In addition to its macroeconomic effects, the spending policies may reflect the growth by several routes, including its consequences in physical and human capital development. Furthermore, can substantially influence the adoption of sustainable growth, promoting the production and marketing of goods and services more appropriate in social and environmental terms. Public procurement, said sustainable are those by which organizations meet their needs for goods, public works and services by obtaining the best value for the money spent, in terms of generating benefits not only the Organization, but also to society and the economy, while if they minimize environmental damage. The rationality behind the goals of sustainable public procurement is not only the opportunity to leverage the purchasing power of the State as economic incentive for sustainable development, in General, and to promote the sustainability of production and consumption patterns, in particular, but also in the Government procurement constitute a form of evaluation about the consistency with which they operate their own Governments against his constant sustainable development discourse. Due to its importance in national economies, the buying public gain relevance also in job schedule systems and integration mechanisms, such as the Multilateral Treaty public procurement of the World Trade Organization. It is, in this study, the buying public, with delimitation for the analysis of the compatibility between the Brazilian legislation on government procurement and the Multilateral Treaty for public procurement of the World Trade Organization. The intention is to describe the current situation of public procurement in the World Trade Organization, in General, and in the Brazilian legal system in particular, as a starting point to analyze on the difficulties, opportunities and challenges for Brazil next more systematic mode in the process of public procurement, with the North to analysis of the compatibility between the Brazilian legislation and the Multilateral Treaty public procurement of the World Trade Organization, as well as the advantages and disadvantages of the Brazil accedes to the agreement. The aim is to identify best practice internally, as well as the obstacles to the implementation of government procurement and to what extent the accession of Brazil to the mentioned Agreement could contribute to this process. The objective is to contribute to the improvement of the efficiency and transparency of procurement processes. Para tanto, utilizou-se de entrevistas estruturadas a fim de se realizar um diagn?stico da realidade atual do sistema de compras junto aos principais setores requisitantes da BANT, bem como a adapta??o das perspectivas do BSC com base na revis?o da literatura. A t?cnica utilizada para a an?lise das entrevistas foi a an?lise de conte?do cujos resultados contribu?ram para a elabora??o do Mapa Estrat?gico conceitual o qual foi submetido ? valida??o por meio de um Grupo Focal. Da an?lise das entrevistas, concluiu-se que o Sistema de Compras da BANT encontra-se em um perfil t?tico em virtude da baixa intera??o entre o sistema de compras e os setores requisitantes, a preocupa??o voltada apenas para a economicidade da aquisi??o em oposi??o da efetividade do material adquirido, a falta de capacita??o dos elementos que comp?em o sistema e a aus?ncia de um planejamento adequado. Pretende-se com a cria??o desta proposta contribuir para a melhoria da gest?o com foco em resultados na administra??o p?blica, aumentado a efici?ncia, efic?cia e efetividade das compras p?blicas. Considerando que para o caso concreto a mensura??o dos resultados s? poder? ser realizada ap?s, pelo menos, um ano de sua implementa??o, a presente pesquisa constitui apenas uma proposta de interven??o. / The present proposal for intervention examines the issue of public procurements carried out by a military organization on a Federal Public Administration. The main objective of this paper is to propose a model of strategic planning based on the Balanced Scorecard for the public procurement system, which contributes to increased efficiency, efficacy and effectiveness of acquisitions made in the Air Base of Natal city. Therefore, Structured interviews were used in order to make a diagnosis of the current reality of the procurement system along with the main requirement sectors of BANT, as well as the adaptation of the prospects of the BSC based on literature review. The technique used for the analysis of the interviews was the analysis of content whose results contributed to the preparation of the conceptual Strategic Map which was submitted to validation through a Focal Group. It was concluded through the analysis of the interviews, that the system of purchases of BANT is in a tactical profile because of low interaction between the system of purchases and the requirement sectors, aiming only at the ?economicity? of acquisition in opposition of the effectiveness of material acquired, the lack of training of the elements which build the system and the absence of a proper planning. It is intended with thecreation of this proposal to contribute to the improvement of management with a focus on results in public administration as well as increasing efficiency, efficacy and effectiveness of public procurements. Whereas for the particular case the measurement of the results can only be performed after at least a year of its implementation, the present research constitutes a proposal of intervention.

