Neste sentido, fez-se a pesquisa com gestores p?blicos das institui??es estaduais de ensino da 1? DIRED, de m?dio e grande porte (acima de seiscentos alunos), procurando analisar a forma??o dos gestores e seus conhecimentos espec?ficos que envolvam as pr?ticas da gest?o p?blica voltadas para resultados e se isto reflete na qualidade da educa??o, conforme autores como, Sveiby (1998), Moresi (2001), Brasil (1995), ARA?JO (2010), Brand?o e Guimar?es (1999), Pacheco (2011), Dahl (1990), entre outros. A metodologia da pesquisa possui car?ter descritivo, com abordagem qualitativa, para compreender como as a??es do gestor, e a gest?o da institui??o p?blica de ensino voltada para resultados s?o capazes de responder, as demandas sociais. A investiga??o tem car?ter explorat?rio, uma vez que h? pouco conhecimento sistematizado sobre a gest?o p?blica na educa??o. Os estudos levam a proposi??es de resultados sobre a melhoria da educa??o. Foram utilizadas como fontes de coleta de dados: pesquisa bibliogr?fica, pesquisa documental e entrevistas. A autonomia do gestor, as particularidades e o envolvimento das pessoas no processo de gest?o, assim como o planejamento coletivo, articula??es conforme as demandas, gest?o de pessoal e dos espa?os f?sico, assim como avalia??es, s?o t?picos estudados nesta pesquisa, de modo a propiciar uma an?lise mais precisa dos fatos. Os resultados obtidos dizem respeito ? necessidade de mudan?as de comportamento dos gestores por meio de uma forma??o adequada para tal fun??o uma vez que suas a??es t?m influ?ncia nos resultados da educa??o. / This dissertation presents themed managers Public Educational Institution and the New Public Management, as it is a reflection with the aim of understanding how the actions of the manager responds to the proposal of New Public Management and the requirements of the National education, to contribute to education in public institutions of Rio Grande do Norte. This dissertation presents the theme manager The Public Educational Institution and the New Public Management , as it is a reflection on the overall goal of understanding how the actions of the manager responds to the proposal from New Public Management and the requirements of the National Education Plan in order to contribute to education in public institutions of Rio Grande do Norte and has specific objectives to : review the training of managers to the role of director ; investigate whether the training of managers correspond to the theory of New Public Management and study the formation of the manager reflects on the quality of education. In this sense, did the research with public managers in state educational institutions of DIRED 1st, medium and large (over six hundred students), assessing the training of managers and their expertise involving the practices of focused public management for results and this reflects in the quality of education, as authors such as, Sveiby (1998), Moresi (2001), Brazil (1995), Araujo (2010), Brand?o and Guimar?es (1999), Pacheco (2011), Dahl (1990 ), among others. The research methodology has descriptive, qualitative approach, to understand how the actions of the manager, and the management of public educational institution focused on results are able to respond to social demands. The research is exploratory, since there is little systematic knowledge about public management in education. The studies lead to propositions of results on the improvement of education. Were used as sources of data collection: literature review, desk research and interviews. The autonomy of the manager, the particularities and people's involvement in the management process, as well as the collective planning, joints according to the demands, personnel management and physical spaces, as well as appraisals, are topics studied in this research , in order to provide a more precise analysis of the facts . We start from the perception of school principals, and then analyze their training as an important factor in this analysis. The results relate to the need for changes in the behavior of managers through adequate training for such function since their actions have influenced the results of education.

