We sought to understand the role played by the actors involved - Archdiocesan Social Action (ASA), municipal agencies Protection and Civil Defense and NUPDECs - the dynamics of the participatory process and the challenge of risk management. It started from the principle that the nuclei are the basis of local and which can preferably be installed in high environmental vulnerability training areas. In this context, the objective was to point out the actions, weaknesses and potential of NUPDECs and the challenge against the National Policy for Civil Protection and Defense on the location. Being an exploratory research, data collection was given by the analysis of the ASA documents and collection of data in the field, through interviews, in order to understand the facts concerning the reality and the implementation of NUPDECs. The theoretical framework addressed disaster risk management, social participation, community participation through the NUPDECs, public policy and social and environmental vulnerabilities. The main results refer to the identification of insecurity generated by the lack of reference to NUPDECs the National Protection and Civil Defence Policy; the lack of structure and communication to accompany the municipalities by the State Protection and Civil Defense and consequently the COREDECs that are organizing; and the unpreparedness of the municipalities for the implementation of NUPDECs as they have an excess baggage assignments generated by PNPDEC assigned to them. It is understood that since these cores Community bodies Protection and Civil Defense municipal, non-governmental organizations that promote the must operate in the light of municipal coordinators. However, the latter do not have adequate structure of work, especially technical staff available for monitoring of implanted nuclei. As demonstrated in the study non-governmental organizations may fail to perform activities by understanding that this is a role of direct organs Protection and Civil Defense. / Este estudo abrange uma reflexão sobre a sensibilização, mobilização e implantação dos Núcleos Comunitários de Proteção e Defesa Civil (NUPDEC) enquanto iniciativa de uma organização não governamental em parceria com as Coordenadorias de Proteção e Defesa Civil dos municípios de Brusque e Botuverá. Buscou-se compreender o papel desempenhado pelos atores envolvidos - Ação Social Arquidiocesana (ASA), órgãos municipais de Proteção e Defesa Civil e NUPDECs - na dinâmica do processo participativo e do desafio da gestão de riscos. Partiu-se do princípio de que os núcleos são a base das capacitações locais e que podem ser preferencialmente instalados em áreas de alta vulnerabilidade socioambiental. Nesse contexto, objetivou-se apontar a atuação, as fragilidades e potencialidades dos NUPDECs, bem como o desafio face à Política Nacional de Proteção e Defesa Civil na implantação local. Sendo uma pesquisa exploratória, a recolha de dados deu-se pela análise dos documentos da ASA e pela coleta de dados em campo, por meio de entrevistas, com o intuito de compreender os fatos referentes à realidade e à implantação dos NUPDECs. O referencial teórico abordou gestão de riscos de desastres, participação social, participação comunitária por intermédio dos NUPDECs, políticas públicas e vulnerabilidades socioambientais. Os principais resultados obtidos referem-se à identificação da insegurança gerada pela ausência de referência aos NUPDECs na Política Nacional de Proteção e Defesa Civil; à falta de estrutura e de comunicação para acompanhar os municípios por parte da Proteção e Defesa Civil Estadual e, consequentemente, das COREDECs que estão se organizando; e ao despreparo dos municípios para a implantação dos NUPDECs, pois têm um excesso de bagagem de atribuições geradas pela PNPDEC que lhes é atribuída. Entende-se que, sendo esses núcleos comunitários órgãos de Proteção e Defesa Civil municipal, as organizações não governamentais que os fomentam devem operar à luz das coordenadorias municipais. Entretanto, as últimas não possuem estrutura adequada de atuação, em especial corpo técnico disponível para acompanhamento dos núcleos implantados. Como demonstrado no estudo as organizações não governamentais podem deixar de realizar as atividades por compreender que este é um papel dos órgãos diretos de Proteção e Defesa Civil.
