Orientador: Luís Alexandre Fuccille / Resumo: A redemocratização brasileira regulamentou as principais Políticas Públicas, que ampliaram as bases da organização do modo de produção e das relações sociais. A crise estrutural do capital tem criado impactos políticos e sociais que aprofundam as estratégias de reestruturação produtiva e de Estado, que flexibilizam e precarizam direitos. Como resposta, surge a Economia Solidária como um viés alternativo à garantia, criação e manutenção de postos de trabalho, e posteriormente, institucionaliza-se enquanto política pública para geração de trabalho, emprego e renda. A proposta desta dissertação tem como objetivo geral a questão das práticas desta Economia Solidária no município de Franca/SP: como estão organizados os empreendimentos solidários localmente (em termos econômicos e sociais) e quais seus desafios e perspectivas. Para isso, intentou-se ater às mudanças observadas no seio das organizações sociais e na garantia de direitos, entre os anos 1995 e 2016. Pretendeu-se fazer uma análise acerca dessas proposições à luz do método materialista-histórico-dialético, utilizando estudos bibliográficos, documentais e coleta e análise de dados, obtidos por meio de mapeamentos realizados por órgãos do Governo Federal, na busca da apreensão da totalidade e seus processos mediativos – contextualizando preceitos da práxis de organizações de trabalhadores. The structural crisis of capital creates a political and social impacts that deepen the strategies of productive and state restructuring, easing right flexible and precarious. As a response, the Social Economy emerges as a alternative bias for garantee, creation and maintence of Jobs post, and posteriorly, in institutionalized as a public policy for the generation of work, employment and income. The purpose of this dissertation has as general objective the question of the practices of this Social Economy in the city of Franca/SP: how are local solidarity enterprises organized (in economic and social terms) and what are their challenges and perspectives. For this, it was intended to stick to the changes observed within social organizations and the guarantee of rights, between the years of 1995 and 2016. It was intented to make a analysis about this propositions all the light of this materialist-historical-dialectical method, using bibliographic studies, documentals and collection of data analysis searching, obtained through mapping carried out by Federal Government agencies, seeking the apprehension of the totality and its mediative processes - contextualizing precepts of the praxis of workers organizations. For the past 30 years the dominant approach to managing rural water services in low and lower middle income countries has been the community management approach. Yet there is increasing evidence the model is not fit for purpose as too many services fail. The next generation ideas for community management emphasise the need for continuous on-going support to communities – an approach known as the community management plus approach. This thesis tests and develops this next generation community management plus paradigm. It analyses field data from twenty case studies of ‘reportedly successful’ community management programmes across seventeen states in India. Bringing together data from 2,355 household surveys, 272 interviews and 130 focus groups it provides a synthesis that assesses the type and level of support found in successful examples of community management. The evidence from these case studies demonstrates that communities receive significant recurrent subsidy covering between 7-48% of operational expenditure. This is in marked contrast to the conventional principles of community management whereby communities cover 100% of these costs. Analysis of organisation types also shows how community management has been shaped by the devolution of governance in rural India. Many community management programmes involve a structural overlap between the local self- government institution of the Gram Panchayat and water committees. The thesis argues this represents a shift to the ‘institutionalised co-production’ of rural water services, involving both the state and private citizens in public service delivery. Overall, the research shows that successful community management in India involves continuous on-going support as per the community management plus paradigm. However this has required the nesting of the model within the broader system of local self-government which blurs the lines between public and community management.

A luta pela democratização e qualidade do ensino público brasileiro tornou-se objeto de vários estudos e movimentos e, conseqüentemente de legislações e políticas educacionais. Entre as diversas iniciativas neste campo da educação, localizamos a experiência realizada no ensino público municipal de Getúlio Vargas, RS. Nesta tese, por meio de um estudo de caso do tipo etnográfico e com apoio na observação participante, em entrevistas semi-estruturadas e nos documentos projetivos e produtos da ação (Sarmento), procuramos descortinar e interpretar o processo participativo, bem como seus impactos político-pedagógicos no ensino público municipal de Getúlio Vargas de 1993 a 2004, na perspectiva de contribuir para reflexões e práticas em projetos educativos de base participativa. Primeiramente contextualizamos o cenário local nos seus fios, cores, movimentos e atores como esteio da pesquisa; no segundo capítulo alinhavamos a metodologia; na seqüência descrevemos e interpretamos a travessia da rede municipal de ensino, com ênfase na participação, e, por último, apresentamos as representações pedagógicas produzidas pelo processo participativo no ensino público municipal. A participação emergiu das inquietudes do coletivo da rede municipal de ensino, como instrumento de superação do modelo educacional e práticas pedagógicas em vigor. Com sua força e significado, mobilizou e transformou os protagonistas e o ensino público municipal, constituindo uma política pública educacional que, através de diferentes mecanismos e estratégias de gestão democrática, atravessa quatro administrações municipais de partidos políticos diferentes. É um processo inconcluso, que, pela sua natureza, precisa ser reinventado permanentemente, pois, nas palavras de Boaventura de Sousa Santos, é um movimento sem fim. / The fight for democracy and quality for the Brazilian public tuition became an object of many moviments and studies, and consequently legislation and political educational. Among many enterprises in this area of education, we found an experience made on the public tuition in a municipal city, Getulio Vargas, RS. In this thesis, through a study of an ethnographic case, and with a supportive observation, together with documents and products in action (sarmento), we tried to interpret a socialize action, and also the impact of the political pedagocic public tuition in a municipal city of Getulio Vargas from 1993 to 2004, in a project of contribution for practical and educative projects reflected in a participative basis. First of all we set the local scenary with its lines, colors, moviments, actors as a source research, on the second chapter we line up the methodology and on a sequence, we describe and interpret the crossing on the municipal tuition net, with participation emphasis and at last we show the pedagogic performance produced by the participative process on the municipal public tuition. The participation of those restless emerged from a colletive municipal tuition net, as an instrument to get a better educational model and practical pedagogic in dash. With your strength and meaning mobilization changed the principals and the public municipal tuition, developing a public educational political, which throughtout the different works and strategy of democratic management, intersect for different particular administrative municipal party. This is a herein process, which from nature, needs to be remade permanently, and on words from Boaventura de Sousa Santos, an endless movement.