A moderniza??o no modelo de gest?o na Universidade Federal do Rio Grande do Norte (UFRN) fortaleceu-se com a ades?o da institui??o ao Programa Gesp?blica, cujo foco ? a moderniza??o gerencial levando as institui??es a procurarem meios de se adequarem para fazer frente ?s demandas propostas pelo Programa. Diante disso, a Diretoria de Administra??o de Pessoal (DAP) estruturou seus processos e procedimentos utilizando a ferramenta de mapeamento de processos. A presente pesquisa parte do questionamento: quais foram os resultados obtidos com a implanta??o da gest?o e do mapeamento de processos da DAP? Prop?e-se como objetivo geral analisar a gest?o e o mapeamento de processos da referida Diretoria, identificando os poss?veis benef?cios na melhoria da qualidade da presta??o dos servi?os aos usu?rios. Como objetivos espec?ficos, para se alcan?ar os resultados, apontam-se: descrever como se realizou a implanta??o da gest?o e do mapeamento de processos na DAP e como est? funcionando no momento; analisar a conson?ncia na rela??o entre as a??es desenvolvidas pela DAP e as modernas teorias dessa tem?tica; identificar a evolu??o do setor com as medidas adotadas e os resultados obtidos com a implanta??o da ferramenta de mapeamento. No referencial te?rico, foi abordado um breve hist?rico da evolu??o da administra??o p?blica no Brasil, o Programa Gesp?blica e sua import?ncia para a gest?o de processos nas institui??es p?blicas, bem como a Gest?o e Mapeamento de Processos. Para este estudo de caso, foram realizadas pesquisas bibliogr?ficas e documentais. A coleta de dados foi feita atrav?s do estudo dos documentos da institui??o, de an?lise de bibliografia dispon?vel sobre o tema, de question?rios e entrevistas semiestruturadas com profissionais da institui??o envolvidos com objeto do estudo, desde sua concep??o at? o momento atual. Como resultado, buscou-se analisar quais os benef?cios que a gest?o e o mapeamento dos processos trouxeram para a institui??o, verificando o que foi melhorado no atendimento aos usu?rios e buscando mensurar essas mudan?as e apontar as ferramentas utilizadas, observando se estas foram adequadas para a implanta??o do mapeamento. Tamb?m foi analisado de que forma esses procedimentos podem, se poss?vel, ser ampliados para outros setores da UFRN. / The new management models have led to the reorganization of institutions today. Much is made in improving the delivery of public services entities, and they have sought to adopt these new initiatives in order to improve the quality of the product or service offered to users. The modernization of the management model at the Federal University of Rio Grande do Norte (UFRN) strengthened by the accession of the institution to GesP?blica Program, which focuses on the management modernization leading institutions to seek ways to fit to meet the demands proposed the Program. Therefore, the Department of Personnel Administration (DAP) has structured its processes and procedures using the mapping tool processes. This research starts from the question: what were the results obtained with the implementation of the management and process mapping of PAD? It is proposed as a general objective to analyze the management and the mapping of that Board processes, identifying the possible benefits in improving the quality of the services provided to users. The specific objectives to achieve results, are pointed out: describe how you carried out the implementation of the management and process mapping in DAP and how it is working at the moment; examine the line in the relationship between the actions developed by the DAP and modern theories of this theme; identify the evolution of the sector with the measures adopted and the results obtained with the implementation of the mapping tool. In the theoretical framework, it was approached a brief history of the evolution of public administration in Brazil, GesP?blica program and its importance for process management in public institutions as well as the Management and Process Mapping. The context of the study was the DAP, and participants were managers of the institution in the survey. Data collection was done through the study of the institution's documents, bibliography analysis available on the topic, questionnaires and semi-structured interviews with professionals of the institution involved with the object of study, since its inception until July 2015, when it was finished the search. As a result, were listed: the motivation, importance, benefits and innovations that management and the mapping of processes brought to the institution, point out what has been improved in the service users and the tools used. We also analyze the main problems identified during the implementation of the mapping. As a suggestion, it was analyzed how these procedures can, if possible, be extended to other sectors of UFRN.

Esses question?rios foram aplicados em tr?s categorias de p?blico: servidores, deputados estaduais e sociedade. A t?cnica utilizada para a an?lise dos question?rios foi a an?lise de conte?do cujos resultados, comparados entre si e com a an?lise do planejamento estrat?gico 2017-2018, contribu?ram para a elabora??o de um mapeamento de tend?ncias, o qual foi analisado com foco na elabora??o da proposta e foi submetido ? valida??o por meio de um Grupo Focal que executa o planejamento estrat?gico em vigor na ALRN. Da an?lise dos question?rios, concluiu-se que o gerenciamento por diretrizes ? necess?rio para que a cultura estrat?gica possa se perpetuar na Casa Legislativa, que hoje possui baixa intera??o com a sociedade, apresentando baixa efici?ncia, efic?cia e efetividade no desempenho das atividades final?sticas, que s?o os processos legislativos. Com isso, houve uma preocupa??o voltada para o aumento da credibilidade, com maior participa??o popular, trazendo elementos de ?tica, transpar?ncia e comunica??o que devem estar alinhados com um direcionamento estrat?gico adequado. Considerando que para o caso concreto a mensura??o dos resultados s? poder? ser realizada em caso de implanta??o efetiva pela Mesa Diretora da Casa, a presente pesquisa constitui na proposta de modelo de interven??o. / The present proposal for intervention examines the issue of strategic planning focusing on an institution of the Legislative Branch within on a State Public Administration. The main objective of this paper is to propose a model of strategic orientation capable of involving the improvement of the legislative procedures, meeting the society's longings with guarantees of continuity in the administrative actions of the Legislative Assembly of Rio Grande do Norte. Therefore, structured questionnaires were used in order to make an internal and external diagnosis of the current situation and future perspectives of the Rio Grande do Norte Parliament, using for such requirements such as image, performance, current situation of its strategic planning and vision of future. These questionnaires were used for three categories: public server, parliamentarians and society. The technique used to analysis the questionnaires was the content analysis whose results, compared to each other and to the analysis of the 2017-2018 strategic planning, contributed to the development of a trend mapping, which was analyzed with a focus on the elaboration of the proposal which was submitted to validation through a Focal Group that executes the strategic planning in force in the ALRN. From the analysis of the quiz, it was concluded that management by guidelines is necessary so that the strategic culture can be perpetuated in the Rio Grande do Norte Legislative Assembly, which today has low interaction with society, presenting low efficiency, effectiveness and effectiveness in the performance of the finalistic activities, which are legislative processes. In this way, there was a concern focused on increasing credibility, with greater popular participation, bringing elements of ethics, transparency and communication that should be aligned with an appropriate strategic direction. The aim of this proposal is to contribute to the improvement of legislative management focused on the concepts of New Public Management and the insertion of elements of accountability, aiming to evolve the Legislative Branch in the State of Rio Grande do Norte and ensuring improvement quality of public policies and the quality of the Law. Whereas for the case the measurement of the results can only be performed in case of effective implementation by the Board of Directors of the ALRN, the present research constitutes a proposal of intervention.

