With the increasing automation of an organization's activities, large volumes of data are generated faster than they may be consumed and digested. The Department of Rural Development and Land Reform is faced with such a generation of large volumes of data. The department could have benefited from data warehousing in which data is stored within a single repository. However, there is no framework that could inform the adoption of Data Warehousing by a South African government department. This research study therefore intended to design a framework for the adoption of Data Warehousing by a South African government department.

Thesis is submitted in partial fulfilment for the degree of Master of the Built Environment in Housing to the Faculty of Engineering and the Built Environment, School of Architecture and Planning at the University of the Witwatersrand, Johannesburg, 2017 / The research report is based on the complex nature of land registration within a
township establishment process in South Africa. Post 1994 democratic government
have placed a great emphasis on land tenure security. Therefore it becomes crucial for
government departments to identify, acquire and expropriate land for the provision of
affordable integrated human settlements. The political drive for low income housing
developments results in community pressured projects, disregarding the opening of a
township register which enables individual title transfers. Several townships established
on municipal owned land are incomplete wherein the General Plan is approved but not registered at the deeds office, hampering deed of transfers to allocated beneficiaries.
Land exchanges, employer housing allowance, family inheritance and insurance
contracts necessitate land ownership declaration. The various land tenure security
approaches are explored and argued for formal recognition since they have been
proven to be working successfully in other parts of the world. / XL2018

M. Tech. Business Information Systems / The government's intention is to extend the provision of government services to citizens beyond the traditional boundaries of time and space. Additionally to the face-to-face provision of government services, this could also be achieved through utilization of the Internet and the evolving information and communication technologies. This concept is what has brought about what is called the electronic government or e-government as some would refer to it. E-government is meant to facilitate service provision to citizens and businesses that the government has a mission to serve - including those handicapped due to physical, social, economic, geographical or cultural factors - independent of time and space. Equity and fairness, which drive governments social inclusion, dictate that disadvantaged groups should not experience inferior access to public services compared to other groups. Therefore, no matter what channel is decided upon by government to use to provide these services, it remains government's responsibility to cater for all its citizens and residents. How e-government is accepted and utilized by South African residents, especially in rural areas, is not adequately and properly understood. This study utilized and applied Unified Theory of Acceptance and Use of Technology to explore the acceptance and use of e-government in rural South Africa.

Business Information Systems / The adoption of Information and Communication Technology (ICT) solutions offer several potentials for most organisations (private and public) such as enabling effectiveness, efficiency, competitive advantage among others. As a result, we have seen several IT solutions implemented not only by private sectors but also by the backbone of public entities in the drive for efficiencies in service delivery such as the South African (SA) government. The SA government adopted Open Source Software (OSS) with the aim to reduce IT services cost, less dependencies on imported technology, skills, and flexibility. The SA government was less successful in achieving this aim due to OSS implementation challenges. These challenges among other things include support, funding, training, awareness, and human factors. In the midst of the OSS challenges, a potential alternative to address the same objectives aimed by OSS is Cloud Computing adoption. Cloud Computing is the latest phenomena that promises better potentials especially IT cost reduction, effectiveness and efficiency of IT services. The purpose of this study is to explore the feasibility of Cloud Computing adoption in SA government as a cost effective approach for IT services.

The thesis explores the nature of public management of environmental impact
assessments in South Africa. As concern for the environment and for the attainment of
sustainable development has grown globally, so too has the adoption of environmental
management systems in line with this goal. The environmental impact assessment (EIA)
is regarded by many, as being an effective tool that, when used within and supported by
these management systems, will advance the attainment of sustainable development.
While the environmental impact assessment is an important tool, experience with it
illustrates how its effectiveness is constrained by a number of factors. These range from
shortcomings with the technical design of the procedure to shortcomings of an
institutional nature.
Research has shown that the technical soundness of design will be of little consequence
to the effectiveness of the procedure if the political structures and decision-making
processes are not taken into account. The technical constraints on EIA do not reflect a
weakness of science rather they reflect the reality that environmental impact assessment
has evolved as an ongoing political process within development planning. These issues
will be explored in this thesis with particular reference to experience with the
implementation of EIA in the United States under the National Environmental Protection
Act of 1969.
The issue of public management is considered by looking at South Africa's
environmental management strategy in the Environmental Conservation Act 73 of 1989,
and the provisions in the Constitution that directly impact on the three spheres of
government's responsibilities towards the environment are highlighted.
A case study ofthe provinces of Gauteng and KwaZulu-Natal is also undertaken in an
endeavour to illustrate the 'practical reality' versus the 'procedural ideal' of policy
implementation. Provinces are constrained in their ability to effectively implement EIAs
by financial and capacity constraints. The manner in which these two provinces have
attempted to overcome these constraints in order to implement EIAs will be considered in
this thesis.
As research undertaken has shown and in conclusions drawn in this thesis, EIAs can be
considered an important tool in the world move to sustainable development. But the are
simply a tool and cannot be expected to operate in isolation if they are to be effective.
They need to be supported by strong national policy, co-operative governance and the
necessary budget allocation if they are to operate in the manner they were designed to

Thesis (MPhil)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: Electronic government holds the promises of enabling government to become more
efficient in the delivery of services to the public. E-government would ultimately mean
that government departments would not work in isolation from each other. The electronic
environment would mean that databases would be linked and that information would be
shared across all levels of government.
There are a number of issues that are presently, and will increasingly in the future
impact on the success of e-government. The paradox for e-government is that while this
sharing of information, paints a picture of an ideal state of affairs, that would benefit both
citizen and state, there could be enormous effects on privacy. These are the ability for
government to compile comprehensive profiles on citizens without their knowledge or
consent. Another impact on privacy is that wrong information can be linked to the wrong
person thereby impacting on the identity of an individual. Data protection and record
management policies and legislation are necessary to protect personal data and
information. / AFRIKAANSE OPSOMMING: Elektroniese regeringsdienste hou enorme voordele in om 'n meer effektiewe diens aan 'n
land se inwoners te lewer. 'n E-regering stel staatsdepartemente in staat om nie meer in
isolasie te werk nie, dat databasisse gekoppel en inligting op alle regeringsvlakke gedeel
kan word.
Daar is egter elemente in 'n e-regeringstruktuur wat 'n beduidende impak op die
toekomstige sukses daarvan kan uitoefen. Die paradoks van 'n e-regering is dat hoewel
dit 'n ideale prentjie skilder, dit 'n enorme impak op die privaatheid van beide die
inwoners en die regering van 'n land kan uitoefen. Dit voorsien 'n geleentheid waar die
regering 'n uitgebreide persoonsprofiel kan saamstel, sonder die medewete of
toestemming van die persoon. 'n Verdere aspek is dat die inligting aan die verkeerde
persoon gekoppel kan word, wat 'n negatiewe impak op die identiteit van so 'n persoon
kan hê. Dit op sigself maak data- en dokumentbeheer, beleide and wetgewing 'n
noodsaaklikheid voorvereiste vir die beskerming van persoonlike data en inligting.
