The bright lights grow fainter : livelihoods, migration and a small town in Zimbabwe

The Aids pandemic and structural adjustment policies (SAP) have had effects on lower income households in Zimbabwe which have been devastating and people have been required to adapt their livelihood strategies. Small towns meanwhile are growing rapidly in Zimbabwe and mobility towards these towns may be connected with the changes being forged by SAP on the economic landscape. This study seeks to establish how the individual migrant uses mobility to negotiate this landscape. This involves mobility directed towards small towns to access advantageous provisioning possibilities, and also the engagement in a multitude of family linkages from the small town to other places within the settlement system. Substantiated through a case study of Rusape, this study suggests that lower living costs, higher food security and a more accessible labour market may be attracting migrants from higher level urban centres. The role of the network of kin relations in mobility is important and migrants’ networks over space cover both rural homes and urban areas. The access to networks, however, is being stratified under SAP and the ability to maintain linkages with relatives is declining, suggesting a rising vulnerability connected with the inability of leaving places and entering others.

Low-income Mothers, Provisioning, and Childcare Policy: A Vision of Shared Caring

This research examines how childcare policy in Ontario, Canada assists and constrains low-income urban women’s strategies of provisioning for their children. Childcare policy refers to the range of programs that assist families in reconciling paid work and parenthood. In Ontario, Canada, these programs include childcare fee subsidies, tax deductions, parental leave policies, child benefits/allowances and a program regulating live-in caregivers. Provisioning is used to capture an array of daily work-related activities (e.g. paid, unpaid and caring labour) that mothers perform to ensure their children’s survival and well-being. The qualitative study, based on individual semi-structured interviews with 20 low-income mothers living in an urban community, found that women carry out various activities in provisioning for their children. Some of these are familiar and visible activities such as providing domestic caring labour, engaging in the labour market, and undertaking volunteer work in the community. Others are less visible tasks such as sustaining their health and that of their children, making claims/asserting their rights, and ensuring safety. Low-income urban mothers provision under numerous constraints. A continuous shortage of money and childcare issues are at the core of these constraints. The study also found that the mothers encounter a variety of barriers in the community, such as a limited availability of social and community services and a high level of violence/criminal activity in their neighbourhoods. Issues related to poor health, an inadequate diet, or the necessity of caring for children with special needs further constrain women’s lives. Limited English language skills, racial barriers, and the struggles of adapting to a new country add to the multi-dimensional barriers facing low-income urban mothers. The research indicates that mothers use a variety of strategies to counter these barriers; however, these strategies cost women in terms of their time as well as their physical, mental and emotional energy. Childcare policy assists to a certain extent by providing some support to low-income mothers. Enhancements to the existing policies have potential benefits; however, they are like patches on a leaky bucket. Ultimately, the bucket needs to be replaced with a new way of envisioning family responsibilities, work and childcare.

Chorus: Model Kowledge Base for Perfomance Modeling in Datacenters

Due to the imperative need to reduce the management costs, operators multiplex several concurrent applications in large datacenters. Offset time-emulated architecture for optical burst switching-modelling and performance evaluation

