This research investigation focused on the privatisation of prisons and prison services in South Africa and has explored the various advantages and disadvantages that exist in this respect.</p>

The experience of service privatization in developing countries : the case of South Africa's PPP prisons.

Privatization, and particularly privatization of services, is a worldwide trend that has grown tremendously over the past 25 years. This growth has been particularly pronounced in developing countries in recent years. Prison services is one of many sectors that has contracted with the private sector, however, until South Africa outsourced the design, construction, finance, and operation of two maximum security prisons to the private sector for a period of 25 years, private prison companies were only involved in some developed countries. Many argue that the sector's involvement in South Africa signals its intention to expand throughout the developing world, and undoubtedly, South Africa's experience will be influential in the future growth of this sector in such countries. This paper aims to explore the experience of South Africa's public-private partnership (PPP) prisons thus far, within a context of international and domestic service privatization, in order to identify key trends and issues which may be relevant to future private sector involvement in prisons and other service sectors. Research was conducted qualitatively, with a total of 12 interviews carried out telephonically and in person. Respondents included members of the government, PPP prison administrations, and members of civil society in order to gain as wide a perspective as possible. An extensive review of the literature, as well as relevant government sources, was also undertaken. While these prisons have certainly brought benefits to South Africa's correctional service, a number of key concerns about private sector involvement in service provision were identified through this research. Firstly, the whole experience, starting with the initial decision, has lacked transparency and debate. Although contracting with the private sector was supposed to lead to increased efficiency and reduced cost, the prisons have, in fact, led to unexpected high costs and risks for the DCS. Furthermore, private sector involvement has led to a tiering of prison services, with PPP prison services generally much better than the public sector. Finally, the research indicates that there are serious questions to be raised about the effectiveness of the regulation of this sector and whether PPP prison companies are truly being held accountable by government. / Thesis (M.Dev.Studies)-University of KwaZulu-Natal, Durban, 2005.

Die 28 bende is ten gunste van wyfies-verhouding (homoseksuele) onder sy bende lede. "Ngelejani" se bende, waaruit die 26 bende ontwikkel het, was nie ten gunste van die wyfies-verhouding nie. Die ander bende wat in die gevangenis ontstaan het, is die Big 5 bende en die Airforce bende. / Prison gangs in South Africa have a long history. the first were established among Black prisoners in the Transvaal soon after the Anglo-Boer war. An investigation on the perceptions of officials on their role in the rehabilitation process: the case of the East London Correctional Centre

This report is the result of a literature study and questionnaire which gave insight on the role of officials in the rehabilitation process. Correctional Services has adopted a new approach, where offenders need to change their negative behaviour and be rehabilitated. Corrections have a societal responsibility towards the community to guide the offender on his rehabilitation path. This study was conducted to give a better understanding of rehabilitation to offenders The purpose of this research is to determine if the Department of Correctional Services delivers on its legal and social responsibility towards the rehabilitation of offenders. In this study the researcher gathered information on the department policies, training of officials, the programmes currently available in Correctional Services, and also the involvement of the community in this process. Corrections cannot work alone, and needs the help of the community and leaders in the community to assist it in this process. Correctional Services faces many challenges in order to succeed in the rehabilitation of offenders. Currently there is a shortage of officials in the Department of Correctional Services, and the Department cannot, therefore, fully succeed in its rehabilitative role. Another aspect is that rehabilitation programmes are voluntary, and offenders can decide if they want to become involved or not.

Performance management development system in Limpopo Region of the Correctional Services Department

The study focuses on an overview of the performance management and the development system in the Department of Correctional Services with special focus on Limpopo province, Mpumalanga province and Northwest province (which is referred to as Limpopo region in this research). The main research question was "what does the current performance management development system in the Department of Correctional Services in the Limpopo region look like?" The relevant literature was consulted and in order to gain a clear view and understanding of performance management in general. The overview focuses on the general concept of performance management so as to understand it, its origin, purpose, benefits, advantages and disadvantages. The second part focuses on the performance management system in the general Public Service. This was done in order to establish whether there is any alignment between general performance management and what is being implemented in the Public Service. It was established that there is no difference between the general concept of performance management and what is being implemented in the Public Service in general. The main focus is on the policy used in the Public Service. The last part deals with the research question and focuses on the Department of Correctional Services in particular in the previously demarcated region. The Performance Management and Development System Policy was used to determine if there is any alignment between the general performance management, performance management in the Public Service and what is being implemented in the Department of Correctional Services. The findings show that there is no difference between the Performance Management and Development System being applied in the different areas. Several minor challenges were picked up, based on the findings of the internal audit on performance management, and relevant recommendations are provided. In general, based on the findings and percentage of compliance, the research shows that the Performance Management and Development System is being effectively implemented in the Limpopo region of the Department of Correctional Services. / Public Administration & Management / M. The transformation of South African Correctional Centres of Excellence through equitable unit management

The purpose of this study was to evaluate the implementation of the Unit Management into the South African Correctional Centres of Excellence. The focal point is based on the case management, multi-disciplinary approach, monitoring, and human rights of offenders. Unit Management was adopted into South African correctional system in 1995 under the leadership of the former Minister of Correctional Services Dr Sipho Mzimela. Unit Management was firstly practiced at Goodwood Correctional Centre of Excellence in the Western Cape. The concept of Unit Management was viewed as a strategic change by the Department in ensuring the core business of the Department and the rehabilitation of offenders. In an effort to examine the application of Unit Management into the Correctional Centres of Excellence and how Unit Management influences the rehabilitation of sentenced offenders, a study was conducted to acquire knowledge and perspective from the available literature. In ensuring good and proper work, the researcher employed a qualitative methodology. The researcher collected data by means of structured questionnaires. Data were analysed using SPSS system for statistical reasons. Frequency tables were used to simplify the analysis per section and category. The findings from this study revealed that there is no monitoring of Unit Management taking place into the Correctional Centres of Excellence from management, there is no management involvement. It also revealed that the human rights of offenders are not respected during the implementation of Unit Management. The findings revealed that multi-disciplinary approach is dysfunctional owing to lack of professional staff. The findings also indicate that efforts to implement Unit Management into the Correctional Centres of Excellence are a failure owing to the abovementioned factors. / Corrections Management / M.A. (Penology)
