Chile's market orientated model of public television

The main objective of this dissertation is to provide a comprehensive picture of the evolution and current performance of the market-oriented model of public service television in Chile. The focus is largely on the commercially-funded stateowned television network, Television Nacional de Chile (TVN). This thesis argues that Public Service Broadcasting (PSB) is still valid and necessary, yet the means to achieve this ideal have evolved and require some fresh thinking; such as the way forward provided by this case study. This work attempts to describe TVN's main political, economical, and managerial characteristics when delivering PSB according to television law, considering the evolution of the media in Chile and Latin America. For this purpose, the analysis integrates the political economy of the media from a managerial and regulatory perspective. The work is divided into two main parts. The first explains the current situation of PSB in the industrialised world, and also deals with the peculiar development of Chilean broadcasting within Latin America. The second part is the most important because it assesses the Chilean model at its present state. Nowadays TVN is an influential counterweight to authoritarian entrenchments as well as a booster of innovation and growth of the audio-visual sector. Its promarket orientation prevents traditional forms of government manipulation, it is coherent with overall macroeconomic policy, and introduces awareness for the audience's preferences. But this case also has important contradictions that need to be dealt with in order to enhance its contribution to social welfare and democracy. The thesis assumes that PSB -a Western European concept- has been possible in Chile because of a relatively extended republican tradition, and because of the effectiveness and probity of its public institutions. Nevertheless, as a developing country Chile has also suffered poverty, economic instability, and a prolonged military dictatorship (1973-1990) among other problems. These factors explain the differences between Chilean public television and its counterparts in the industrialised world, yet at the same time they reveal a special need for such a service despite all the technological changes that are taking place.

An evaluation of a municipal work-for-relief project

A recurring demand in the field of public assistance is the request that recipients should be expected to work for their allowances. A project based on this principle was operated by a municipality in the Lower Fraser Valley during the winter of 1961-62. This study attempts to evaluate the results achieved. The historical background of work-for-relief has been reviewed -particularly the experience of the United States and Canada. It is usually found that attempts to meet unemployment with a policy of work-relief are soon abandoned because available funds are quickly exhausted and it is never possible to provide work for all who apply for it. Direct relief is resorted to because it is less costly. When large numbers of persons become dependent upon public assistance the belief persists that many do so because they are unwilling to work. Policies are subsequently advocated which urge that recipients should be put to work to earn their allowances. Experience during the depression of the thirties indicated that, in fact, people wanted nothing so much as a job. The project under study was based on the assumption that the persons assigned were "chronic recipients of social assistance". The project operated from November, 1961 to May, 1962. A study carried out in the following August, 1962 indicated that anumber had not returned to social assistance rolls by that date. The inference was made that their work-for-relief assignment had contributed to a lessening of dependency. This study suggests that the lessening of dependency had actually begun five months prior to the operation of the project and was probably due to improved economic conditions. It was suggested that the primary causes of dependency were poor physical and mental health as well as adverse employment conditions. The development of women in the National Department of Agriculture DoA of South Africa : a case study approach

In recent years, African women have gained power and visibility in political and corporate arenas. Inspired by this new phenomenon, attempts are being made to define the extent to which women are developed in the public service despite patriarchal implications of male dominated African societies. (Trinh as cited by Flynn 2002: 46). Women’s development in the public service has shown a steady increase in the proportion of women occupying positions traditionally dominated by men. African countries’ rankings continue to rise compared to other countries, such as the United States (U.S.), whose ranking continues to go down in terms of women in positions of political leadership (Coughlin, Wingard&Hollihan, 2005, p. xxiv and Inter- Parliamentary Union (IPU), 2006). It is for reasons like these and others that the focus of this study was to examine the development of women at the National Department of Agriculture (DoA) of South Africa. The study focused on ways that would enhance further development of women, thus fulfilling the government’s mandate to advance women’s empowerment within the DoA. The research question from which the general and specific objectives of the study were conceptualised follows. <ul><li>What is the status of development for women within the Department of Agriculture in South Africa? </li></ul> The current status of the development of women within the DoA was examined in questionnaires distributed among its female employees. From the analysis of the data, it was concluded that although training and education is provided for women, many other issues for enhancing development can be done. These issues include recognition in the workplace, as well as promotion to senior managerial positions. In view of the findings of the study, this researcher suggested recommendations to be implemented by the department to accelerate the status and development of women. Three necessary steps to advance women’s status include: <ul> <li>ensuring that employment equity committees and programmes are representative and integrated,</li> <li>formulating gender-sensitive policies at work, and</li> <li> providing improved management training for female employees to equip them with the necessary skills and knowledge to perform in advanced positions.</li></ul> Copyright / Dissertation (MAdmin)--University of Pretoria, 2009. / School of Public Management and Administration (SPMA) / unrestricted

The tie of atypical employment - The public service employment expansion program

In 1989, the Executive Yuan started to downsize the organization of government. But the international economical depression cause jobless in Taiwan, and the government decided to expand the multiple employment promotion project, provide more job vacancy, match the jobless labors and the public service. It is the public service employment expansion program. Public service contract out and atypical employment in business are on the same purpose, the efficiency purpose and the economical purpose, and it's the purpose on the management position. But the public service employment expansion program, observably on labor position, is on the purpose to provide enough job vacancy. And that's the tie. This research observed how the public-service workers works in Center of Disease Control in Kaohsiung City (KCDC). On public service purepose, the program did make it more efficiency in KCDC. But in labor's view, however, the program just provided immediate job vacancy, and nothing more than that.
