The making of 'the poor' in post-apartheid South Africa : a case study of the city of Johannesburg and Orange Farm.

This thesis offers an overview of the functions served by various mobilisations of "poverty‟ and "the poor‟ across the histories of capitalism. It shows how "poverty‟ and "the poor‟ come to be shaped as governmental categories in the interests first of encouraging the acceptance of wage labour in industrial society, and then in encouraging the acceptance of a logic of individual responsibility and entrepreneurship as wage labour declines in post-industrial society. It also examines the deployment of discourses of poverty within social movements, showing the close relationship between the elaboration of governmental discourses and resistance in the contested process of the "making‟ of "the poor‟. In particular, it explores the increased mobilisation of discourses of poverty in post-apartheid South Africa, where, it is shown, "poverty‟ and "the poor‟ are shaped as governmental categories that aim to fashion particular forms of life for that population group identified and targeted as the poor, and become ways for poor people to make demands of the state in the context of the adoption of neoliberal policies, such as cost recovery, privatisation, and the flexibilisation of labour. Through a close exploration of state policy formulation and community struggles in the sphere of the delivery of basic services, this thesis presents the contested field of signification and production that emerges around the meeting of the basic needs of the poor in the City of Johannesburg and Orange Farm (a particularly disadvantaged part of the city) as a case through which to think through contemporary mobilisations of "poverty‟ and "the poor‟ in relation to processes of subjectivation and the possibilities for the production of subjectivities antagonistic to the logic of capital. Focusing on the City's most recent return to indigent management as a strategy to contain and address the needs of the poor, in the context of organised resistance on the part of poor communities, this thesis offers an experience of a process of neoliberalisation as a contested process, in which attempts to shape and deploy "the poor‟ and "poverty‟ as governmental categories come up against mobilisations of "the poor‟ in challenge of the dominant logic of commodification, the market, and "individual responsibility‟. / Thesis (Ph.D.)-University of Kwa-Zulu Natal, Durban, 2010.

An evaluation of the social welfare policy of the Eastern Cape provincial government

A background of serious disparities in past welfare policies, legislation and programmes, necessitated the need for a far-reaching new social welfare policy in South Africa. The adoption of the White Paper for Social Welfare by Parliament in February 1997, set the path for the new social developmental approach to social welfare, dealing with key substantive issues in addressing the restructuring of social welfare services, programmes and social security. The Eastern Cape Province is one of the poorer provinces in South Africa. Negative radio and print media reports on social welfare in the province in the past three years has made it clear that serious problems and disparities face the provincial department. Several of these media reports highlighted issues relating to poor service delivery and unacceptable conditions of underdevelopment and poverty still prevailing in the province. The Eastern Cape Welfare Department has been plagued by fraud and corruption, and in a report of the Eastern Cape legislature’s standing committee on welfare in 2001, it was found that fraudulent activities, corruption and misconduct by government officials are still prevalent in the welfare department. The objective of this research was to assess whether the Eastern Cape Department of Social Development (Welfare) is implementing this new social developmental approach to social welfare, as set out in the 1997 White Paper for Social Welfare.

A critical evaluation of the quality of social development interventions with specific reference to social assistance

Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

An evaluation of the coordination of selected decentralised provincial services in the province of the Eastern Cape and its relationship with similar municipal services

In this study, it was attempted to gain insight on coordination of decentralized health and social development services. Further, it was attempted to evaluate the coordinating arrangements of and relationship between decentralized provincial health and social development services with similar services rendered by district and local municipalities. Since the literature on coordination of decentralized services is limited, it is anticipated that this study will provide valuable information for further research on the topic. In the literature study undertaken however, it was evident that coordination of services increases the rate of effectiveness and efficiency in the delivery of public services. It was found that role players can no longer afford to work in different compartments. They need to work cooperatively together in achieving unity of purpose, unity of effort as well as unity of action towards the realization of the objectives of government, that of rendering of public services. Thirty four respondents composed of mayors in Amathole District Municipality and Buffalo City Local Municipality, municipal managers for the respective municipalities, portfolio heads for health and social development services in the respective municipalities as well as two councillors, one in each municipality, were given questionnaires to complete. Also given questionnaires to complete were the political office bearers of the Provincial Department of Health and the Provincial Department of Social Development as well as respective Heads of the two departments. Again, officials of the five decentralized offices of the Provincial Department of Health and the Department of Social Development namely, Mbashe, Mnquma, Buffalo City, (v) Amahlathi and Nkonkobe, were given questionnaires to complete. The intentions of the study were to determine the effectiveness in coordinating the rendering of health and social development services between the Provincial Authority, the district as well as local municipalities in the Eastern Cape. Also, the intention was to determine the problem areas in the coordination of the health and social development services rendered by the above authorities. Lastly, the intention was to ascertain whether or not proper measures and standards are put in place for the effective coordination of health and social development services rendered by the above authorities. The findings of the study confirmed firstly, that there is a need to coordinate decentralised health and social development services with similar services rendered by district and local municipalities as well as other role players. Secondly, the study confirmed that departments and municipalities experience problems of coordinating decentralised health and social development services. Thirdly, the study confirmed that there are measures in place to coordinate decentralised health and social development services with similar services rendered by municipalities and other role players. Lastly, the study confirmed, that such measures are not properly defined and need to be strengthened.

