(Public Management and Governance) / This study focused on the variables that influence change leadership competencies to strategically manage transformation within the South African public sector. One of the key aims was to develop a competency framework for transformational leaders in senior public management positions. The thesis provided a conceptual description and explanation of appropriate and adequate leadership concepts, theories, approaches and phenomena that influence leadership role competencies for change management. It also contributed to a specific level of understanding of appropriate and adequate change concepts, theories and phenomena regarding the problem of change leadership role competencies. Furthermore, the study also investigated strategic leadership concepts, theories and approaches for addressing the problem of strategic leadership role competencies. A modernist qualitative research methodology was followed, where grounded theory was applied as the research strategy. Furthermore, a qualitative coding paradigm was established to develop an integrated model of strategic and transformational leadership competencies in order to manage organisational change. Importantly, the qualitative coding paradigm was developed to enable public sector employers to develop a competency framework that encompass the key leadership skills, behaviours, attributes and knowledge for senior public managers who have to cope effectively with organisational change within a public sector environment. The study contributed to the development of a substantive theory of the organisational change process. Furthermore, on a practical level, it contributed to the disciplinary and methodological fields of Public Management, Public Leadership and Public Governance.

The fundamental right to just administrative action: judicial review of administrative action in the democratic South AfricaPlasket, Clive January 2003 (has links)
For most of its existence South African administrative law has been shaped by the doctrine of parliamentary sovereignty – the heart of the constitutional order from 1910 to 1994 – and a racist political system that favoured the white minority at the expense of the black majority. In these circumstances, the rules of administrative law were of limited use in protecting the individual from exercises of administrative power that infringed fundamental human rights, often on a grand scale. On 27 April 1994, however, a new political and constitutional order came into existence that swept away the very foundations of the old order: parliamentary sovereignty was replaced by constitutional supremacy and the racial exclusivity of the old order was replaced by a commitment to equality, freedom and dignity in a democratic state. A justiciable Bill of Rights was at centre stage in this new order. That Bill of Rights includes a fundamental right to just administrative action. It is both the new constitutional order and this rather unusual fundamental right that have changed the nature of South African administrative law. This thesis examines the effect of the fundamental right to just administrative action on the law and practice of the judicial review of administrative action. It does so principally by examining the legal position before and after 27 April 1994 with particular reference to: what is meant by administrative action; the exercise of administrative power by private bodies regulated by the rules of administrative law, on the one hand, and exercises of private power regulated by rules of private law, on the other; the rules of standing, the notion of justiciability and the constitutionality of rules that seek to limit the right of the individual to approach a court to review administrative action; the meaning and scope of the right to lawful, reasonable and procedurally fair administrative action, in terms of the common law, the Constitution and the Promotion of Administrative Justice Act 3 of 2000; the meaning, scope and efficacy of the rights to reasons for administrative actions and of access to information; the procedure of judicial review and remedies that may be granted for the infringement of a person’s right to just administrative action; and conclusions and recommendations with regard to progress made in the construction of South Africa’s new, democratically based, administrative law.

The South African public sector is important for the sustainable growth and development of the country. One of its major responsibilities is to ensure that all citizens have access to and receive services. Achieving a high degree of productivity is an important objective of public service organisations across the world, given the pressure to deliver quality public goods and services within the limits of ever-increasing resource constraints. The South African public service is no exception to this global phenomenon. The challenge of the public service is therefore to continuously improve performance in order to meet citizens’ needs. The focus of this study is the challenges facing service delivery in the Department of Home Affairs. The aim of this study is to explore and describe the challenges that hinder full transformation and maximum customer/client satisfaction in regards to service delivery offered by the Department of Home Affairs. The objectives are: to identify the challenges experienced by staff offering services to clients at the Department of Home Affairs and to identify the problems experienced by clients who receive services at Home Affairs. The study employs a qualitative research methodology and uses observation and individual interviews as data collections tools. The findings from both sources indicate that the clients were not happy with the quality of service they receive at the ID section. Amongst other things, they complained about lack of information, lack of guidance, unprofessional staff, and technical problems that they had experienced. However, the staff also encountered a number of challenges, including being short staffed, lack of resources, and system problems as the system is new to them and they have not received enough training before it was implemented.

