Previous issue date: 2016-12-15 / O Reuni reproduziu nas Universidades Federais o sistema de gest?o por resultados e contratualiza??o, estando conectado a pr?ticas consolidadas no arcabou?o da Nova Gest?o P?blica. Nesse sentido, delineou-se como objetivo geral desta tese compreender a influ?ncia da Nova Gest?o P?blica sobre a execu??o (formula??o, implanta??o e resultados) do Reuni em Universidades Federais do Nordeste brasileiro. Adotou-se uma perspectiva epistemol?gica vinculada ? Teoria Cr?tica no sentido frankfurteano, fundamentada em tr?s pares categ?ricos dial?ticos ?hist?ria versus naturaliza??o?; ?pr?xis social versus sistema?; e ?aliena??o versus emancipa??o?. Metodologicamente, realizou-se um estudo de m?ltiplos casos, em tr?s universidades federais, sediadas em diferentes estados do nordeste brasileiro. Quanto ? forma de abordagem, a pesquisa classifica-se como qualitativa. A coleta de dados se deu a partir dos documentos vinculados ao Reuni, e da realiza??o de vinte e duas entrevistas narrativas, com uso das t?cnicas hist?ria de vida t?pica e elemento-est?mulo. Para a compreens?o das narrativas, foi utilizada a t?cnica de an?lise hermen?utica-dial?tica, com an?lise de met?foras emergentes. Os resultados apontam que: (i) as a??es propostas pelo Reuni para as universidades, produziram altera??es incrementais na atua??o dessas institui??es, amalgamando-se, por vezes, ?s pr?ticas da ?velha gest?o p?blica? pr?-existentes (ii) no exerc?cio do controle por resultados, a ?nfase na conformidade com a meta pode gerar inefici?ncia e inefic?cia, lan?ando luz para a reflex?o sobre sua real superioridade em rela??o ao controle burocr?tico. (iii) ainda que na presen?a no ide?rio do Reuni haja conceitos substantivos, incorporados pelo modelo gerencial, a??es associadas a esses preceitos e desempenhadas durante o Programa privilegiaram a busca pela efici?ncia, vinculando-se a uma l?gica instrumental e relegando seus componentes substantivos ao ?mbito do discurso. A partir dos pares categ?ricos dial?ticos, prop?e-se as s?nteses cr?ticas. Hist?ria-naturaliza??o: ao recorrerem ? met?fora ?t?bua de salva??o? (Reuni como alternativa para ?sobreviv?ncia? das universidades), assim como ao determinismo da velha gest?o p?blica (as pr?ticas da velha gest?o como imut?veis), os sujeitos tomam como dadas as pr?ticas da velha gest?o p?blica, assim como naturalizam as mudan?as demandadas pelo Reuni, considerando-as como se estivessem apartadas da vontade e interven??o humana. Pr?xis social-sistema: Ao recorrerem ? met?fora ?troca da turbina com o avi?o voando? (adapta??o r?pida em um ambiente de risco), os sujeitos narraram a maneira acr?tica como aderiram e executaram as a??es previstas no projeto Reuni, posicionando-se como cumpridores de metas em uma universidade-sistema, cuja transforma??o ? metaforicamente representada pelo ?motor de forma??o de egressos? (universidade como ?f?brica? de concluintes). Emancipa??o-aliena??o: tanto a forma naturalizada e acr?tica como os sujeitos aderiram ao Reuni, quanto o car?ter sist?mico e harmonizador que eles atribu?ram a suas pr?ticas na universidade-operacional velam suas experi?ncias de sofrimento e aliena??o, bem como seu distanciamento de a??es reflexivas e emancipat?rias. Conclui-se que os resultados lan?am luz para a necessidade de se refletir sobre o risco das universidades p?blicas federais, ao serem transformadas em universidades-operacionais, perderem seu potencial de contribui??o para a promo??o do esclarecimento, e os sujeitos que nela atuam se afastarem cada vez mais do acesso a reflex?es e conte?dos potencialmente emancipat?rios. / Reuni reproduced in the Federal Universities the results management and contracting system, being connected to consolidated practices in the NGP framework. In this sense, it was outlined as a general objective of this thesis to understand the influence of the New Public Management on the execution (formulation, implementation and results) of the Reuni in Federal Universities of the Brazilian Northeast. We adopted an epistemological perspective linked to the Critical Theory in the Frankfurteran sense, based on three categorical dialectical pairs "history versus naturalization"; "Social versus system praxis"; And "alienation versus emancipation." Methodologically, a qualitative research was carried out, designed