Seu principal objetivo ? analisar os fatores que influenciaram, preponderantemente, na execu??o das subfases do preg?o eletr?nico na BANT, no ano de 2014, quanto ao atendimento ao princ?pio da celeridade. A pesquisa ? do tipo descritiva, uma vez que identifica e analisa os fatores que influenciaram nos prazos das compras, por meio da observa??o direta e de entrevistas. Com base no referencial te?rico, a fun??o compras, estabelece quatro dimens?es de an?lise: ?Legisla??o e processos de compras?, ?Estrutura e Organiza??o do setor de compras?, ?Sistemas de compras? e ?Recursos humanos do setor de compras?. As an?lises demonstraram que, diferentemente do que ocorre no ?mbito privado, o setor de compras p?blico n?o alcan?ou um status estrat?gico dentro das organiza??es, o que traz consequ?ncias prejudiciais ? celeridade das compras. Com isso,verificou que h? a necessidade de uma maior participa??o do pessoal do setor de compras e dos pregoeiros na formula??o das estrat?gias de aquisi??o da organiza??o e que esses elementos de compras apresentam, em suas atitudes, um perfil h?brido, proativo quanto ?s especifica??es dos itens, mas reativo em rela??o ? necessidade de compras de car?ter de urg?ncia, fruto da car?ncia de um melhor planejamento, o que sobrecarrega o trabalho do setor. A observa??o desses aspectos estrat?gicos da fun??o compras na BANT influenciou na constata??o de que a car?ncia de pessoal e de investimentos em qualifica??o somados ao excesso de rigor e formalismo da legisla??o, entre outros fatores, contribu?ram, preponderantemente, para a falta de celeridade dos processos. Por fim, este estudo traz sugest?es para o aumento da celeridade das compras da BANT. / This study discusses the issue of deadlines in the purchasing process within the Federal Public Administration. Your main goal is to analyze the main factors that influenced, mainly in the implementation of sub-phases of electronic trading in BANT, in 2014, as service to the principle of celerity. The research is descriptive since they were identified and analyzed the factors that influenced in terms of purchases, through direct observation and interviews. Based on the theoretical framework, the purchasing function, four dimensions of analysis were established: "Legislation and procurement processes", "Structure and Organization of the purchasing department", "purchasing systems" and "Human Resources of the purchasing department." Analysis showed that, unlike what happens in the private sector, the public procurement sector has not reached a strategic status within organizations, which brings harmful consequences to the speed of the purchases. It was found that there is a need for greater involvement of the purchasing department staff and criers in the formulation of the organization's purchasing strategies and that these purchases elements present, about their attitudes, a hybrid profile, proactive regarding specifications of the items, but reactive in relation to the need to urgently purchase, due to the lack of a better plan, which overloads the work of the sector. The observation of these strategic aspects of the procurement function in BANT influenced the finding that the lack of staff and expertise in investments plus the lack of rigor and formality of legislation, among other factors, contributed mainly to the lack of speed of processes.

Baseado nisso, este estudo se prop?s identificar aspectos positivos e negativos referente a economicidade, celeridade, competividade ison?mica perante os benef?cios concedidos pelo estatuto das microempresas e empresas de pequeno porte e cancelamento de itens nas contrata??es p?blicas advindas dos processos licitat?rios na modalidade preg?o, na forma eletr?nica, no Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Sert?o Pernambucano, no exerc?cio financeiro de 2014. Assim, trata-se de um estudo de caso no Departamento de Licita??es e Compras do IF Sert?o - PE referente aos processos licitat?rios, sendo uma pesquisa explorat?ria e documental, com abordagem quantitativa. A amostra foi de 35 preg?es eletr?nicos, sendo esses dados extra?dos do sitio eletr?nico de Compras do Governo Federal (www.comprasgovernamentais.gov.br), conhecido como ComprasNet, e bem como de arquivos f?sicos e eletr?nicos produzidos pela Comiss?o Permanente de Licita??o referente ao ano de 2014. Os resultados revelaram que 35 preg?es foram homologados, sendo 11 de servi?os continuados, 8 de servi?os de natureza n?o continuada, 10 de bens de consumo e 6 de bens permanente. Juntos, esses preg?es resultaram em uma economia de recursos para o IF Sert?o - PE acima da m?dia em outras Organiza??es P?blicas. Al?m disso, o estudo evidenciou que a categoria de servi?os n?o continuados foi a que obteve a maior economia de recursos e maior celeridade, com um tempo de dura??o menor em dias na fase externa do preg?o. De forma semelhante, foi observado maior economia de recursos e maior celeridade nas licita??es cujo crit?rio de julgamento foi o menor pre?o por item. No entanto, este crit?rio obteve o maior n?mero de itens cancelados. Com rela??o a participa??o das Microempresas e Empresas de Pequeno Porte nos resultados das licita??es, foi identificado que essas empresas representaram uma maior porcentagem do valor total homologado nos preg?es eletr?nicos quando comparado a outros enquadramentos empresariais. Entretanto, as pequenas empresas da Regi?o do Sert?o de Pernambuco foram as que tiveram a menor participa??o nos resultados do valor total homologado apesar do incentivo concedido pela Lei Complementar n? 123/2006. Outro resultado importante foi que houve um n?mero elevado de itens cancelados, sendo maior n?mero por licita??o fracassada. Os principais motivos foram os lances dos licitantes acima do pre?o estimado pela Administra??o do IF Sert?o - PE e a Inabilita??o por irregularidades nos documentos de