An Analytical Approach to Lean Six Sigma Deployment Strategies: Project Identification and Prioritization

abstract: The ever-changing economic landscape has forced many companies to re-examine their supply chains. Global resourcing and outsourcing of processes has been a strategy many organizations have adopted to reduce cost and to increase their global footprint. This has, however, resulted in increased process complexity and reduced customer satisfaction. In order to meet and exceed customer expectations, many companies are forced to improve quality and on-time delivery, and have looked towards Lean Six Sigma as an approach to enable process improvement. The Lean Six Sigma literature is rich in deployment strategies; however, there is a general lack of a mathematical approach to deploy Lean Six Sigma in a global enterprise. This includes both project identification and prioritization. The research presented here is two-fold. Firstly, a process characterization framework is presented to evaluate processes based on eight characteristics. An unsupervised learning technique, using clustering algorithms, is then utilized to group processes that are Lean Six Sigma conducive. The approach helps Lean Six Sigma deployment champions to identify key areas within the business to focus a Lean Six Sigma deployment. A case study is presented and 33% of the processes were found to be Lean Six Sigma conducive. Secondly, having identified parts of the business that are lean Six Sigma conducive, the next steps are to formulate and prioritize a portfolio of projects. Very often the deployment champion is faced with the decision of selecting a portfolio of Lean Six Sigma projects that meet multiple objectives which could include: maximizing productivity, customer satisfaction or return on investment, while meeting certain budgetary constraints. A multi-period 0-1 knapsack problem is presented that maximizes the expected net savings of the Lean Six Sigma portfolio over the life cycle of the deployment. Finally, a case study is presented that demonstrates the application of the model in a large multinational company. Traditionally, Lean Six Sigma found its roots in manufacturing. The research presented in this dissertation also emphasizes the applicability of the methodology to the non-manufacturing space. Additionally, a comparison is conducted between manufacturing and non-manufacturing processes to highlight the challenges in deploying the methodology in both spaces. / Dissertation/Thesis / Ph.D. Industrial Engineering 2011

An Assessment of the Public Sector Planning Process of the Implementation of Capital Projects in the Ohangwena Region, Namibia.

<p>This research study focuses on the way the Namibian public sector plans and implements capital projects, mainly in the Ohangwena region, and the Ministry of Health and Social Services in general. The research results show that the planning and project process is not clear and that options need to be considered for the improvement thereof. It is observed that often some of the identified and approved capital projects are not implemented and, if implemented, this is typically done in two or three years. Most parts of Ohangwena are comprised of sandy roads, especially the north-eastern area of Ohangwena which represents a large part of the region. Distances between health facilities and the scarcity of transport make it difficult for the community to easily reach the nearest health facility. The primary objective of this study is to perform an assessment of the planning process in the public sector for the implementation of capital projects and its effectiveness with regard to the planning and implementation of identified capital projects. From the outset, the critical issue is not only implementation, but also how the Ministry plans its capital projects for successful implementation. Interestingly, no research has been done before on this topic in Namibia. Against this background, officials (planners) that are directly involved in capital projects design were interviewed at the district, regional and national levels of the Ministry. The research investigation found that, in general, the planning and project processes in the Ministry are good, but a number of weaknesses were observed in the implementation process. The findings of the study showed that capacity in the Ministry, in terms of skills and technical expertise, are among the main causes of delay in the implementation of capital projects, particularly in the region and in the Ministry in general. The research found that lack of technical expertise in the Ministry and the limited capacity of those responsible for capital projects initiation and implementation, especially at the District and Regional level, have a substantial influence on most of all the weaknesses observed in the system. In this regard, specific recommendations were made regarding the prioritization of the necessary posts and building capacity at the operational level</p>

The project identification and planning phases are made, the course of implementation and completion phases is indicated.

A Methodology For Determining The Cluster Of A New Project

By definition, all projects are unique / however R&amp / D projects have specific characteristics that make them harder to manage. The project management methodology applied to R&amp / D projects may show differences due to the categorization of them. But if there exists a categorization of projects, one can analyze the properties of the project classes and then manage similar projects similarly. In this study, the R&amp / D projects of a main military electronics company of Turkey, are analyzed. Tun&ccedil / (2004) has developed a methodology for clustering the projects of this electronics company. Continuing from his studies, a methodology for determining the class of a new project of this electronics company is developed. For defining the projects in a project space, a Project Identification Card (PIC) is developed. The measurement scale of the PIC is constructed by using the absolutemeasurement Analytic Hierarchy Process. A clustering Tabu Search algorithm is generated for using in the sensitivity analyses of the clusters to projects. And a methodology for determining the cluster of a new project is developed.