as a multi-case study, carried out in three universities, located in different states of northeastern Brazil. Data collection was based on documents linked to Reuni, and twenty-two narrative interviews were conducted, using the techniques of topical life history and element-stimulus. For the understanding of the narratives, the technique of hermeneutic-dialectical analysis was used, with analysis of emerging metaphors. The results show that: the actions proposed by the Reuni for universities produced incremental changes in the performance of these institutions, sometimes amalgamating with pre-existing "old public management" practices (ii) in the exercise of control by results, The emphasis on compliance with the goal can generate inefficiency and inefficiency, shedding light on the reflection on its real superiority over bureaucratic control. (Iii) although there are substantive concepts incorporated in the managerial model - such as autonomy, democratization, quality and flexibility - in the presence of the Idea of the Reunion, actions associated with these precepts and carried out during the Program privileged the search for efficiency, linking to An instrumental logic and relegating its substantive components to the scope of discourse. Emancipation-alienation: both the naturalized and uncritical form as the subjects joined the Reuni, and the systemic and harmonizing character they attributed to their university-operational practices guard their experiences of suffering and alienation, as well as their detachment from reflexive and emancipatory actions . Given these results, it is considered that, given the need for renewal, analyzes on public management and educational policies need to reflect on the design of own tools that are aimed at a logic more coherent with the objectives of the public sector and its peculiarities . p?blica (NGP), que se configura como modelo hegem?nico no cen?rio da globaliza??o
neoliberal. A NGP surgiu como resposta ? crise do modelo burocr?tico na administra??o
p?blica, e seus princ?pios se assentam na maximiza??o do controle, competitividade,
avalia??o, presta??o de contas, responsabiliza??o, descentraliza??o de tarefas, participa??o
controlada, responsabilidade individual e coletiva, os quais s?o ressignificados de acordo com
os contextos de implanta??o e ajustados segundo as particularidades locais. No Brasil,
constata-se que essa matriz gerencial incorpora-se ?s pol?ticas p?blicas, desde a d?cada de
1990, consolidando-se ao longo dos anos 2000 na gest?o dos sistemas educacionais. Nesse
per?odo, verifica-se a intensifica??o das pol?ticas de avalia??o, presta??o de contas e
responsabiliza??o no setor p?blico, em todas as ?reas e, particularmente, na educa??o. Dessas
pol?ticas, a responsabiliza??o tem sido utilizada como estrat?gia para rotular os sistemas de
forma positiva ou negativa, considerando os desempenhos obtidos nos processos de avalia??o
e presta??o de contas. Na educa??o brasileira, trata-se de um tema relacionado com a
responsabilidade educacional, o qual vem assumindo centralidade nos ?ltimos anos no pa?s,
de modo que tem sido mat?ria de preocupa??o do Poder Executivo e Legislativo, configurado
no debate e na produ??o de instrumentos legais que tramitam atualmente na C?mara dos
Deputados. Embora o pa?s n?o possua, ainda, uma Lei de Responsabilidade Educacional,
observa-se que nos n?veis subnacionais e locais emergiram algumas experi?ncias com essas
caracter?sticas, dentre elas a do munic?pio de Mossor?, no estado do Rio Grande do Norte.
Esse ente federado aprovou, no ano de 2010, por meio da Lei municipal n. 2.717/2010, a
Pol?tica de Responsabilidade Educacional (PRE). A presente pesquisa elege como objeto de
investiga??o essa pol?tica, cujo foco de an?lise volta-se para compreender como se efetivou o
seu processo de concep??o e execu??o no per?odo de 2010 a 2015. Para o encaminhamento da
an?lise do objeto de estudo, optou-se pelo materialismo hist?rico-dial?tico, por considerar que
esse m?todo permite entend?-lo nas suas rela??es e media??es, assegurando, portanto, uma
compreens?o contextualizada de sua configura??o. Como procedimentos de pesquisa, foram
utilizadas a revis?o bibliogr?fica, a an?lise documental e a realiza??o de entrevistas
semiestruturadas com cinco participantes do processo de concep??o e implementa??o da PRE.