Para fundamentar a pesquisa, partiu-se da ideia de que a educa??o, a partir da d?cada de 1970, sofreu diversas transforma??es intentando adequar-se ? nova ordem hegem?nica de produ??o capitalista e ?s mudan?as pol?ticas, paulatinamente, instauradas, de modo que pudesse contribuir para o fomento econ?mico e social dos pa?ses. Diante disso, percebeu-se que o Processo de Bolonha e o REUNI marcaram fortemente esse cen?rio, no ?mbito internacional e nacional, respectivamente, promovendo um novo modelo de forma??o acad?mica de n?vel superior, intitulado de Bacharelados Interdisciplinares - BIs, os quais priorizam a ado??o de um regime curricular mais flex?vel, metodologias de ensino-aprendizagem e avalia??o centradas no aluno, a pr?tica da interdisciplinaridade, a associa??o entre teoria e pr?tica, entre outros. Com base nesse cen?rio, buscou-se alcan?ar o seguinte objetivo: analisar a estrutura curricular e metodol?gica do modelo de forma??o interdisciplinar implementada pelo curso de Bacharelado em Ci?ncias e Tecnologia da UFRN, na ?tica do egresso. Quanto as aspectos metodol?gicos, ? uma pesquisa quantitativa e qualitativa, pois para obter as respostas relacionadas ao problema de an?lise e objetivos, fez-se uso dos seguintes instrumentos de coleta de dados: question?rios e entrevistas. Quanto ao seu delineamento, trata-se de uma pesquisa bibliogr?fica, documental e de campo. Considerando que a popula??o em estudo foi de 352 egressos, estimou-se uma amostra para aplica??o dos question?rios de 50,2%, e, de 5 egressos para a realiza??o das entrevistas. Para an?lise dos dados, al?m da aplica??o da estat?stica descritiva, a qual auferiu as frequ?ncias relativas e acumuladas dos dados colhidos nos question?rios, foi utilizado, tamb?m, as t?cnicas de an?lise de conte?do de Bardin (2014). A disserta??o teve como principais resultados: na percep??o dos egressos em rela??o ? estrutura curricular do BC&T, o curso tem buscado o desenvolvimento, pautando-se pelas orienta??es oficiais para os BIs, dispostas no documento Referenciais Orientadores para Bacharelados Interdisciplinares e similares. O curso tem desenvolvido a flexibilidade curricular atrav?s de suas op??es de forma??o interdisciplinar: geral, direcionada e para engenharias; e consolidando-se como um regime curricular de primeiro ciclo de forma??o acad?mica. Alguns problemas, entretanto, foram assinalados pelos egressos, especialmente a aus?ncia das pr?ticas interdisciplinares e a pr?tica de uma metodologia excessivamente tradicional. / This research was to analysis problem: the perception of the course graduates BC & T / UFRN as the curriculum and methodological framework of the interdisciplinary academic model? To support research, it broke the idea that education, from the 1970s, has undergone several transformations adapt to the new hegemonic order of capitalist production and the political changes, gradually introduced, so that it could contribute for economic and social development of countries. Thus, it was noticed that the Bologna Process and the REUNI marked strongly this scenario, the international and national levels, respectively, promoting a new academic model of higher level, titled Bachelor degrees Interdisciplinary - IBs, which prioritize the adoption a more flexible curriculum system, teaching-learning methodologies and evaluation focused on the student, the practice of interdisciplinarity, the association between theory and practice, among others. That said, it sought to achieve the following overall goal: to analyze the curriculum and methodological framework of the interdisciplinary training model implemented by the course of Bachelor of Science and Technology of UFRN, from the viewpoint of egress. As for the analysis procedures, is a quantitative and qualitative research, because to get the answers related to problem analysis and objectives, we made use of the following data collection instruments: questionnaires and interviews. As for its design, it is a bibliographical research, documentary and field. Whereas the study population of 352 graduates, it estimated a sample to administer the questionnaires 50.2%, and 5 graduates for the interviews. To analyze the data, and the application of descriptive statistics, which earned the relative frequencies and cumulative data collected from the questionnaires was used also a sequence of activities, namely: reduction, categorization and interpretation of data (GIL, 2009). The dissertation highlighted as main results that the course has sought to develop the curriculum flexibility through their academic options: general, directed and engineering. However, from the viewpoint of egress, some problems have been reported, such as the absence of interdisciplinary practice and the practice of an overly traditional methodology.

