенсионным фондом Российской Федерации, с учетом потребностей пожилых граждан. / Against the backdrop of the continuing trend of population aging in the Russian Federation, rapid changes in pension legislation have occurred. The main change is aimed at increasing the age of prescribing old-age insurance. These changes have led to the emergence in the Russian legal field of such a category of citizens as «citizens of pre-retirement age». For a painless transition to a new mode of life, the distribution of their resources and the capabilities of such citizens, a new legal status is established for them. Confirmation of the status of a pre-pensioner is the responsibility of the Pension Fund of the Russian Federation. Since this public service has been functioning for less than a year, it is imperfect and requires regular revisions by the authorities that provide public services to people with this status. In the process of research, the current format for the provision of public services provided by the Pension Fund of the Russian Federation to elderly citizens was analyzed; The main problems associated with the imperfection of the services provided are identified, the causes of these problems are established; ways of improving public services provided to persons of pre-retirement age are identified. The result of the work was the development of a number of recommendations and measures to improve the mechanism for the provision of public services provided by the Pension Fund of the Russian Federation, taking into account the needs of senior citizens.