L'evolució de les xarxes publiques de transport de dades destaca per el continu augment de la demanda de tràfic a la que estan sotmeses. La causa és la imparable popularització d'Internet i del seu ús per a tot tipus d'aplicacions. Les xarxes de commutació de ràfegues òptiques (OBS: Optical Bursts Switching) són una solució extraordinàriament prometedora per la pròxima generació de xarxes, tant per la flexibilitat que ofereixen com per el seu alt rendiment fruit de l'explotació de la multiplexació estadística en el domini òptic.Aquesta tesi presenta l'anàlisi, modelització i avaluació de les xarxes de commutació de ràfegues òptiques basades en l'emulació del temps de compensació (emulated offset time: E-OBS). El concepte d'E-OBS defineix una arquitectura de xarxa OBS per al transportar i commutar ràfegues òptiques en una xarxa troncal en la que, al contrari de l'arquitectura convencional (C-OBS) en la que el temps de compensació s'introdueix des dels nodes d'accés, el temps de compensació s'introdueix en cadascun dels nodes de la xarxa per mitjà d'un retardador de fibra addicional. L'arquitectura E-OBS permet superar algunes de les desavantatges inherents a arquitectures C-OBS, però la seva gran virtut és la compatibilitat amb les xarxes de commutació de circuits òptics (OCS: Optical Circuit Switching) actuals i les futures xarxes de commutació de paquets òptics (OPS: Optical Packet Switching), de manera que les xarxes OBS basades en una arquitectura E-OBS) poden facilitat enormement la transició de unes a les altres.A ala vista dels principals requeriments de disseny de les xarxes OBS, que són la resolució de contencions en el domini òptic, la provisió de qualitat de servei (QoS) i l'òptim encaminament de les ràfegues per tal de minimitzar la congestió de la xarxa, . en aquesta tesi es proposa un disseny de l'arquitectura E-OBS basada en (i) un mètode viable per a la provisió del temps de compensació, (ii) una qualitat alta global de servei, i (iii) un mecanisme d'encaminament que minimitzi congestió de xarxa.- La primera part d'aquesta tesi proporciona la informació documental necessària per al disseny d'E-OBS.- La segona part se centra en l'estudi de la funcionalitat i viabilitat de l'arquitectura E-OBS. S'introdueixen els principis d'operació d'E-OBS i s'identifiquen els principals esculls que presenten les arquitectures C-OBS i que deixen de ser-ho en una arquitectura E-OBS. Alguns d'aquests esculls són la dificultat d'utilitzar un algorisme d'encaminament amb rutes alternatives, la complexitat dels algoritmes de reserva de recursos i la seva falta d'equitat, la complexitat en la provisió de la QoS, etc. En aquesta segona part es constata que l'arquitectura E-OBS redueix la complexitat dels de reserva de recursos i es verifica la viabilitat d'operació i de funcionament de la provisió del tremps de compensació en aquesta arquitectura a partir de figures de comportament obtingudes amb retardadors de fibra comercialment disponibles.- La tercera part encara el problema de la provisió de la QoS. Primer s'hi revisen els conceptes bàsics de QoS així com els mecanismes de tractament de la QoS per a xarxes OBS fent-ne una comparació qualitativa i de rendiment de tots ells. Com a resultat s'obté que el mecanisme que presenta un millor comportament és el d'avortament de la transmissió de les ràfegues de més baixa prioritat quan aquestes col·lisionen amb una de prioritat més alta (es l'anomenat Burst Preemption mechanism), el qual en alguns casos presenta un problema de senyalització innecessària. Aquesta tercera part es conclou amb la proposta d'un mecanisme de finestra a afegir al esquema de Burst Preemption que només funciona sobre una arquitectura E-OBS i que soluciona aquest problema.