habilita??o. Portanto, esta pesquisa identificou maior economicidade e celeridade nas licita??es da categoria de contrata??o de servi?os n?o continuados e quando o crit?rio de julgamento adotado foi o menor pre?o por item. No entanto, foi observado alto ?ndice de itens cancelados e pouca participa??o de empresas de pequeno porte localizadas na regi?o do IF Sert?o -PE. / Electronic trading is a bidding modality. Its main features are: agility, reducing bureaucracy, transparency, price reduction and expansion of competitiveness, since bidders can compete from a distance, allowing the participation of Micro and Small Companies. Despite the positive characteristics attributed to this modality, even so, it is necessary to analyze in detail the data related to the acquisition of goods and common services, as the basic principles of Public Administration, specifically, the principle of efficiency. Based on this, the present study aims to identify positive and negative aspects related to economy, celerity, isonomic competitiveness under the benefits granted by the status of Micro and Small Companies. Besides that, it also aims to identify the cancellation of items in public procurement through bidding processes through the electronic trading modality at Federal Institute of Education, Science and Technology of Sert?o Pernambucano, in the financial year of 2014. So it is a case study in the Department of Bidding and Purchasing, at the Institute aforementioned, regarding the bidding process. It is also an exploratory and documentary research with a quantitative approach. The sample was 35 electronic auctions, and these data were extracted from the electronic site of the Federal Government Purchases (www.comprasgovernamentais.gov.br), known as ComprasNet, as well as physical and electronic files produced by Bidding Permanent Commission of Auctions in 2014. The results revealed that 35 auctions sessions were approved, 11 of continued services, 8 non-continuous services, 10 consumer goods and 6 permanent assets. Together, these sessions resulted in a saving of resources for the Federal Institute of Education, Science and Technology of Sert?o Pernambucano above average in other Public Organizations. In addition, the study revealed that the category of non-continuous service was the one with the largest economy of resources and celerity, with a shorter duration of days on the trading external phase. Similarly, it was observed a greater economy of resources and celerity in tenders whose criterion of judgment was the lowest price per item. However, this criterion had the highest number of canceled items. Regarding the participation of Micro and Small Companies in the results of bidding, it was identified that these companies accounted for a higher percentage of the total amount approved in the electronic trading sessions when compared to other business environments. However, small businesses in the Sert?o of Pernambuco were those that had the lowest share in the results of the total amount approved in spite of the incentive granted by Complementary Law n? 123/2006. Another important result was that there was a high number of canceled items, mainly due to unsuccessful bidding. The main reasons of this were the bids of the bidders above the estimated price by the Administration of the Institute and the disqualification for irregularities in the qualification documents. Therefore, this study identified greater economy and efficiency in biddings related to non-continuous services and when the judgment criterion adopted was the lowest price per item. However, it was observed high rate of canceled items and little participation of local small businesses.

Em seu primeiro cap?tulo este trabalho traz a Introdu??o, onde s?o apresentadas as considera??es iniciais, a contextualiza??o e problema proposto, os objetivos a serem alcan?ados e a justificativa desta pesquisa. O cap?tulo dois ? dedicado ? revis?o da literatura que fundamentou a pesquisa e que serviu de base ? an?lise ora apresentada. O cap?tulo tr?s discorre sobre a metodologia usada neste estudo. O quarto cap?tulo ? destinado ? apresenta??o e an?lise dos resultados obtidos atrav?s das pesquisas documental e de campo. The choice for this thematic is justified based on the high costs and the time demand that these bidding processes require. The general objective of this study is to analyze public purchases and contracting made by the Federal University of Rio Grande do Norte through auction purchases. This study used documented literature and field research of auctions between 2011 and 2015 to achieve the proposed objectives. In the first chapter ? Introduction, this study presents the initial considerations, contextualization, the proposed problem, the objectives to be achieved and the justification for this research. Chapter two is devoted to the literature review that underlies the research and which served as the basis for the analysis presented herein. Chapter three discusses the methodology used in this study. The fourth chapter is devoted to presenting and analyzing the results obtained through documentary and field research, while conclusions, limitations and recommendations of the study are presented in the last chapter. The results show that the factors that positively or negatively significantly impact purchases and contracting at the Federal University of Rio Grande do Norte were: the economic factor, both the estimated price and the contracted price (or recorded in the minutes); the drafting of the auction notice and the reference terms; and the participation and involvement of the requiring sectors in the buying and/or contracting process. The present study seeks to contribute to improving purchasing processes in order to achieve more efficient purchases and contracting by the Purchasing Sector of the Material and Patrimony Board.

