An evaluation of the expanded public works programme in poverty alleviation in Inanda, Ntuzuma and KwaMashu.Sithole, Thandeka Charity Nonkululeko. 08 November 2013 (has links)
The Inanda, Ntuzuma, KwaMashu (INK) area has been the main concern of the eThekwini Municipality. This area has been marked for its poverty and crime rate which is very high and has a bigger population. In terms of the eThekwini Municipality’s Intergrated Development Plan (IDP) and the Local Economic Development (LED) this area needs to fight poverty through providing sustainable programmes that will lead to economic growth and development thus changing the lives of many. There are policies and strategies that the government has embarked on to fight poverty and
unemployment in the country but still this pandemic is growing. This study looked at how government has intervened in this community through the Expanded Public Works Programme (EPWP). This programme is intended for those people who have no employment or any source of income and its aim is to reach the poorest of the poor anywhere in the country. A sample was chosen through the purposeful method from a population frame of all people in the INK area who had worked in the EPWP. The researcher also used community leaders in the area who had been directly involved in the programme. The researcher obtained data from primary sources, which are individuals that were involved in the study. The researcher used both self-administered
questionnaires and structured interviews for this study. The interviews were conducted with the community and community leaders. The questionnaires comprised of open-ended and closed-ended questions. The reason for using open-ended questions was to allow respondents a chance to give their opinions and make useful comments. The results are indicative of government strides to reduce poverty. The impact of the programme seems positive. This is mainly because of the knowledge and skills that the beneficiaries gained during the programme. Managing policy on broad-based black economic empowerment in the provincial government of KwaZulu-Natal, South Africa.Sibeta, Sixtus. January 2013 (has links)
This thesis examines the management of Broad-Based Black Economic
Empowerment (B-BBEE) policy by the provincial government of KwaZulu-Natal,
South Africa. Several authors have analyzed the policy on B-BBEE in South
Africa, mainly focusing on the impact of the policy on the ‘actors’, and the
ethical implications of the policy, but no research has been done on its policy
implementation and management, particularly in the public service in South
Africa.
The central aim of this thesis is to investigate the organizational complexities
surrounding how the policy on B-BBEE is managed by the provincial
government of KwaZulu-Natal. The study focuses on the three KwaZulu-Natal
technical clusters: the economic sectors and infrastructure development,
governance and administration, and the social protection, community &
human development cluster. The thesis identifies various government
departments in each cluster to examine how the policy on B-BBEE is managed.
The investigation revealed that government has been successful in
implementing some aspects of B-BBEE policy as the majority of blacks were
holding key strategic positions within the provincial government. However, the
provincial government was grappling with serious management challenges.
This thesis explores instruments for policy management, that is, policy coordination,
organizational transformation, organizational hierarchy, and policy
communication. The results showed that much as the provincial government
has been able to open up opportunities for black people there is still a long
way to go in terms of transforming policy management structures, functions,
processes, norms, values, procedures, organizational culture, and
organizational decision-making in improving policy management. The study
revealed that various government structures, functions, processes, procedures,
norms, values and organizational culture are incompatible with B-BBEE policy
objectives. Government decision-making is hierarchical which obstructs the
management of B-BBEE policy implementation. Furthermore, B-BBEE policy is
still yet to be institutionalized by most government organizations in the

Black economic empowerment and its impact on tendering procedures and processes within the Ministry of Public Works-KZN.Mkhize, Nozipho Fortunate. January 2012 (has links)
The goal of this study was to determine the impact of Black Economic Empowerment (BEE)
on the tendering procedures and processes in the Ministry of Public Works, KwaZulu-Natal (KZN).
The study identified the problems with regard to the implementation of BEE within the
Ministry and insight was gained into how BEE policies are structured and the particular goals
set by the Ministry in that regard. This was undertaken with a view to determining the effect
that BEE has on public administration practice, with particular emphasis on the tendering
processes of the Ministry.
Based on insight gained through this research, the study concludes with a set of
recommendations which, hopefully, will improve BEE practices in tendering policies and
procedures in the Ministry.
This was a qualitative study, which collected data using structured questionnaires and one-onone
interviews with selected senior officials sampled from the population group within the
Ministry. In addition, the study utilised secondary information through a thorough literature
