Social services represent an outstanding part of social policy of each country. They should maintain a standard of living and personal dignity, help in comeback to the society and prevent people from social exclusion. The aim of my thesis was Social Services Provided by G-centre in Tábor Before and After the Law 108/2006 About Social Services Came Into Force. The research part be composed of quantitative and qualitative method. In order to find the corresponding information, we have used the techniques of SWOT analysis and secondary and content analyses.

This diploma thesis deals with the analysis and evaluation of existing methods of evaluating the quality of social services in a particular organization. As part of the analysis, a change in the process of improving quality will be proposed, primarily by proposing innovative methods of involving clients of sheltered housing in the evaluation of the service. The aim of this work is to propose methods of effective involvement of clients of sheltered housing in the evaluation of the quality of social services. These innovative methods with elements of social service user participation can serve as specific recommendations for creating a methodology for user participation in the process of evaluating and improving services. As part of the provision of social services, it is necessary to look for ways to work with the specific abilities and needs of clients and find innovative ways to involve service clients in the entire process of evaluation and measurement of quality. The basis of the innovative method is the empowerment, cooperation, and integration of clients into the entire process, which can then positively affect the direction of social services. Inspekce kvality sociálních služeb v pobytových zařízeních / Inspection of quality of social services in residential facilities

Inspection of the quality of social services in residential facilities. The main goal of Inspection of the quality of social services in residential facilities is to describe the influence of inspection on quality of standards of service provided in controlled facilities. The thesis is divided in two parts. First part presents theroetical frame of discussed issue based on professional literature. This theoretical frame consists of four chapters which present social services in general, their quality and values, quality of management and inspection of social services. Second part includes qualitative research based on interviews with five respondents. Interviews are focused mainly on respondent's personal experiences. Results of data analysis, their overview and discussion are summarized. Based on data analysis answers to research questions are formulated. Research provides answers to how inspection of quality of social service contributes to better understanding of meaning of standards of quality by employees and how it influences behavior of employees and state of social service in general. Bakalauro baigiamajame darbe nagrinėjamas socialinių paslaugų kokybės vertinimas: Kelmės rajono savivaldybės atvejis. Darbe atlikta mokslinės literatūros analizė. Pirmame darbo skyriuje atlikta socialinių paslaugų sampratos analizė. Antrame darbo skyriuje atlikta socialinių paslaugų kokybės vertinimo analizė. Darbe panaudotas kokybinis tyrimas, pusiau struktūruotas interviu metodas. Tyrime dalyvavo dvi tiriamųjų grupės: specialistai, dirbantys Kelmės socialinių paslaugų tarnyboje ir socialinių paslaugų paslaugų gavėjai. Tyrimo metu buvo nustatyta, kad socialinių paslaugų kokybė labai priklauso nuo paslaugas teikiančių darbuotojų profesinio pasirengimo ir gebėjimų. Tam, kad profesinė veikla tobulėtų, reikia nuolat tobulinti specialistų kvalifikaciją, plėsti teorines žinias bei lavinti praktinius įgūdžius. Tyrimo rezultatai atskleidė, kad klientai teikiamų socialinių paslaugų namuose kokybe yra patenkinti, tačiau jaučiasi izoliuoti nuo visuomenės, tik maža vyresnių žmonių dalis turi galimybę bendrauti su artimaisiais, palaikyti socialinius ryšius su kitais. Darbo pabaigoje buvo pateiktos išvados ir rekomendacijos socialinių paslaugų kokybei gerinti. / The Bachelor‘s thesis investigates quality assessment of social services: the case of Kelmė district municipality. An analysis of scientific literature was carried out in the thesis. The first section of the paper comprises an analysis of the conception of social services. The second section presents an analysis of quality assessment of social services. A quantitative analysis was applied in the thesis as well as the half structured interview method. Two groups of respondents took part in the investigation: specialists working in Kelmė social services centre and receivers of social services. During the investigation it was found that the quality of social services depends to a great extent on the professional training and competences of specialists providing the services. In order for professional activity to develop, it is necessary to constantly raise specialists’ qualification, expand theoretical knowledge and develop practical skills. The investigation’s results revealed that customers are satisfied with the quality of services provided at home but feel isolated from society as only a small number of elderly people have the possibility to talk to their families and maintain social relations with other people. The last part of the thesis gives conclusions and recommendations for improvement of the quality of social services.

The thesis deals with the evaluation of the quality of social services, particularly services Sheltered Housing. For this evaluation of quality were selected four non-profit organizations focused on service housing in the region of South Bohemia. In this thesis we determined comparative areas according to the criteria of qualitative standards of social welfare, in accordance with those standards organizations are compared mutually and evaluated. For comparison of those organizations, focusing on social services, I have used the benchmarking method. The aim of the thesis is,on the basis of the lesson learned in comparing those organizations, identify potential improvements of provided social welfare and processing specific proposals and recommendations. These recommendations, can be used by those organizations to improve and enhance the quality of social services.

