A metodologia empregada foi a análise documental e bibliográfica, complementada com entrevistas semiestruturadas com gestores institucionais dos IFs, atores sociais locais e egressos dos cursos técnicos ofertados pelo campus Viamão. Foi possível evidenciar nos resultados que os IFs são responsáveis por ministrar EPT em todos os níveis e modalidades de ensino, formando e qualificando cidadãos com vistas à atuação profissional. A orientação da sua oferta formativa deve estar em sintonia com a vocação e as potencialidades locais, com o objetivo de promover o desenvolvimento socioeconômico do território. Além disso, se verificou percepção comum dos entrevistados de que o IF é agente do desenvolvimento territorial, embora se observe diferentes dimensões desse entendimento. No que pese haver grande expectativa quanto à contribuição do IF para o desenvolvimento de Viamão, se constatou a necessidade de maior interação entre os atores que atuam no território, ampliando a compreensão das atribuições institucionais de cada um. Por fim, o arcabouço normativo e institucional, analisado com o resultado das entrevistas, com a percepção de um conjunto representativo de atores envolvido na dinâmica territorial, evidenciou as expectativas e possibilidades de contribuições do IFRS para o desenvolvimento socioeconômico de Viamão, com vistas a superar as desigualdades existentes e promover o desenvolvimento territorial. / The aim of the study was to analyze the perception and expectation of the IFRS contribution, through professional and technological education in the territorial development of the municipality of Viamão (RS). The methodology used was a documentary and bibliographical analysis, complemented with semi-structured interviews with institutional managers of IFs, local social actors and graduates of technical courses offered by the campus Viamão. It was possible to show through the results that the IFs are responsible for providing EPT at all levels and types of education, training and they are qualifying citizens with a view to professional practice. The orientation of its training offer should be in line with the vocation and local potential in order to promote socio-economic development of the territory. In addition, it was found through common perception of respondents that the IF is an agent of territorial development, although there were different dimensions of understanding. In spite of having great expectations about the IF's contribution to the development of Viamão we found the need for greater interaction between the actors operating in the territory, expanding the understanding of the institutional functions of each. Finally, the regulatory and institutional framework, analyzed with the results of interviews with the perception of a representative set of actors involved in territorial dynamics, showed expectations and IFRS contributions of possibilities for the socioeconomic development of Viamão, in order to overcome inequalities and promote territorial development.

Conselho Nacional de Desenvolvimento Científico e Tecnológico / Este trabalho deu conta de analisar as políticas públicas de Educação Física e esportes na Rede Federal de Educação Profissional e Tecnológica e a implicação das mesmas na formação dos estudantes, partindo do entendimento de estarmos imersos em uma conjuntura político e econômica novo desenvolvimentista. Para tanto entrevistamos alguns interlocutores privilegiados que estão diretamente ligados à formulação de políticas públicas na área ou que têm um grande envolvimento com a rede. Além de aplicarmos questionários em professores da rede de várias regiões do Brasil na ocasião do II Fórum Nacional de Políticas Públicas em Educação Física, esporte e lazer dos Institutos Federais de Educação, Ciência e Tecnologia e analisarmos os documentos da SETEC/MEC. Por fim, não identificamos políticas públicas consistentes formuladas pela SETEC/MEC, apesar de vermos a entrada de projetos do Ministério dos Esportes, como o Programa Segundo Tempo. Também procuramos com este trabalho identificar projetos e ações isoladas pelo Brasil sobre o tema que pudessem nos ajudar a refletir sobre possibilidades superadoras no plano da formulação de Políticas Públicas de Educação Física e esportes na rede para a formação dos alunos. / This paper realized analyze public policies of Physical Education and Sports in the Federal Network of Technological Education and the implication of those in the formation of the students, based on the understanding that we are immersed in a economic and political conjuncture new developmental. To obtain it we interviewed some interlocutors that are directly linked to the formulation of public policies in the area or who have a big involvement with the network. Besides applying questionnaires for teachers from various regions of Brazil on the occasion of the II National Forum on Public Policy in physical education, sport and leisure of the Federal Institutes of Education, Science and Technology and analyzing the documents from SETEC / MEC. Finally we did not identify consistent public policies formulated by SETEC / MEC, despite seeing the entry of projects of the Ministry of Sports, as the Second Time Program. We also seek to work with this project and identify isolated actions by Brazil on the subject that might help us think about possible overcome possibilities in terms of formulation of Public Policy for Physical Education and sports network for the formation of the students.
