Para operacionalizar esse e outros princ?pios, a Pol?tica Nacional de Assist?ncia Social organiza-se no Sistema ?nico da Assist?ncia Social (SUAS) que, por sua vez, hierarquiza-se em prote??o social b?sica e especial. A organiza??o da prote??o social b?sica ? de responsabilidade dos CRAS, cujo objetivo ? atuar no ?mbito da preven??o de riscos sociais por meio do desenvolvimento de potencialidades e do fortalecimento de v?nculos familiares e comunit?rios. Em contextos em que o territ?rio possui grande extens?o, espalhamento, dif?cil acesso e ou presen?a de popula??es tradicionais, como comunidades ind?genas e quilombolas, Equipes Volantes s?o implantadas para compor a equipe dos CRAS. No Rio Grande do Norte, essas equipes est?o presentes em munic?pios de pequeno porte e pr?ximas a ?reas rurais, onde est?o os grandes focos da pobreza extrema. Diante dessa realidade, o objetivo geral desta disserta??o foi investigar como as a??es das equipes volantes de CRAS respondem ?s demandas de seus territ?rios de abrang?ncia no Rio Grande do Norte. Para isso, foram mapeadas todas as equipes volantes existentes e em funcionamento no estado e, em seguida, realizadas oito entrevistas semiestruturadas com equipes atuantes em sete munic?pios de pequeno porte do RN. As informa??es foram sistematizadas e agrupadas em categorias gerais para an?lise qualitativa do conte?do textual, na tentativa de apreender a realidade investigada em sua totalidade e processualidade. Os resultados apontam que as equipes volantes investigadas ainda s?o recentes no estado, compostas predominantemente por assistentes sociais, mas profissionais da psicologia e pedagogia tamb?m fazem parte de algumas delas. De um modo geral, diante da recenticidade, da falta de infraestrutura e da quantidade de comunidades rurais espalhadas pelos territ?rios, a presen?a das equipes nas ?reas rurais se torna espor?dica e acaba por fragilizar a continuidade das a??es. Aliado a isso, o conhecimento das profissionais sobre a realidade dos territ?rios ainda aparenta ser prec?rio, pois a busca pelas demandas e necessidades das fam?lias n?o ? sistem?tica e organizada. Por outro lado, foi poss?vel identificar que algumas equipes realizam estrat?gias e a??es que buscam romper com os limites existentes e com as pr?ticas assistencialistas tradicionais, promovendo articula??o com organiza??es comunit?rias, movimentos sociais e outros equipamentos sociais que est?o mais pr?ximos ?s fam?lias. / One of the main assumptions for understanding the s ocial assistance as a public policy is the principle of territorialization, which means recogn izing that the particularities of the territory make a difference in the management of the policy. To operationalize this and other principles, the National Social Assistance Policy i s organized in the Unified Social Assistance System (SUAS) which, in turn, is divided between basic and special social protections. The organization of basic social prote ction is a responsibility of the CRAS, whose purpose is to act in the prevention of social risks through the development of potentials and the strengthening of family and comm unity ties. In contexts in which the territory has great extent, spreading, difficult ac cess and/or presence of traditional populations, such as indigenous communities and qui lombolas, the mobile teams are deployed and integrated into the staff of the CRAS. I n Rio Grande do Norte, they are present in small cities and near rural areas, where there i s a higher incidence of extreme poverty. By associating the work of the mobile teams and the co ntext of the fight against poverty in rural areas of Rio Grande do Norte, some questions emerged : how has this work been? What is its basis? Who is involved? Are the demands private? Ar e there differences between the work of the mobile teams and of the CRAS? What are the diffic ulties? How is the work done? Thus, the general objective of this study was to investig ate how the performance of CRAS? mobile teams meets the demands of the territories they cov er in Rio Grande do Norte. For this, all existing mobile teams in the state were mapped and then we made eight semi-structured interviews with teams that work in seven small town s in RN. The information was systematized and grouped into general categories fo r qualitative analysis of textual content in an attempt to understand the reality investigated i n its entirety and processuality. The results show that the mobile teams investigated are still r ecent in the state. They are composed predominantly of social workers, but professionals of psychology and pedagogy also take part in some teams. In general, given the recency, lack of infrastructure and the number of rural communities scattered throughout the territor y, the presence of the teams in rural areas becomes sporadic and ultimately the continuity of a ctions is undermined. In addition, the knowledge of the professionals about the reality of the territories still appears to be precarious, as the search for demands and the famil ies? needs is not systematic and organized. Nevertheless, we found that some teams perform stra tegies and actions that seek to overcome the existing limits and the traditional assistencia lism, working in partnership with community organizations, social movements and other social eq uipments that are closer to the families.