Kvalita v sociálních službách a její kontrola / The Quality in social services and its control

The new law about social services, that is effective since 1st January 2007, brought series of changes into the Czech social services system. These changes should contribute to modernizing and improving the quality of provided social services. Improving of the quality happens via implementing standards for quality in social services, that are sets of measurable and verifiable criteria. Verification of completing standards runs at the place where social services are provided and it is called quality inspection. Graduation theses analyses three runs of testing inspections, that proceeded in 2002, 2004 -- 2005, 2006 -- 2007 in the Czech Republic. Analysis evaluates the best and the worst completed standards, regional location of providers, where there the inspections were performed, and general fruitfulness of providers of social services at inspection. There are mentioned recommendations, which came out of the inspection analysis.

Socialinių paslaugų tikslas yra gerinti socialiai pažeidžiamų piliečių gyvenimo kokybę, tenkinti būtiniausius jo žmogiškuosius poreikius, padėti integruotis į visuomenę, mažinti socialinę atskirtį. Kad žmonės gaunantys šias paslaugas jaustų gyvenimo pagerėjimą reikia, kad tos paslaugos būtų suteiktos kokybiškai. Net ir mažos skiriamos paslaugos gali būti tik tada veiksmingos, jei jos taikliai pasiekė paslaugos gavėją, ypač ekonominės krizės metais. Nekokybiškai suteikta paslauga praranda savo vertę, neteikia naudos, vadinasi blogai arba visai nevykdo socialinės apsaugos politikos. Siekiant paslaugų kokybės darosi svarbūs santykiai tarp paslaugų teikėjo ir paslaugų gavėjo. Didžiausia dalimi paslaugų kokybę lemia tiesioginis paslaugos teikėjas- socialinis darbuotojas. Tai priklauso nuo jo kvalifikacijos, asmeninių savybių, požiūrio į klientą. Kokybės užtikrinimo sistemai kurti ir užtikrinti įtakos turi ir socialinių paslaugų įstaigų veikla, paslaugų prieinamumas ir kokybė, valstybės vykdomi ir rengiami įstatymai. Pagal socialinių paslaugų reformą,(2002m.) nuo 2004m. buvo pradėti rengti nacionaliniai socialinių paslaugų standartai, kurie padėtų paslaugų gavėjams ir jų šeimų nariams spręsti apie gaunamų paslaugų kokybiškumą, o socialinių paslaugų teikėjams būtų aiškiau, kokie reikalavimai keliami paslaugoms. Social services depend on economical situation of the state and legislation as well as qualification, competence of employee, who provides these services, and services’ quality assurance system. The main actor which determines quality of the services is direct services provider – social worker. It is quit hard to evaluate quality of services, because everyone different understands and evaluates quality of services. Person’s indication of evaluation depends on how provided service satisfies his need and expectations. Lithuanian legislation of social policy is orientated into high quality of social services; however evaluation of it is still problematic due to a lack of documentations, identifying quality evaluation strategy of social services provided by social workers. The master thesis, with reference to science literature, analyze social services provision system in Druskininkai Municipality (case analyze) as well as present point of view of social services’ organization, provider and recipient evaluating social services on social, territorial and economic backgrounds (experiment). This diploma thesis is concerned with individual planning with regard to the social service of personal assistance. The theoretical part contains a description of the origin and history of personal assistance in the world and in the Czech Republic. The theoretical part elaborates in detail on the no. 5 standard of quality of services provided and its four criteria. It also provides an overview of existing approaches toward individual planning of the social service of personal assistance for the target group of people with physical disabilities and seniors, including their positives and negatives, which the system of individual planning brings to providers of the social service of personal assistance and its users. The diploma thesis had two goals. The first was to ascertain the value of individual planning for users of the social service of personal assistance. The second was to assess the benefits that individual planning brings to organizations that provide the social service of personal assistance to people with serious physical disabilities and seniors with regard to improving the efficacy of the work of their employees. The practical part is based on qualitative research, with the main method of data collection being semi-structured interviews. The results showed that users do not see a major change in the way personal assistance is provided after the introduction of the individual planning system when compared to the situation before. Users mainly appreciated the fact that assistants are well-prepared even before the provision of assistance starts. This factor was unequivocally praised as a positive and a reason why individual planning should be introduced. In conclusion, the only negative aspect of individual planning for the employees was considered to be a higher administrative load, which, however, they were able to handle in the end, according their responses. On the other hand, both groups considered the greater level of preparedness of the social workers ? personal assistants during their social work a big benefit.

The thesis focuses on the issues of Quality Standards and the process of their application in the residential services in Vysočina region. The aim of my thesis is to map the present situation concerning the introduction of Quality Standards in social services in residential facilities in Vysočina region. The introductory theoretical part of my thesis contains sections related to social services. Definitions of basic concepts and sections which are related to chosen topic are explained here. It also contains the description of settings and context of the work. In the practical part the subject is narrowed to the topic of introducing Quality Standards in social services in relation to providers of social services, and to old people{\crq}s and handicapped people{\crq}s homes and special treatment facilities. The results of a questionnaire inquiry, conversations with directors of organizations and workers in direct care are presented and compared. This process is interlaced with the analysis of documents used in filling out the questionnaire that have a direct connection to fulfilling the criteria of social services quality. In the discussion and summary the essential research results are discussed. In relation to introducing Quality Standards in social services it will be necessary to change especially the attitude to users of social services. An important landmark here is the legal codification of Quality Standards in social services in relation to the Social Services Act.