Assim, o Balanced Scorecard (BSC) surgiu como uma importante ferramenta na operacionaliza??o desse planejamento. Nesse sentido, o objetivo deste estudo foi o de propor um modelo de planejamento estrat?gico para o Campus Picu? do IFPB, atrav?s da utiliza??o do BSC. Para tanto, em um primeiro momento, foram adotadas a pesquisa bibliogr?fica e a documental e, posteriormente, a entrevista semiestruturada e o grupo focal, com o principal intuito de coletar informa??es e dados a serem analisados sobre a abordagem qualitativa, que serviriam de subs?dio para construir a matriz swot, BSC e seu mapa estrat?gico. Foi realizada tamb?m uma entrevista n?o estruturada com um dos gestores, com o objetivo de validar o modelo de BSC proposto e de encontrar os caminhos para se institucionalizar tal proposta. Por fim, foram apresentados os principais aspectos a serem considerados na implementa??o da proposta. / In the midst of paradigm shifts occurring in public administration over the years, the design of objectives and actions by public agencies, considering the internal and external environment related to the organization, has been of great value in the search for performance improvements Organizacional. In this context, an elaboration of a strategic plan appropriate to the characteristics of an organization is essential. Thus, the Balanced Scorecard (BSC) emerged as an important tool in the operationalization of this planning. In this sense, the objective of this study for the strategic planning model for the Campus Picu? of the IFPB, through the use of BSC. To do so, initially, for a bibliographical and documentary research, for a semi-structured interview and the focus group, for the main purpose of collecting information and data to be analyzed on a qualitative approach, which would serve as a subsidy to build a Matrix Swot, BSC and its strategic map. An unstructured interview was also conducted with one of the managers, with the aim of validating the proposed BSC model and finding ways to institutionalize such a proposal. Finally, the principles are fundamental and are applicable in the implementation of the proposal.

Trata-se de uma pesquisa-a??o, na qual foi feito um diagn?stico com base em pesquisa documental dos contratos de terceiriza??o de m?o de obra e do Ac?rd?o n? 2.749/2015 do TCU - resultante de uma auditoria aos contratos ?; e uma revis?o da literatura sobre terceiriza??o, contratos administrativos e gest?o e fiscaliza??o de contratos. Em seguida, definiu-se um modelo de gest?o que contempla o planejamento das contrata??es; uma estrutura e rotinas mais adequadas ? fiscaliza??o de contratos; e a divis?o de responsabilidades e capacita??o dos atores envolvidos no processo acompanhamento dos contratos. Espera-se com o modelo proposto propiciar ? UFRN a contrata??o mais adequada ?s suas reais necessidades; o afastamento da responsabilidade subsidi?ria em a??es trabalhistas; maior seguran?a e economia nos pagamentos ?s empresas contratadas; e a melhoria na presta??o dos servi?os pelas empresas terceirizadas. / UFRN, a federal autarchy, began adopting the outsourcing of labor in the late 1990s, to adapt to the new reality brought about by the State Management Reform. Currently, it has signed five contracts for outsourcing labor, comprising 1,557 employees in 38 functional categories, generating an annual expense of about 49 million reais. Contracts are regulated by Law 8.666 / 93, which provides in its article 67 "monitoring" and "inspection" of contracts by the contracting institute. In UFRN, this monitoring has presented failures in its execution, which causes damages to the quality of the service provided and exposes the University to respond in a subsidiary way in labor lawsuits filed by employees of the contracted companies. With the objective of enabling a more efficient follow-up of the labor contracts with exclusive dedication in UFRN, through management actions and computerized tools, this Intervention Project was proposed. This is an action research, in which a diagnosis was made based on documentary research of the contracts of outsourcing of labor and Judgment No. 2,749/2015 of TCU - resulting from a contract audit; And a review of the literature on outsourcing, administrative contracts, and contract management and oversight. Next, a management model was defined that contemplates the contracting planning; a structure and routines more adequate to the control of contracts; And the division of responsibilities and capacity building of the actors involved in the contract monitoring process. The proposed model is expected to provide UFRN with the hiring most adequate to its real needs; The removal of subsidiary liability in labor lawsuits; Greater security and savings in payments to contracted companies; And the improvement in the provision of services by outsourced companies.