Social forces, state pensions, and welfare state-building in South Africa and Mauritius

Thesis (PhD)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: This study traces the development of the welfare state in Mauritius and South Africa from the early 1900s until the present, with specific reference made to the non-contributory old-age pension scheme. It seeks to understand the intersections between big capital, the state and broad-based social forces in heralding different welfare outcomes in the two countries. Mauritius has retained its long-standing traditions as a social democratic welfare state stretching back to the late 1950s. In contrast, the current welfare model of South Africa continues to be the embodiment of the liberal welfare state, similar to that of the ancien regime set up in 1928, even though it has maintained a generous social grants system since the advent of democracy in 1994. As a result it is important to unravel patterns of historical evolution that are responsible for different welfare outcomes in seemingly identical socio-political contexts. Similarly, it is important to scratch below the surface of these historical patterns of evolution to account for these disparate welfare frameworks which, nonetheless, exhibit identical outcomes in the social security sector in terms of their unfaltering commitment to old-age pensions. To this end the dissertation employs the comparative historical analysis approach in a bid to draw cross-national parallels between the social processes that unfolded and consequently underpinned development paradigms over time. This study suggests that accounting for the divergent policy outcomes is the disproportionate powers being wielded by neoliberal market forces within the main arteries of the South African economy, which hindered the state from defining the policy direction of its welfare framework to dovetail with expansive social reforms. This restraint was compounded by the left as a 'labour aristocracy', whose alliance with the political ruling class compromised their ability to champion the pro-poor agenda with as much vigour as they would have if they had pursued an independent course. This is a far cry from the welfare trajectory of Mauritius, in which a mutual understanding between the state, cross-class movements and capitalist market forces bridged contesting class interests by reconciling market economics with social fundamentals. Unlike in South Africa, the independence of the working classes in Mauritius – whose mobilising traditions cut across the class spectrum – has added special impetus to the social reform movement, having served as the bulwark against welfare retrenchments and/or less egalitarian reforms in the past. That the universal pension scheme and the state’s commitment to the pro-poor cause remain intact in Mauritius is a result of these pro-active class contestations. On the other hand, the absence of the balance of power struck between social actors and the economic élite in South Africa propelled a class compromise that allowed for the dominance of pensions to come at the cost of extensive social reforms. Such outcomes would not have come into effect in South Africa had the playing field for all relevant stakeholders been level, as in Mauritius. / AFRIKAANSE OPSOMMING: Hierdie studie volg die ontwikkeling van die welsynstaat in Mauritius en in Suid-Afrika vanaf die vroeë 1900’s tot op hede, met spesifieke verwysing na die nie-bydraende ouderdomspensioenskema. Dit poog om die snypunte tussen groot kapitaal, die staat en breë-basis maatskaplike kragte wat gelei het tot verskillende welsynuitkomstes in die twee lande te begryp. Mauritius het sy langdurige tradisie as ’n sosiale demokratiese welsynstaat, wat sedert die 1950’s bestaan, behou. In kontras gaan die huidige welsynmodel in Suid-Afrika voort as die beliggaming van die liberale welsynstaat, soortgelyk aan die ancien regime wat in 1928 ingestel is, selfs al het dit ’n vrygewige stelsel van maatskaplike toelae sedert die vestiging van demokrasie in 1994 onderhou. As gevolg hiervan is dit belangrik om die patrone van historiese evolusie te ontsyfer wat verantwoordelik is vir verskillende welsynuitkomstes in blykbaar identiese sosiaal-politiese kontekste. Eweneens is dit belangrik om onder die oppervlak van hierdie historiese patrone van evolusie te krap om hierdie uiteenlopende welsynraamwerke te verklaar wat nietemin identiese uitkomstes in die maatskaplike sekuriteitsektor vertoon in terme van hulle onwrikbare verbondenheid tot ouderdomspensioene. Ten einde dit te bereik gebruik hierdie proefskrif die benadering van vergelykende historiese analise in ’n poging om dwarsliggende nasionale ooreenstemmings te vind tussen die maatskaplike prosesse wat gelei het tot die skep van ontwikkelingsparadigmas oor tyd en hulle gevolglik onderskraag het. Andersins het die afwesigheid van ’n magsbalans tussen maatskaplike akteurs en die ekonomiese elite in Suid-Afrika gelei tot ’n klaskompromis, wat toegelaat het dat die oorheersing van pensioene gekom het ten koste van breedvoerige maatskaplike hervormings. Sulke uitkomstes sou nie in Suid-Afrika ingetree het nie as die speelveld vir al die relevante belanghebbers gelyk was, soos in Mauritius.