Para organiza??o e interpreta??o dos dados, recorreu-se a alguns elementos da an?lise de
conte?do (BARDIN, 1977). Constata-se que a PRE de Mossor? surgiu, nesse contexto, como
uma resposta ?s dificuldades diagnosticadas pela assessoria da educa??o municipal e
registradas no Planejamento Estrat?gico da Rede Municipal de Ensino (PERME), que
indicavam a necessidade de ajustes na administra??o e gest?o da Rede. A PRE institui
processos de responsabiliza??o focalizados no controle de resultados sob formas de
premia??es materiais, com pagamento financeiro do d?cimo quarto sal?rio aos funcion?rios
da escola e poupan?a para o aluno que mais se destaca nos processos de avalia??o e
participa??o nas atividades escolares. No plano simb?lico, empresas que desenvolvem
programas de responsabilidade social na Rede e um dos pais com atua??o no Conselho
Escolar recebem medalhas e diplomas. A pol?tica municipal materializada na LRE refor?a a
vigil?ncia e a sensa??o de medo quanto ? possibilidade da demiss?o ou rotatividade de
professores, diretores e supervisores que n?o contribuem para a melhoria dos indicadores,
embora durante o per?odo de implementa??o (2010-2015) isso n?o tenha acontecido. Concluise
que a PRE se configura como uma nova engrenagem de responsabiliza??o na
administra??o da educa??o baseada no controle de resultados. / The educational policies in the contemporary world have incorporated principles of the new
public management (NGP), which is configured as a hegemonic model in the scenario of
neoliberal globalization. It should be noted that NGP emerged as a response to the crisis of the
bureaucratic model in the Public Administration, and its principles are based on the control
maximization, competitiveness, evaluation, accountability, liability, decentralization of tasks,
controlled participation, individual and collective responsibility. These principles are
redefined according to the contexts of implementation and are adjusted according to the local
particularities. In Brazil, it is noticed that this managerial matrix is incorporated into public
policies since the 1990s, being consolidated throughout the years 2000, in the management of
educational systems. In this period, it is possible to verify the intensification on the evaluation
policies, accountability and liability in the public sector, in all areas and, particularly, in
education. From these policies, accountability has been used as a strategy to label systems
positively or negatively, taking into account the performance of the evaluation and
accountability processes. In Brazilian education, this is a topic related to the educational
responsibility, which has been central in recent years in the country, so it has been a matter of
concern to the executive and legislative power, configured in the debate and in the production
of legal instruments which are currently under process in the Chamber of Deputies. Although
the country does not yet have an Educational Responsibility Law, it can be observed that at
the subnational and local levels some experiences with these characteristics emerged, such as
the municipality of Mossor?, in the State of Rio Grande do Norte. This federated entity
approved, in the year 2010, through the municipal Law n. 2,717/2010, the Educational
Responsibility Policy (PRE). The present research selects this policy as the object of research,
which focus of analysis is to understand how its conception and execution process took place
in the period from 2010 to 2015. In order to refer the analysis of the object of study, it was
decided by the historical-dialectical materialism, considering that this method allows us to
understand it in its relations and mediations, thus ensuring a contextualized understanding of
its configuration. As research procedures, it was chosen the bibliographic review,
documentary analysis and semi-structured interviews with five participants from the process
of conception and implementation of PRE. For the organization and interpretation of the data,
some elements of content analysis were used (BARDIN, 1977). In this context, it is verified
that the PRE of Mossor? emerged as a response to the difficulties diagnosed by the municipal
education counseling and recorded in the Strategic Planning of the Municipal Education
Network (PERME), which indicated the need for adjustments in the administration and
management of the Network. The PRE establishes accountability processes focused on the
control of results under forms of material rewards, with financial payment of the fourteenth
salary to the school employees and saving account for the student who stands out most in the
processes of evaluation and participation in school activities. On the symbolic level,
companies which develop social responsibility programs in the Network and one of the
parents who work in the School Council receive medals and diplomas. The municipal policy
embodied in the LRE reinforces vigilance and a sensation of fear about the possibility of
dismissal or turnover of teachers, principals and supervisors who do not contribute to the
improvement of the indicators, although during the implementation period (2010-2015) this
has not happened. It is concluded that the PRE is configured as a new mechanism of
responsibility in the administration of municipal public education in Mossor?-RN, based on
the results control.