To do this, it is proposed to describe the current process of acquisition of materials of the institution, develop a flow of activities to define and update the material descriptions appropriate to the organizational environment under study and to format instruments to assist the descriptive process. Aiming to clarify the context in which this project is inserted and also the limits of the applicable concepts, the themes public purchasing, material descriptions and discretionary are addressed in the literature review. This proposal can be used by the analyzed institution, but also by other institutions that seek improvements in the purchasing processes, decrease in indicators of failed items in public bids and the adequacy of the materials purchased to the needs of the organ.

To achieve these results, the study is based on theoretically in the assumptions of public administration ? study on the models of public administration and the reforms, demanded in the choice of management model, which brings the prospect of a public administration geared to the needs of the citizen, who must be efficient in the operationalization of its processes and quality in your results ? of the new public management-NGP-fundamentals and principles of GESP?BLICA and model of excellence in public administration-MEGP , that provide practical contributions to the improvement of the management, and the management of processes ? while process improvement tool, geared to results through the cycle that consists of modeling, simulation, and emulation. Methodologically, it is the action research and qualitative approach which contributes to knowledge of reality, as well as guide intervention actions and changes. The results of the intervention are presented in the Current Model, which configures the management of the UAE regarding organizational structure, physical and technical conditions, the administrative, human resources and the services offered, which gave grant for the preparation of professional intervention. These actions are contained in the proposed model, arranged in the form of proposals that indicate the steps, methodology to be applied, the deadlines and the respective responsible. The first proposal concerns the organization chart of the UAE; the second proposes the elaboration of the tasks of the UAE and its subordinate sectors; the third faces the systematization of administrative processes (routine flow of work, documents and forms standardization, standardization, material control and communications; and the fourth suggests actions for the improvement of the physical and technical conditions. It is believed that the implementation of these actions can contribute to the improvement of the working process of the UAE, as well as psychosocial and pedagogical service directed to students of agricultural school of Jundia?-EAJ.

Therefore, the composition of a qualified picture of workers must reflect the routes it needs to take to project itself in the future, flattering the current premises from the public institutional context. The research has as main target understand how do the superior level workers from the administrative career of the UFRN realize the new model of public management, considering aspects such as the focus on the citizen, professionalization, merit, strategic planning and measurement of results, on the scope of his professional acting. It is descriptive type and is characterizes as a study of case, in which were investigated the technical-administrative workers in education, occupiers of crowded superior level roles in UFRN, using the qualitative approach of analysis, based on a bibliographic, documental and field research. The collected data through documents organized in reports and institutional statists, also in relevant legislation and standardization, were the base to the formulation of the profiles from the technical-administrative workers of the institution. The field research analyzes answers about the aspects of the new public management, through the content analysis method and the categorical analysis technic. With the profile analysis of the superior level workers, was possible to verify the application of the technical professionals in the UFRN and the main characteristics of this occupational group on relation to the new public management?s assumptions. Yet in many aspect there are convergence between the management practical and the precepts of the new public management, it?s not possible to affirm that the workers have taken the working processes of the new public management model.

Os resultados da pesquisa confirmaram parcialmente a hip?tese inicial de que as ideias contidas nas declara??es de miss?o, vis?o e valores n?o seriam compartilhadas com os membros da organiza??o. / This research identified, by a case study, the perception about organizational values, purpose and vision among members (civil servants) of a public institution of education and compared those identified ideas with the formal mission, vison and values statements. Due to their differences in nature, those ideas required three different methodological approaches and tools. To identify the values, a quantitative approach was used; to identify de purpose of the organization, interviews and, to identify the vision, a creative method based on projective tests ? in this case, drawing. The outcome of this research partially confirmed the initial hypothesis that those ideas within mission, vision and values statements where not shared among the members of the organization.