Dada ? rapidez desse processo, esse crescimento tem produzido diferentes implica??es na estrutura das rela??es sociais, econ?micas e culturais das sociedades e, como tal, constitui novos desafios para as pol?ticas p?blicas e, particularmente, para a pol?tica de assist?ncia social brasileira. Considerando o expressivo aumento da popula??o idosa natalense e os desafios da pol?tica de assist?ncia social, essa pesquisa objetiva identificar e analisar as demandas e os desafios da Pol?tica de Assist?ncia Social no munic?pio de Natal/RN, na particularidade do acesso da popula??o idosa ? Prote??o Social B?sica nos Centros de Refer?ncia da Assist?ncia Social. A presente pesquisa norteia-se pelo m?todo cr?tico dial?tico, sendo os procedimentos metodol?gicos que nortearam o estudo: as pesquisas bibliogr?fica, documental e campo, bem como a observa??o sistem?tica. Algumas perguntas de partida foram importantes para nortear este trabalho: Quais as demandas que chegam ao CRAS pela popula??o idosa? Quais as respostas a estas demandas pela PSB? Como os CRAS vem implementando a prote??o social em respostas a essas demandas como garantia de direitos a popula??o idosa? Os servi?os oferecidos pelos CRAS atende as necessidades do usu?rio idoso? Para se chegar aos resultados desta pesquisa, foram realizadas pesquisa a documentos e pesquisa de campo em 4 (quatro) CRAS das diferentes zonas distritais do munic?pio de Natal. Os resultados desta pesquisa apontam que a prote??o social b?sica ? bastante fr?gil, deixando parcela da popula??o em situa??o de risco e vulnerabilidade social ainda sem aten??o devido a diversos fatores, dentre eles a reduzida equipe t?cnica e a impossibilidade de atendimento a todos os bairros referenciados pelos CRAS nas respectivas zonas, sendo 85% dos idosos atendidos advindos de demandas espont?neas. / Over the past decades, starting mainly in the 1960s, the number of elderly has grown in the country and an aging population is considered a remarkable global phenomenon. Given the speed of this process, this growth has produced different implications for the structure of the social, economic and cultural societies and, as such, constitutes new challenges for public policy, and particularly for the Brazilian social assistance policy. Considering the significant increase aging population in Natal and the challenges of social welfare policy, this research aims to identify and analyze the demands and challenges of Social Assistance Policy in the city of Natal / RN, in particular the access of the elderly to social protection basic in the Reference Centers of Social Assistance. This research uses a critical dialectical method, and the methodological procedures that guided the study: the bibliographical research, documentary and field as well as systematic observation. Some initial questions were important to guide this work: What are the demands that come to CRAS the elderly population? What are the answers to these demands by the Basic Social Protection? How this CRAS has implemented social protection responses to these demands as rights guarantee the elderly population? The services offered by CRAS meets user needs? To get the results of this research, bibliographic sources were used, documentary and observation for four (4) CRAS of different district areas of the city of Natal. The results of this research show that basic social protection is quite fragile, leaving part of the population at risk and social vulnerability still without attention due to several factors, including the reduced technical team and the impossibility of service to all neighborhoods referenced by CRAS in the respective zones, and 50% of elderly assisted arising from spontaneous demands.

The objective is to understand how the psychologists in the health services of Natal, RN, specifically in the Basic Health Units and social assistance, experience their daily practices. The methodology included observation and interviews of 13 psychologists regarding their daily activities and forms of practice in these services. We utilized an interview protocol directed at the affective memory and the professional life history of these technicians. Field notes were used to produce a cartography of the encounter intensities experienced by the researcher in the investigated context. The data analysis enabled the construction of the following analytic axes: 1) Work processes and proximity/ distancing points between these fields; 2) Forms of government and life management in the well-being context; 3) Experiments of self in the daily services. The first axis showed the precariousness of working conditions (remuneration issues, lack of structure, of training and autonomy for the activities). In the second axis the identified care forms produced in these fields indicated an adherence to the production of ideal subjects characterized as autonomous, productive, healthy and aware of own rights . These were considered normative insofar as they express attempts to break with the established patterns. In the third axis, many technicians experienced constraint with the daily activities because they found themselves in contexts that were adverse to the habitual forms of action. This situation provoked two distinct forms of positioning: a) action expressed by compassion, pity and resentment; b) investment in the practices themselves, so as to overcome its limits and to respond innovatively to the difficulties and/or challenges that these contexts provoke / Esse estudo versa sobre os encontros produzidos entre a psicologia e o campo das pol?ticas de Bem-Estar Social e objetiva conhecer como os psic?logos que atuam nos servi?os sa?de em Natal/RN, especificamente nas Unidades B?sicas de Sa?de (UBS) e de assist?ncia social (Centros de Refer?ncia de Assist?ncia Social/CRAS) vivem o cotidiano de suas pr?ticas. Em rela??o aos procedimentos metodol?gicos realizamos o acompanhamento (observa??o e entrevista) do cotidiano e dos modos de atuar dos psic?logos (n = 13) ligados aos referidos servi?os. Foi utilizado um roteiro de entrevista voltado para a mem?ria afetiva e a hist?ria de vida profissional desses t?cnicos, bem como um di?rio de campo para cartografar as intensidades do encontro deste pesquisador com o campo investigado. A an?lise dos dados permitiu a constru??o dos seguintes eixos anal?ticos: 1) Processos de trabalho e pontos de aproxima??o/ afastamento entre esses campos; 2) Modos de governo e gest?o da vida no campo do bem-estar; 3) Experimenta??es de si no cotidiano dos servi?os. Como resultados, verificou-se no primeiro eixo, a precariza??o das condi??es de trabalho (quest?es salariais, falta de estrutura, de capacita??o e autonomia para o desenvolvimento das atividades). No segundo eixo, identificou-se que as formas de cuidado produzidas nesses campos indicam tanto uma ades?o a um ideal de produzir sujeitos "aut?nomos, produtivos, saud?veis e conscientes dos seus direitos", logo normativas, quanto expressam tentativas de ruptura com o estabelecido. No terceiro eixo, por se encontrarem em contextos adversos aos modos habituais de atua??o, muitos t?cnicos experimentam estranhamento e mal-estar frente ao cotidiano, situa??o que provoca dois modos distintos de posicionamento: a. atua??o pela via da compaix?o, da piedade e do ressentimento; b. investimento em pr?ticas de si, de modo a ultrapassar seus pr?prios limites e responder de maneira inventiva ?s dificuldades e/ou desafios que esses campos provocam