This dissertation presents the theme manager The Public Educational Institution and the New Public Management , as it is a reflection on the overall goal of understanding how the actions of the manager responds to the proposal from New Public Management and the requirements of the National Education Plan in order to contribute to education in public institutions of Rio Grande do Norte and has specific objectives to : review the training of managers to the role of director ; investigate whether the training of managers correspond to the theory of New Public Management and study the formation of the manager reflects on the quality of education. In this sense, did the research with public managers in state educational institutions of DIRED 1st, medium and large (over six hundred students), assessing the training of managers and their expertise involving the practices of focused public management for results and this reflects in the quality of education, as authors such as, Sveiby (1998), Moresi (2001), Brazil (1995), Araujo (2010), Brand?o and Guimar?es (1999), Pacheco (2011), Dahl (1990 ), among others. The research methodology has descriptive, qualitative approach, to understand how the actions of the manager, and the management of public educational institution focused on results are able to respond to social demands. The research is exploratory, since there is little systematic knowledge about public management in education. The studies lead to propositions of results on the improvement of education. Were used as sources of data collection: literature review, desk research and interviews. The autonomy of the manager, the particularities and people's involvement in the management process, as well as the collective planning, joints according to the demands, personnel management and physical spaces, as well as appraisals, are topics studied in this research , in order to provide a more precise analysis of the facts . We start from the perception of school principals, and then analyze their training as an important factor in this analysis. The results relate to the need for changes in the behavior of managers through adequate training for such function since their actions have influenced the results of education.

Previous issue date: 2013-09-27 / The goal of this research was to analyze the model of strategic management of the
MPRN concerning the methodological guidelines presented by Balanced Scorecard.
It is based in a theoretical referential which contemplates the themes, new public
management, strategic management and Balanced Scorecard, focusing on applying
the methodology in the public sector. This research is classified as descriptive and
exploratory. According to the methods applied, it is a case study and, according to its
approach, it is qualitative. The subjects of this research are members of the institution
involved in the process of its strategic management. The data was collected by
means of semi-structured interviews and document analysis, done by means of
method content analysis. Concerning the goal of this research, it points out that the
MPRN has not concluded the implantation cycle of Balanced Scorecard, furthermore,
important flaws in the steps of organizational alingment have been identified,
specially when it refers to communication policy, implementing incentive actions and
focused training in developing competences. It yet reveals that the implantation of
BSC has allowed the introduction of changes in the Institution dynamics to seek
better results, however the MPRN has faced and has not adequately gotten over the
same difficulties reported in various cases of BSC implantation in public
organizations / A pesquisa teve por objetivo analisar o modelo de gest?o estrat?gica do MPRN a luz
das diretrizes metodol?gicas apresentadas pelo Balanced Scorecard. Fundamentase
em um referencial te?rico que contempla as tem?ticas, Nova Gest?o P?blica,
Gest?o Estrat?gica e Balanced Scorecard com foco na aplica??o da metodologia no
setor p?blico. Classifica-se como uma pesquisa descritiva e explorat?ria. Segundo
os m?todos empregados ? um estudo de caso e quanto ? forma de abordagem ?