Baseado nisso, este estudo se prop?s identificar aspectos positivos e negativos referente a economicidade, celeridade, competividade ison?mica perante os benef?cios concedidos pelo estatuto das microempresas e empresas de pequeno porte e cancelamento de itens nas contrata??es p?blicas advindas dos processos licitat?rios na modalidade preg?o, na forma eletr?nica, no Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Sert?o Pernambucano, no exerc?cio financeiro de 2014. Assim, trata-se de um estudo de caso no Departamento de Licita??es e Compras do IF Sert?o - PE referente aos processos licitat?rios, sendo uma pesquisa explorat?ria e documental, com abordagem quantitativa. A amostra foi de 35 preg?es eletr?nicos, sendo esses dados extra?dos do sitio eletr?nico de Compras do Governo Federal (www.comprasgovernamentais.gov.br), conhecido como ComprasNet, e bem como de arquivos f?sicos e eletr?nicos produzidos pela Comiss?o Permanente de Licita??o referente ao ano de 2014. Os resultados revelaram que 35 preg?es foram homologados, sendo 11 de servi?os continuados, 8 de servi?os de natureza n?o continuada, 10 de bens de consumo e 6 de bens permanente. Juntos, esses preg?es resultaram em uma economia de recursos para o IF Sert?o - PE acima da m?dia em outras Organiza??es P?blicas. Al?m disso, o estudo evidenciou que a categoria de servi?os n?o continuados foi a que obteve a maior economia de recursos e maior celeridade, com um tempo de dura??o menor em dias na fase externa do preg?o. De forma semelhante, foi observado maior economia de recursos e maior celeridade nas licita??es cujo crit?rio de julgamento foi o menor pre?o por item. No entanto, este crit?rio obteve o maior n?mero de itens cancelados. Com rela??o a participa??o das Microempresas e Empresas de Pequeno Porte nos resultados das licita??es, foi identificado que essas empresas representaram uma maior porcentagem do valor total homologado nos preg?es eletr?nicos quando comparado a outros enquadramentos empresariais. Entretanto, as pequenas empresas da Regi?o do Sert?o de Pernambuco foram as que tiveram a menor participa??o nos resultados do valor total homologado apesar do incentivo concedido pela Lei Complementar n? 123/2006. Outro resultado importante foi que houve um n?mero elevado de itens cancelados, sendo maior n?mero por licita??o fracassada. Os principais motivos foram os lances dos licitantes acima do pre?o estimado pela Administra??o do IF Sert?o - PE e a Inabilita??o por irregularidades nos documentos de habilita??o. Portanto, esta pesquisa identificou maior economicidade e celeridade nas licita??es da categoria de contrata??o de servi?os n?o continuados e quando o crit?rio de julgamento adotado foi o menor pre?o por item. No entanto, foi observado alto ?ndice de itens cancelados e pouca participa??o de empresas de pequeno porte localizadas na regi?o do IF Sert?o -PE. / Electronic trading is a bidding modality. Its main features are: agility, reducing bureaucracy, transparency, price reduction and expansion of competitiveness, since bidders can compete from a distance, allowing the participation of Micro and Small Companies. Despite the positive characteristics attributed to this modality, even so, it is necessary to analyze in detail the data related to the acquisition of goods and common services, as the basic principles of Public Administration, specifically, the principle of efficiency. Based on this, the present study aims to identify positive and negative aspects related to economy, celerity, isonomic competitiveness under the benefits granted by the status of Micro and Small Companies. Besides that, it also aims to identify the cancellation of items in public procurement through bidding processes through the electronic trading modality at Federal Institute of Education, Science and Technology of Sert?o Pernambucano, in the financial year of 2014. So it is a case study in the Department of Bidding and Purchasing, at the Institute aforementioned, regarding the bidding process. It is also an exploratory and documentary research with a quantitative approach. The sample was 35 electronic auctions, and these data were extracted from the electronic site of the Federal Government Purchases (www.comprasgovernamentais.gov.br), known as ComprasNet, as well as physical and electronic files produced by Bidding Permanent Commission of Auctions in 2014. The results revealed that 35 auctions sessions were approved, 11 of continued services, 8 non-continuous services, 10 consumer goods and 6 permanent assets. Together, these sessions resulted in a saving of resources for the Federal Institute of Education, Science and Technology of Sert?o Pernambucano above average in other Public Organizations. In addition, the study revealed that the category of non-continuous service was the one with the largest economy of resources and celerity, with a shorter duration of days on the trading external phase. Similarly, it was observed a greater economy of resources and celerity in tenders whose criterion of judgment was the lowest price per item. However, this criterion had the highest number of canceled items. Regarding the participation of Micro and Small Companies in the results of bidding, it was identified that these companies accounted for a higher percentage of the total amount approved in the electronic trading sessions when compared to other business environments. However, small businesses in the Sert?o of Pernambuco were those that had the lowest share in the results of the total amount approved in spite of the incentive granted by Complementary Law n? 123/2006. Another important result was that there was a high number of canceled items, mainly due to unsuccessful bidding. The main reasons of this were the bids of the bidders above the estimated price by the Administration of the Institute and the disqualification for irregularities in the qualification documents. Therefore, this study identified greater economy and efficiency in biddings related to non-continuous services and when the judgment criterion adopted was the lowest price per item. However, it was observed high rate of canceled items and little participation of local small businesses.