- En la quarta part s'afronta el problema de l'encaminament en xarxes OBS. S'estudia el comportament dels algoritmes d'encaminament adaptatius, els aïllats amb rutes alternatives i els multicamí distribuïts, sobre xarxes E-OBS. A la vista dels resultats no massa satisfactoris que s'obtenen, es planteja una solució alternativa que es basa en model d'optimització no lineal. Es formulen i resolen dos models d'optimització per als algoritmes encaminament de font multicamí que redueixen notablement la congestió en les xarxes OBS.Finalment, aquesta tesi conclou que l'arquitectura E-OBS és factible, que és més eficient que la C-OBS, que proveeix eficaçment QoS, i que és capaç d'operar amb diverses estratègies d'encaminament i de reduir eficaçment la congestió de xarxa. / The fact that the Internet is a packet-based connection-less network is the main driver to develop a data-centric transport network. In this context, the optical burst switching (OBS) technology is considered as a promising solution for reducing the gap between transmission and switching speeds in future networks.This thesis presents the analysis, modelling, and evaluation of the OBS network with Emulated offset-time provisioning (E-OBS). E-OBS defines an OBS network architecture to transport and switch optical data bursts in a core network. On the contrary to a conventional offset-time provisioning OBS (C-OBS) architecture, where a transmission offset time is introduced in the edge node, in an E-OBS network the offset time is provided in the core node by means of an additional fibre delay element. The architecture is motivated by several drawbacks inherent to C-OBS architectures. It should be pointed out that the E-OBS has not been studied intensively in the literature and this concept has been considered rather occasionally.Due to the limitations in optical processing and queuing, OBS networks need a special treatment so that they could solve problems typical of data-centric networks. Contention resolution in optical domain together with quality of service (QoS) provisioning for quality demanding services are, among other things, the main designing issues when developing OBS networks. Another important aspect is routing problem, which concerns effective balancing of traffic load so that to reduce burst congestion at overloaded links. Accounting for these requirements, the design objectives for the E-OBS architecture are (i) feasibility of offset-time provisioning, (ii) an overall high quality of service, and (iii) reduction of network congestion. These objectives are achieved by combining selected concepts and strategies, together with appropriate system design as well as network traffic engineering.The contributions in this thesis can be summarized as follows.- At the beginning, we introduce the principles of E-OBS operation and we demonstrate that C-OBS possesses many drawbacks that can be easily avoided in E-OBS. Some of the discussed issues are the problem of unfairness in resources reservation, difficulty with alternative routing, complexity of resources reservation algorithms, efficiency of burst scheduling, and complexity in QoS provisioning. The feasibility of E-OBS operation is investigated as well; in this context, the impact of congestion in control plane on OBS operation is studied. As a result, we confirm the feasibility of E-OBS operation with commercially available fibre delay elements.- Then, we provide both qualitative and quantitative comparison of the selected, most addressed in the literature, QoS mechanisms. As an outcome a burst preemption mechanism, which is characterized by the highest overall performance, is qualified for operating in E-OBS. Since the preemptive mechanism may produce the overbooking of resources in an OBS network we address this issue as well. We propose the preemption window mechanism to solve the problem. An analytical model of the mechanism legitimates correctness of our solution.- Finally, we concern with a routing problem - our routing objective is to help the contention resolution algorithms in the reduction of burst losses. We propose and evaluate two isolated alternative routing algorithms designed for labelled E-OBS networks. Then we study multi-path source routing and we use network optimization theory to improve it. The presented formulae for partial derivatives, to be used in a non-linear optimization problem, are straightforward and very fast to compute. It makes the proposed non-linear optimization method a viable alternative for linear programming formulations based on piecewise linear approximations.Concluding, E-OBS is shown to be a feasible OBS network architecture of profitable functionality, to support efficiently the QoS provisioning, and to be able to operate with different routing strategies and effectively reduce the network congestion.