A framework for the implementation of smartcard system for grant payments in rural South Africa.

The Social Grant is paid by South African Social Security Agency (SASSA) using the Smartcard System for distribution of funds to beneficiaries who are classified as: Old Age Grant; Child Grant; War Veteran Grant; Foster Care Grant; Disability Grant; Care Dependency Grant; and Grant-in-Aid. Smartcard System was implemented for the developed countries and developing countries, however, in South Africa, the implementation appears to have some deficiencies. The implementation in the rural areas is not the same as the one in the urban areas due to technical infrastructure and training. The main objective of this study is to determine factors that contribute to successful implementation of Smartcard System and to develop an appropriate framework for the implementation of the Smartcard System in rural South Africa. aim of this research.

Information flows in the social development grant process: a user experience perspective

The study was conducted with the South African Social Security Agency (SASSA), which is responsible for the administration and distribution of social grants to underprivileged citizens. Social grants help poor citizens to attain equitable income on a monthly basis. Grants play an increasingly important role in reducing poverty and inequality in South Africa, but are also subject to challenges like dependency, mismanagement and corruption. Information flow within SASSA is essential for the coordination of the grant process. The success of administering any social grant process depends largely on efficient communication practices and stable information technology. Communication among grant users requires the transfer of relevant information from its point of inception to the next point(s) of use. Government departments are transposing their paper-based systems into digital systems, which pose new implications for grant administration, however. Accordingly, the use of electronic services in government should mean faster information flow and, thus, more effective service delivery. The literature reveals, however, that non-technical aspects like user experience (UX) are essential in designing meaningful e-government systems. With a focus on user experience, this study uncovers the problems that SASSA and grant users face in the grant process and works toward possible solutions to resolve these problems. This research lays an important foundation in terms of gaining a better understanding of information flows, e-government, and user experiences in the grant process. This research is exploratory in nature and adopts a qualitative interpretivist approach. To gain a deeper understanding of the perspectives and experiences of grant users, the researcher employed the „Institutionalise User Experience in Government‟ (IUXG) methodology. The study targeted individuals that had knowledge of the social grants. A purposive sampling technique was used to select the research participants. Furthermore, the researcher adopted a thematic analysis method to code and analyse data. The findings of this study revealed the centrality of user experience in the grant process, notably in terms of the many challenges associated with information flow. The findings also revealed that factors such as social grant awareness, availability and use of information technology, digital divide, and grant accessibility bring enormous impact on grant processes and service delivery. The study contributes a landscape model for depicting the information flows in processing grants, and develops a broader understanding of how technology can help users to better disburse, access, and utilise grants. The study also informs e- government practitioners about the design and implementation of user-centred design with emphasis on information flows. Beneficiaries’ perspective on the contribution of social grants to alleviating poverty in an informal settlement

M.A. (Social Work) / Poverty is perceived by various authors to bea challenge in African countries, including South Africa. O’Brien and Mazibuko (1998, p. 140) state that poverty “is characterised by a host of factors, including under-nutrition, unemployment, illiteracy, and unequal and poor access to health, housing, education and decision-making resources”. The above-mentioned authors state that these factors both result from and perpetuate poverty. According to Rogerson (1996), the effects of poverty are seen more among the black communities, and there is more poverty in the informal settlements compared to other residential areas. After 1994, one of the South African government’s key priorities was to eradicate poverty and the focus was on the improvement of the standard of living and quality of life for all South Africans. Various strategies and policies were then introduced in order to alleviate poverty, one of them beingthe introduction of social assistance (Ellis, 2011, pp. 63-72). According to Triegaardt and Patel (2005), social security in the developing countries, including South Africa, is very important for poverty reduction and ensuring a basic minimum standard of living for the people. The above-mentioned authors also emphasise that there is a need for ongoing monitoring and evaluation of social assistance as this will help to ascertainif the programme is making any contribution to the lives of the people and to help keep up with the changing environment. This study focused on the contribution of social grants to alleviating poverty in an informal settlement. The research study aimed to assess the beneficiaries’ perspectives on the contribution of social grants to alleviating poverty in an informal settlement. Some of the objectives of the study were to explore the perspectives of social grant beneficiaries in Angelo informal settlement on the role of social grants in their lives and to describe how social grant beneficiaries in Angelo informal settlement understand the impact of social grants on their poverty-stricken conditions. This qualitative study was exploratory and descriptive in nature. Ten individual semistructured interviews were conducted in the Angelo informal settlement using an interview schedule.