To do this, it is proposed to describe the current process of acquisition of materials of the institution, develop a flow of activities to define and update the material descriptions appropriate to the organizational environment under study and to format instruments to assist the descriptive process. Aiming to clarify the context in which this project is inserted and also the limits of the applicable concepts, the themes public purchasing, material descriptions and discretionary are addressed in the literature review. This proposal can be used by the analyzed institution, but also by other institutions that seek improvements in the purchasing processes, decrease in indicators of failed items in public bids and the adequacy of the materials purchased to the needs of the organ.

(UFPA). For this, it was used a model of innovation adoption and technology acceptance (TAM), focused in attitudes and intentions regarding the behavior intention. The research was conducted a quantitative survey, through survey in a sample of 96 administrative staff of the researched institution. For data analysis, it was used structural equation modeling (SEM), using the partial least squares method (Partial Least Square PLS-PM). As to results, the constructs attitude and subjective norms were confirmed as strong predictors of behavioral intention in a pre-adoption stage. Despite the use of SIE is required, the perceived voluntariness also predicts the behavior intention. Regarding attitude, classical variables of TAM, like as ease of use and perceived usefulness, appear as the main influence of attitude towards the system. It is hoped that the results of this study may provide subsidies for more efficient management of the process of implementing systems and information technologies, particularly in public universities / O estudo tem como objetivo identificar os fatores que influenciam a inten??o de ado??o de um Sistema de Informa??es aplicado ao Ensino Superior (SIE), em um ambiente de uso obrigat?rio, a ser utilizado no processo de compras da Universidade Federal do Par? (UFPA). Para tanto, foi utilizado um modelo adaptado de aceita??o/uso da tecnologia da informa??o (TAM), considerando as cren?as normativas e comportamentais como antecedentes da inten??o comportamental de ado??o do referido sistema. Para a consecu??o do objetivo da pesquisa, foi realizado um levantamento de dados (survey) de natureza quantitativa, atrav?s da aplica??o de um question?rio estruturado em uma amostra de 96 servidores t?cnicos administrativos da institui??o pesquisada. Para a an?lise dos dados, foi utilizada a modelagem de equa??es estruturais (MEE), por meio do m?todo dos m?nimos quadrados parciais por modelagem de caminhos (Partial Least Square Path Modeling PLS-PM). Quanto aos resultados, os construtos atitude e normas subjetivas confirmaram-se como fortes preditores da inten??o comportamental, em uma fase de pr?-ado??o. Apesar do SIE ser de uso obrigat?rio, o construto voluntariedade percebida tamb?m prediz a inten??o de uso. Em rela??o ? atitude, as vari?veis cl?ssicas do TAM, como a facilidade de uso e a utilidade percebida, aparecem como principais influenciadores da atitude frente ao sistema. The legal framework for the program, endorsed in 2009, aims to establish a link between the supply of healthy food in the school, the educational process of learning and family-based agriculture, recognizing school meals as a human right. In accordance with some principles of FNS, innovations in the operating mode of the program are being introduced, principally with respect to the dynamics of public acquisition of food, by making the allocation of at least 30% of the funds for the direct purchase of products of family-based agriculture a compulsory measure, with exemption from public bids. This thesis proposes to analyze PNAE's historical trajectory and recent reformulation from an angle yet not much explored in public policies analysis: its instruments. It aimed to understand, based on an approach that focuses on the Instrumentation of Public Action (IAP), the following questions: i) how the choosing process of instruments to operationalize food acquisition from family-based agriculture took place; ii) which principles from FNS Security were incorporated to the instruments; iii) which actors participated on the process and which interaction were established between them; iv) which public controversies were present. The study has pointed out that that the