Radio Resource Management for Wireless Mesh Networks Supporting Heterogeneous Traffic

Wireless mesh networking has emerged as a promising technology for future broadband wireless access, providing a viable and economical solution for both peer-to-peer applications and Internet access. The success of wireless mesh networks (WMNs) is highly contingent on effective radio resource management. In conventional wireless networks, system throughput is usually a common performance metric. However, next-generation broadband wireless access networks including WMNs are anticipated to support multimedia traffic (e.g., voice, video, and data traffic). With heterogeneous traffic, quality-of-service (QoS) provisioning and fairness support are also imperative. Recently, wireless mesh networking for suburban/rural residential areas has been attracting a plethora of attentions from industry and academia. With austere suburban and rural networking environments, multi-hop communications with decentralized resource allocation are preferred. In WMNs without powerful centralized control, simple yet effective resource allocation approaches are desired for the sake of system performance melioration. In this dissertation, we conduct a comprehensive research study on the topic of radio resource management for WMNs supporting multimedia traffic. In specific, this dissertation is intended to shed light on how to effectively and efficiently manage a WMN for suburban/rural residential areas, provide users with high-speed wireless access, support the QoS of multimedia applications, and improve spectrum utilization by means of novel radio resource allocation. As such, five important resource allocation problems for WMNs are addressed, and our research accomplishments are briefly outlined as follows: Firstly, we propose a novel node clustering algorithm with effective subcarrier allocation for WMNs. The proposed node clustering algorithm is QoS-aware, and the subcarrier allocation is optimality-driven and can be performed in a decentralized manner. Simulation results show that, compared to a conventional conflict-graph approach, our proposed approach effectively fosters frequency reuse, thereby improving system performance; Secondly, we propose three approaches for joint power-frequency-time resource allocation. Simulation results show that all of the proposed approaches are effective in provisioning packet-level QoS over their conventional resource allocation counterparts. Our proposed approaches are of low complexity, leading to preferred candidates for practical implementation; Thirdly, to further enhance system performance, we propose two low-complexity node cooperative resource allocation approaches for WMNs with partner selection/allocation. Simulation results show that, with beneficial node cooperation, both proposed approaches are promising in supporting QoS and elevating system throughput over their non-cooperative counterparts; Fourthly, to further utilize the temporarily available radio spectrum, we propose a simple channel sensing order for unlicensed secondary users. By sensing the channels according to the descending order of their achievable rates, we prove that a secondary user should stop at the first sensed free channel for the sake of optimality; and Lastly, we derive a unified optimization framework to effectively attain different degrees of performance tradeoff between throughput and fairness with QoS support. By introducing a bargaining floor, the optimal tradeoff curve between system throughput and fairness can be obtained by solving the proposed optimization problem iteratively.

A Mother's Love: A Narrative Analysis of Food Advertisements in an African American Targeted Women's Magazine

This thesis examines how food advertisers contributed to the cultural identity of the "good mother" in the 1990s and 2000s. It expands on previous research that investigated traditional gender ideologies in food advertisements by narrowing in on the specific stories presented to African American women. It highlights a time when advertisers were responding to the demands of African American activists to recognize the African American consumer, and depict African American characters in a positive light. A narrative method of inquiry is utilized to deconstruct the stories in 117 food advertisements running in Essence magazine (an African American targeted women's magazine) in the 1990s and 2000s. Analyses suggest that the most frequent narrative in both decades was the story of the "good mother." Food advertisers primarily constructed this story with characters of mothers, fathers, and their children in the 1990s, and children alone in the 2000s. Other characters that recurred less frequently were the "good woman," "expert advisors," and "activists and innovators." Yet, these characters made minimal appearances compared to those in the "good mother" category. This study suggests that in the 1990s and 2000s food advertisers were portraying African American characters in a positive manner, but that these positive portrayals reinforced hegemonic ideologies about family life that ignored the experiences of mothers living outside of heteronormative nuclear families.

Charitable meal provisioning in Greater Victoria 2008-2011

Charitable food assistance programs such as food banks, food pantries, soup kitchens and community meals are the main food resource available to Canadians who are experiencing food insecurity. A survey was conducted with 48 agencies that operate food assistance programs in Greater Victoria, 30 of which were providing meals. In comparison to groceries or hampers, meals made up the majority of food relief available in the region. An exploration of the characteristics, resources and resource-related challenges of charitable meal programs provided insight as to how the food relief system operates, who is being served and the limitations facing agencies responding to food needs at the community-level. A comparison of meal provisioning in a selection of meal programs in 2011 to a similar survey conducted in 2008 found meal provisioning increased two-fold over this three year time span, all while agencies relied more on food donations and nearly half underwent major changes to their services mainly due to constrained resources. This study afforded the opportunity to discuss responsiveness of this system to food insecurity in Greater Victoria. / Graduate