To compete in the "new economy", the administrators had remodeled the business' process, modifying the form of relationship between the several sectors: companies, governments and citizens. Until now, the citizens had always considered that the governments were bureaucratic, inefficient and they did not guarantee the transparency of its action. With the information's technology, this scene has been passing for changes, so as to guarantee perfect controls, transparency, to make easy administrative proceedings, to extend business chances and to reduce the price of the acquisitions. In Brazil, the electronic government's initiatives are considered successful, mainly of electronic purchases. The purchase's process in the Public Administration is regulated by the 8.666/93 Law and also by others associated laws, that established the norms for process's accomplishment. This work studies the purchase's process of Bank of Brazil - BB, through the modality of electronic auction and has as objective generality: assess the purchases conducted by electronic auction and verify if the process produces economies and transparency guarantee. The electronic auction also is known as auction reverse. In the auction reverse, a purchaser and many salesmen participate at the process and the mechanism operates of inverse form. At each round, the prices move down. The methodology adopted for this work the Study of Case, simple and explanatory. The study talks about data collected at the BB's site, contemplating the processes, realized at differents states: Bras?lia, Esp?rito Santo, Minas Gerais, Rio de Janeiro and S?o Paulo, at 2005. The data had been subdivided in accordance with the supply branches, so as to analysis the lots, the verification of the percentage of economy gotten in the processes of purchases and the correlation among the amount of suppliers and the percentage of economy. Through this study it was possible to evidence that the acquisition for the modality of "Electronic Auction" presents innumerable advantages for BB, as well as for the Public Administration in general. Amongst the advantages, it can be detached: the agility of the process, the work without bureaucratic, the increase of the competitiveness and, mainly, the reduction of the costs. / Depois do surgimento da Internet, o mundo dos neg?cios est? passando por constantes transforma??es. Para competir na nova economia , os administradores remodelaram os processos de neg?cios, alterando a forma de relacionamento entre os diversos setores: empresas, governos e cidad?os. At? ent?o, os cidad?os sempre consideraram que os governos eram burocr?ticos, ineficientes e n?o garantiam a transpar?ncia de suas a??es. Com o advento da tecnologia da informa??o, esse cen?rio vem passando por mudan?as, que visam aperfei?oar controles, garantir transpar?ncia, desburocratizar processos administrativos, ampliar oportunidades de neg?cios e reduzir o pre?o das aquisi??es. No Brasil, as iniciativas do governo eletr?nico s?o consideradas bem sucedidas, principalmente as de compras eletr?nicas. O processo de compras na Administra??o P?blica ? regulamentado pela Lei 8.666/93 e demais legisla??es associadas, as quais estabelecem as normas para realiza??o dos processos licitat?rios. Este trabalho estuda o processo de compras do Banco do Brasil BB, atrav?s da modalidade de preg?o eletr?nico e tem como objetivo geral: avaliar as compras realizadas atrav?s de Preg?es Eletr?nicos e verificar se o processo produz economias e garante a transpar?ncia. A metodologia adotada para a disserta??o ? o Estudo de Caso, simples e de vi?s explanat?rio. O estudo trata os dados coletados no site do BB, contemplando os processos licitat?rios, realizados nas seguintes Unidades da Federa??o: Distrito Federal, Esp?rito Santo, Minas Gerais, Rio de Janeiro e S?o Paulo, no exerc?cio de 2005. Os dados foram subdivididos de acordo com os ramos de fornecimento, para permitir a an?lise dos lotes, a apura??o do percentual de economia obtido nos processos de compras e a correla??o entre a quantidade de fornecedores e o percentual de economia. Atrav?s deste estudo de caso foi poss?vel constatar que a aquisi??o de bens e servi?os pela modalidade de Preg?o Eletr?nico apresenta in?meras vantagens para o BB, bem como para a Administra??o P?blica em geral. Dentre as vantagens, pode-se destacar: a agilidade do processo licitat?rio, a desburocratiza??o, o aumento da competitividade e, principalmente, a redu??o dos custos.