context of strengthening of the dynamics of social-estate interfaces and the greater permeability of the Estate to public policies reorientation proposals in the light of FNS's principles has created opportunities for actors coalitions (governmental mand non-governmental) that were linked to the defense of FNS causes and family-based agriculture to articulate themselves around that new legal framework. There was an effort both to reorient the guidelines of PNAE and to participate on the choosing of instruments by these actors. The introduction of new acquisition mechanisms in the PNAE involved the conformation of new field of controversies, because the changes affect the interface between public and market action. The mapping process done within the PNAE Managing Committee and Advisory Group (formal spaces aiming at the program's regulaion) has pointed out that the main controversies revolved around the following questions: i) the choosing of the operationalization modality to purchase from family-base agriculture; ii) the adoption of selection criteria bounded to the guidelines of PNAE substituting the purchasing processes that were linked to low-prices; iii) the definition of the price methodology; iv) the definition of a selling limit in a year; v) the connection between the Food Acquisition Program (PAA) and the PNAE. When we investigate the ... / Desde 2003, o Programa Nacional de Alimenta??o Escolar (PNAE) vem passando por mudan?as que envolvem a reformula??o de seus objetivos, princ?pios e diretrizes e desenho operacional a partir da perspectiva intersetorial de Seguran?a Alimentar e Nutricional (SAN). O marco legal do Programa, aprovado em 2009, estabelece um elo entre a oferta de alimentos saud?veis na escola, o processo de ensino-aprendizagem e a agricultura familiar, reconhecendo a alimenta??o escolar como um direito humano. Em conson?ncia com alguns princ?pios de SAN, foram introduzidas inova??es no modus operandi do programa, principalmente no que se refere ?s din?micas de aquisi??o p?blicas de alimentos, ao tornar obrigat?ria a destina??o de no m?nimo trinta por cento dos recursos para a compra direta da agricultura familiar, com dispensa de licita??o. Essa tese se prop?s a analisar a trajet?ria hist?rica e o processo recente de reformula??o do PNAE a partir de um ?ngulo ainda pouco explorado nas an?lises de pol?ticas p?blicas, os seus instrumentos. Buscou-se compreender, a partir da abordagem da Instrumenta??o da A??o P?blica (IAP), as seguintes quest?es: i) como se sucedeu a escolha dos instrumentos para operacionalizar a aquisi??o de alimentos da agricultura familiar; ii) quais foram os princ?pios de SAN incorporados aos instrumentos; iii) quais foram os atores que incidiram sobre esse processo e quais as din?micas de intera??o estabelecidas entre eles; iv) que controv?rsias estiveram presentes. O estudo apontou que o contexto de fortalecimento das interfaces socioestatais e de maior permeabilidade do Estado ? reorienta??o das pol?ticas p?blicas, ? luz dos princ?pios de SAN, criou oportunidades para que coaliz?es de atores (governamentais e n?o governamentais), vinculados ? defesa das causas da SAN e da agricultura familiar, se articulassem em torno desse novo marco legal. Houve, por parte destes atores, tanto um esfor?o por reorientar as diretrizes do PNAE, quanto por incidir sobre a escolha dos instrumentos. A introdu??o de novos mecanismos de compra no ?mbito do PNAE envolveu a conforma??o de um campo de controv?rsias, j? que as mudan?as incidem na interface entre a a??o p?blica e um mercado bem estabilizado. O mapeamento efetuado no ?mbito do Comit? Gestor e do Grupo Consultivo do PNAE (espa?os formais voltados para a regulamenta??o do programa) apontou que as principais controv?rsias giraram em torno das seguintes quest?es: i) a escolha da modalidade de operacionaliza??o de compra da agricultura familiar; ii) a ado??o de crit?rios de sele??o vinculados ?s diretrizes do PNAE em substitui??o ? compra pelo menor pre?o; iii) a defini??o da metodologia de pre?os; iv) o estabelecimento do limite de venda por ano; v) a conex?o entre o Programa de Aquisi??o de Alimentos (PAA) e o PNAE. Ao colocar uma lente sobre a instrumenta??o, buscamos evidenciar que as din?micas associadas ? constru??o desses dispositivos s?o t?o importantes quanto os princ?pios e os objetivos que orientam as pol?ticas p?blicas, particularmente quando se trata de abordagens inovadoras e de car?ter intersetorial como a SAN.