This study deals with water service delivery for improved quality of life in the Mbizana Local Municipality. The study sets out to determine how the inner workings of water service delivery work in the Mbizana Local Municipality, situated in the Eastern Cape, and how this should function in terms of South African legislation. The objectives of the study are to understand the current state of water service delivery in the Mbizana Local Municipality, finding out information about South African legislation regarding the ideal state of water service delivery, and recommending development programmes to improve water service delivery. This study is about understanding trends in the body of scientific knowledge or literature, and studying (as objects) the ideas and writings of other scholars. No empirical study was conducted. The research methodology for this study is descriptive, with data sourced from available literature. The findings in this study indicate that backlogs for water service delivery remain high in the Mbizana Local Municipality. Regrettably, the situation has worsened since 2004; backlogs have shifted from 45 percent to 94 percent of households with no access to tap water. A number of normative criteria to deal with the research problem were extracted from available literature, from which conclusions were drawn and recommendations made.

An investigation of the role of the ward councillors in relation to the National Urban Renewal Programme : a case study of the Motherwell, Nelson Mandela BayMbusi, Pamela Boniwe January 2012 (has links)
This study sought to investigate the extent to which Ward Councillors executed their Constitutional and developmental mandate to enhance basic service delivery in relation to the National Urban Renewal Programme (NURP). For practical purposes, a case study approach was chosen, using Motherwell in Nelson Mandela Bay as the specific area of focus. Motherwell was declared by the national government as one of eight nodal zones for urban renewal in South Africa. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. In this study, the role of Ward Councillors was interrogated and investigated to establish whether the Urban Renewal Programme had benefited the Motherwell community in Nelson Mandela Bay in accessing basic services. In this regard, a legislative framework regulates and guides municipal Councillors in performing their developmental duties to achieve local government developmental outcomes. The legislative prescriptions that underpin the operations and activities of municipal Councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies generally, and the Motherwell Urban Renewal Programme in particular, were examined and interrogated. An overview of the National Urban Renewal Programme was presented. The legislative framework underpinning the Urban Renewal Programme was also reviewed. The study concluded with a number of recommendations based on the findings of the literature, legislative reviews and an empirical survey.

An evaluation of the ward committee system as a mechanism for enhancing service delivery in the City of Cape Town Metropolitan Municipality : a case study of Du Noon, ward 104Jikeka, Sisa January 2014 (has links)
Since the adoption of the Constitution of the Republic of South Africa, 1996, which identified the three spheres of government as distinctive, interrelated and interdependent, the local government sphere has been perceived in many parts of the country to be failing to fulfil its mandate of delivering essential basic services to local communities. The mandate of the South African local sphere of government has been to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and challenges of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000), the City of Cape Town Metropolitan Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Du Noon area has been identified by City of Cape Town Metropolitan Municipality IDP: 2012-2017 as the ward with backlogs in infrastructure and service delivery. This study evaluates the extent at which the Du Noon ward committee (Ward 104) is enhancing service delivery in its area of jurisdiction. A sequential use of mixed methods was preferred, since quantitative and qualitative research methods were found to be complementary rather than opposed approaches. Using both obtrusive and unobtrusive collection procedures, the methods employed proofed practically useful. To this end, the study sought to examine extent at which the Du Noon ward committee is enhancing service delivery in its area of jurisdiction. The study further attempted to suggest practical techniques of bringing a resolve to the challenges faced by the ward committee in as far as providing effective and efficient service delivery to the community without fail.