qualitativa. Os sujeitos da pesquisa s?o integrantes da Institui??o envolvidos no
processo de gest?o estrat?gica da Institui??o. Os dados foram coletados atrav?s de
entrevista semiestruturadas e an?lise documental e a an?lise foi realizada por meio
do m?todo de an?lise de conte?do. Em rela??o ao objetivo da pesquisa, o trabalho
aponta que o MPRN n?o concluiu o ciclo de implanta??o do Balanced Scorecard,
al?m disso, foram identificadas importantes falhas nas etapas de alinhamento
organizacional, especialmente no que se refere ? pol?tica comunica??o, implanta??o
de a??es de incentivos e treinamento com foco no desenvolvimento de

Previous issue date: 2016-04-01 / O presente trabalho trata sobre a sistematiza??o de processos administrativos em organiza??o p?blica federal, visando contribuir para a melhoria da gest?o p?blica, tendo a sua abrang?ncia delimitada ? Unidade de Atendimento ao Educando-UAE/EAJ/UFRN, mediante a??es propostas no Projeto de Interven??o que pretendem ensejar mudan?as e melhorias na gest?o do referido setor. A??es propostas s?o resultantes do estudo diagn?stico realizado na UAE, no qual foram levantados os principais pontos de fragilidades de gest?o, que deram respaldo para a escolha da sistematiza??o dos processos administrativos como objeto da interven??o profissional, que se implementada pode contribuir para a melhoria do processo de trabalho da UAE, assim como, para o atendimento psicossocial e pedag?gico realizado aos discentes da Escola Agr?cola de Jundia?-EAJ. Para o alcance desses resultados, o estudo fundamenta-se teoricamente nos pressupostos da Administra??o P?blica - estudo sobre os modelos de gest?o p?blica e as reformas, ensejando na escolha do modelo gerencial, que traz a perspectiva de uma gest?o p?blica voltada para as necessidades do cidad?o, que deve ser eficiente na sua operacionaliza??o de seus processos e de qualidade nos seus resultados -, da Nova Gest?o P?blica-NGP - fundamentos e princ?pios do GESP?BLICA e do Modelo de Excel?ncia em Gest?o P?blica-MEGP, que fornecem contribui??es pr?ticas para a melhoria da gest?o -, e da Gest?o de Processos - enquanto ferramenta de melhoria de processos, orientada para resultados que se d? atrav?s do ciclo que consiste em modelagem, simula??o, emula??o e encena??o. Metodologicamente, vale-se da pesquisa-a??o e da abordagem qualitativa cuja aplica??o contribui para conhecimento da realidade, bem como orientam as a??es de interven??o e de mudan?as. Esse conjunto de pressupostos possibilitaram o desenho e a compreens?o o modelo atual de gest?o da UAE no contexto da EAJ, bem como subsidiou a elabora??o das a??es a serem implementadas pela gest?o contidas neste estudo. / The present work deals with on the systematization of management processes in federal public organization, aiming at contributing to the improvement of public management and its scope limited to Educating Service Unit-UAE/EAJ/UFRN, by means of actions proposed in the project of intervention seeking to lead to changes and improvements in the management of that sector. To achieve these results, the study is based on theoretically in the assumptions of public administration ? study on the models of public administration and the reforms, demanded in the choice of management model, which brings the prospect of a public administration geared to the needs of the citizen, who must be efficient in the operationalization of its processes and quality in your results ? of the new public management-NGP-fundamentals and principles of GESP?BLICA and model of excellence in public administration-MEGP , that provide practical contributions to the improvement of the management, and the management of processes ? while process improvement tool, geared to results through the cycle that consists of modeling, simulation, and emulation. Methodologically, it is the action research and qualitative approach which contributes to knowledge of reality, as well as guide intervention actions and changes. The results of the intervention are presented in the Current Model, which configures the management of the UAE regarding organizational structure, physical and technical conditions, the administrative, human resources and the services offered, which gave grant for the preparation of professional intervention. These actions are contained in the proposed model, arranged in the form of proposals that indicate the steps, methodology to be applied, the deadlines and the respective responsible. The first proposal concerns the organization chart of the UAE; the second proposes the elaboration of the tasks of the UAE and its subordinate sectors; the third faces the systematization of administrative processes (routine flow of work, documents and forms standardization, standardization, material control and communications; and the fourth suggests actions for the improvement of the physical and technical conditions. It is believed that the implementation of these actions can contribute to the improvement of the working process of the UAE, as well as psychosocial and pedagogical service directed to students of agricultural school of Jundia?-EAJ.

