Šiame darbe tiriamas Europos Sąjungos kultūros rėmimo programos „Kultūra 2000“ veiksmingumas (tikslų pasiekimo laipsnis) Lietuvoje. Pateikiama ES kultūros politikos ir istorijos apžvalga, pristatoma programa „Kultūra 2000“, jos įgyvendinimo priemonės. Veiksmingumas tiriamas remiantis P. A. Sabatier ir D. Mazmanian sėkmingo politikos įgyvendinimo sąlygomis. Nagrinėjami programos tikslai, atliekama programoje dalyvavusių Lietuvos organizatorių ir bendraorganizatorių apklausa tikslų pasiekimo laipsniui įvertinti ir Lietuvos kultūros operatorių apklausa įgyvendinimo priemonių tinkamumui nustatyti. Analizuojamos paramos kultūrai galimybės Lietuvoje: valstybinė paramos kultūrai sistema, įstatymai, reglamentuojantys paramos ir labdaros teikimą. Apibendrinus darbo rezultatus, daromos šios išvados: 1. Programos „Kultūra 2000“ įgyvendinimas Lietuvoje veiksmingas iš dalies, kadangi: dalis programoje pateikiamų tikslų tėra veiksmai ar priemonės, todėl netikslinga vertinti jų pasiekimo laipsnio; specifiniai programos tikslai atkartoja, o ne sukonkretina bendruosius tikslus; neįmanoma pamatuoti tikslo siekti kuo didesnio piliečių dalyvavimo; iš vertintų programos tikslų Lietuvoje nebuvo pasiektas vienas – siekti atkreipti dėmesę į labiausiai socialiai pažeidžiamas grupes. 2. Minėtas tikslas nebuvo pasiektas dėl netinkamai pasirinktų įgyvendinimo priemonių (per aukštų finansinių reikalavimų dalyviams, per mažo programos biudžeto, netinkamų laiko terminų) ir verslo atstovų, Lietuvos įstatymų... [toliau žr. visą tekstą] / The topic of the present Master thesis is „EU Programme „Culture 2000“ Implementation in Lithuania: Effectiveness Analysis“. The main object of the thesis is the effectiveness of the programme „Culture 2000“ implementation in Lithuania. Effectiveness in the present paper is understood as justification of anticipatory expectations or the level of implementation of the stated objectives. The main problem of the research is that the implementation of the programme in Lithuania was ineffective. The aim of the present thesis is to evaluate the effectiveness of the programme in Lithuania, find the main reasons for its‘ ineffectiveness and provide recommendations for raising the effectiveness of future EU culture funding programmes in Lithuania. The goals of the thesis are to determine if the programme objectives were achieved, identify the main factors of ineffective programme implementation in Lithuania and provide suggestions how to increase the effectiveness of the „Culture 2000“ continuing programmes in Lithuania.