Implementing an integrated e-government functionality for a marginalized community in the Eastern Cape South AfricaJakachira, Bobby Tichaona January 2009 (has links)
Traditional methods of providing public services to disadvantaged rural communities in South Africa have, over the years, proven to be inefficient and in most such communities, simply non-existent. Although the South African government has taken initiatives to make these public services cheaply and conveniently available online at national level, access at local municipal level is still lacking. The goal of this study is to develop a cost-effective e-government system that will contribute to improved provision of public services to the Dwesa area, a rural community in the Eastern Cape province of South Africa, by the government. A prototype construction approach was used, to develop a cost-effective four-modular web application. Interviews were conducted in the field, resulting in four e-government system modules, based on open-source software, developed and integrated to form a single, dynamic web component that will act as a one-stop shop for Dwesa community members. These are the Dwesa Online Application Centre (DOAC) to apply for important government documents and grants, the Dwesa Online Reporting Centre (DORC) to report various grievances to the responsible agencies, the Dwesa Forum Corner (DFC), a digital community, and the management back-end module. The Dwesa e-government portal was developed using Linux-Apache-MySQL-PHP (LAMP) technology, a Zoop framework to model the individual components and a JQUERY JavaScript library to increase the responsiveness of the user interfaces. The most significant contributions of this thesis have been the development of a cost-effective, integrated e-government functionality, applicable to disadvantaged communities, and the greater understanding this has given of the tools and methodologies that can be used to deliver public services efficiently to citizens. The final evaluation of this e-government system gives significant evidence that the e-government portal provides a solid foundation that will allow e-government implementation to raise the provision of public services to a higher level.

(Public Administration)) -- University of Limpopo, 2016 / Municipalities have the responsibility to deliver services to the communities in a fast and efficient manner, and to deliver these services there is a need for financial resources and institutional capacity. The challenge that beset the municipalities is that they struggle to collect revenue. There is a gap between available financial resources and the municipal expenditure needs largely as a result of the revenue collection challenges facing the municipalities. The revenue collection challenge therefore, needs to be adequately addressed for the municipalities to be successful. Municipalities have the right to finance their affairs through charging fees for services; imposing surcharges on fees, rates, levies and duties. The municipal council have the responsibility to implement and adopt tariff policies. These tariff policies must espouse the principles that ensure the equitable treatment of municipal service users. Tariff policies must also ensure that the amount paid by individual users for services is proportionate to their usage. Municipalities should, in terms of law, differentiate between the different categories of ratepayers, users of services, debtors, taxes, services and service standard.
This study was based on the combination of both qualitative and quantitative research design. It followed a case study approach of comparative investigation between the Tshwane Metropolitan Municipality revenue collection and South African Revenue Service. The quantitative research was done through the administration of questionnaires to the ratepayers, corporate taxpayers and tax practitioners. This was complemented by the qualitative in-depth interview questionnaires administered to both South African Revenue Service and the Tshwane Metropolitan municipality to ensure that the data collected are both collaborated and diverse to enable the researcher to draw a balanced conclusion.
In the light of the above, this study therefore investigated the strategies and legislative framework that is employed by the municipalities and contrasted with those that are used by the South African Revenue Service, with the aim of taking possible learnings that can be applied in the municipalities. The study concluded by proposing guidelines that can be used by municipalities in revenue collection.

Supply chain management practices, supplier performance and supply chain resilience in the South African public sectorMugwenhi, Shephard 10 1900 (has links)