A pesquisa de campo analisou respostas sobre os aspectos da nova gest?o p?blica, atrav?s do m?todo da an?lise de conte?do e da t?cnica de an?lise categorial. Com a an?lise do perfil dos servidores de n?vel superior, foi poss?vel verificar a atua??o dos profissionais t?cnicos na UFRN e as principais caracter?sticas deste grupo ocupacional em rela??o ?s premissas da nova gest?o p?blica. As iniciativas de ado??o de modelos de profissionaliza??o e m?rito, planejamento estrat?gico e as escassas tentativas de avalia??o de desempenho com base em metas e de acompanhamento de resultados se devem ao conhecimento individual do gestor e n?o a um modelo institucional. / The public universities, as institutions which are responsible for the cultural and professional instruction of excellence, for an expressive part of the scientific and technological production and for the knowledge transference to the productive processes, represent some of the most complexes productive organizations of society. Therefore, the composition of a qualified picture of workers must reflect the routes it needs to take to project itself in the future, flattering the current premises from the public institutional context. The research has as main target understand how do the superior level workers from the administrative career of the UFRN realize the new model of public management, considering aspects such as the focus on the citizen, professionalization, merit, strategic planning and measurement of results, on the scope of his professional acting. It is descriptive type and is characterizes as a study of case, in which were investigated the technical-administrative workers in education, occupiers of crowded superior level roles in UFRN, using the qualitative approach of analysis, based on a bibliographic, documental and field research. The collected data through documents organized in reports and institutional statists, also in relevant legislation and standardization, were the base to the formulation of the profiles from the technical-administrative workers of the institution. The field research analyzes answers about the aspects of the new public management, through the content analysis method and the categorical analysis technic. With the profile analysis of the superior level workers, was possible to verify the application of the technical professionals in the UFRN and the main characteristics of this occupational group on relation to the new public management?s assumptions. Yet in many aspect there are convergence between the management practical and the precepts of the new public management, it?s not possible to affirm that the workers have taken the working processes of the new public management model.

Rio Grande do Norte by the perception of its managers. Argues that project management has
been highlighted as a critical factor for the success of any organization, because the projects
are directly related to the set of activities that result in organizational innovation as products,
services and processes and the improvement of project management is directly aligned with
the main pillars of the New Public Management. Methodologically, this is a quantitative
research of a descriptive nature in which 161 forms were applied with coordinators and
subcoordinators of state departments of Rio Grande do Norte, culminating in a sampling error
of less than 6% to 95% confidence according to the procedures finite sampling. The process
of tabulation and analysis was done using the package Statistical Package for Social Sciences
- SPSS 18.0 and worked with techniques such as mean, standard deviation, frequency
distributions, cluster analysis and factor analysis. The results indicate that the levels of
maturity in project management in state departments of Rio Grande do Norte is below the
national average and that behavioral skills are the main problem for improving management
in these departments. It was possible to detect the existence of two groups of different
perceptions about the management of projects, indicating, according to the managers, there
are islands of excellence in project management in some sectors of the state departments. It
was also observed that there are eight factors that affect maturity in project management:
Planning and Control , Development of Management Skills , Project Management
Environment , Acceptance of the Subject Project Management , Stimulus to Performance ,
Project Evaluation and Learning , Project Management Office and Visibility of Project
Managers . It concludes that the project management in state departments of Rio Grande do
Norte has no satisfactory levels of maturity in project management, affecting the levels of
efficiency and effectiveness of the state apparatus, which shows that some of the assumptions
that guide the New Public Management are not getting the levels of excellence nailed by this
management model / Este estudo teve por objetivo mensurar a percep??o de maturidade em gerenciamento de
projetos dos gestores das secretarias estaduais do Rio Grande do Norte. Argumenta que a
gest?o de projetos tem se evidenciado como um fator cr?tico para o sucesso de qualquer
organiza??o, pois os projetos est?o diretamente relacionados ao conjunto de atividades que
resultam em inova??es organizacionais como produtos, servi?os e processos e que a melhoria
da gest?o de projetos se encontra diretamente alinhada com os principais pilares da Nova
Gest?o P?blica. Metodologicamente, trata-se de uma pesquisa de natureza quantitativa de
car?ter descritivo na qual foram aplicados 161 formul?rios com coordenadores e
subcoordenadores das secretarias estaduais do Rio Grande do Norte, culminando em um erro
amostral inferior a 6% para 95% de confian?a segundo os procedimentos de amostragem

das secretarias estaduais. Tamb?m foi poss?vel verificar que existem oito fatores que afetam a