(Department of Business Administration, Faculty of Management Sciences), Vaal University of Technology. / The most important decisions that direct the operations of a nation are made in the public sector. The public sector performs the duty of facilitating the efficient and sustainable delivery of goods and services to the general public. In South Africa, public sector institutions have failed to fulfil their role of providing effective services, and this failure has been attributed to corruption and other inconsistencies inherent within supply chain management (SCM) transactions occurring between government and its suppliers. To streamline SCM, various legislative pieces such as the public SCM Policy Framework, the Preferential Procurement Policy Framework (PPPF) and the Broad-Based Black-Economic Empowerment (BBBEE) Act, among others were implemented in tandem with a host of other interventions. However, the challenges linked to public SCM continue to this day and the intended outcomes are yet to be fully realised, thereby negatively impacting on the effective delivery of services by the public sector. This study investigated the relationship between SCM practices, supplier performance and supply chain resilience in the South African public sector. The study is premised on the need to investigate how SCM practices may be applied to improve the effectiveness of supplier performance, and hence the resilience of the public supply chain in South Africa, in light of the numerous challenges faced by the sector.
This study followed a quantitative method in which a cross-sectional survey was applied to collect data to test the relationships between seven SCM practices (supply chain collaboration, supply chain synergies, supply chain innovation, information sharing, information quality, supply chain design, supply chain integration), supplier performance and supply chain resilience. A structured survey questionnaire was developed using adapted measurement scales and administered to 333 SCM professionals recruited from public sector organisations based in the Gauteng Province. The data collected were analysed using the Statistical Package for Social Sciences (SPSS Version 25.0) and the Analysis of Moment Structures (AMOS Version 25.0) statistical software. The actual data analysis techniques applied included descriptive and inferential statistics and hypotheses were tested using structural equation modelling.
The results of the study showed that three SCM practices, namely collaboration, innovation and integration exerted a significant positive influence on supplier performance. However, supply chain synergies, information quality and supply chain design were statistically insignificant. Moreover, information sharing exerted a significant negative influence on supplier performance. In turn, supplier performance exerted a significant positive influence on supply chain resilience.
The study contributes in various ways to both public SCM theory and practice. Theoretically, it provides information on how the SCM dimensions considered in this study, which are supply chain collaboration, synergies, innovation, information sharing and quality, design, and integration are linked to supplier performance and supply chain resilience within the public sector in South Africa. Given the limited evidence of previous studies of this nature in the South African public sector, the results are an essential addition to the existing body of literature within the public SCM context in developing countries such as South Africa. From a managerial standpoint, the study provides information on which SCM practices deserve attention in the efforts to improve the performance of suppliers, and how the performance of suppliers can be harnessed to enhance the resilience of the public supply chain. Hence, the study offers an important diagnostic framework through which the SCM challenges facing the public supply chain in South Africa can be addressed.

Case studies in South African public administration master's dissertations in the period 2005 to 2012Zongozzi, J. Nkosinathi 06 1900 (has links)
Case studies have been frequently used by Public Administration students enrolled for master’s degrees by coursework and mini-dissertation. There are apparently various meanings of and a lack of clarity about the concept “case study” when used in the titles of South African Public Administration master’s dissertations. The purpose of this study was to analyse case studies reported on in South African Public Administration master’s dissertations in order to determine the characteristics of these studies. The study examined case studies in South African Public Administration master’s dissertations completed between 2005 and 2012. It began by reviewing the various components of a case study, then went further to analyse the way in which case studies were applied in the field. The study defined case study as a research process determined by a combination of the following components: a specific strategy for selecting the unit of analysis (the case), a specific research design, research purpose, the methods of data collection and data analysis, and a specific nature of the expected outcomes of the study. The major findings of the study were that most case studies in the analysed dissertations have used interventions (60,9%) as their case. About (43,5%) of the analysed dissertations were evaluative in nature. There is, however, an uneven distribution in terms of the case study design used by a significant proportion of the dissertations (83%) employing the single-case design as opposed to the multiple-case design (17%). The results presented in relation to case selection strategies used show that typical cases were the most investigated. Moreover, a number of the dissertations seemed to be more aligned towards qualitative methods, although mixed methods were mostly used. These dissertations preferred interviews as sources of evidence. Meanwhile, pattern matching appeared to be the dominant technique used to analyse case study evidence in these dissertations.
