Dusky dolphin (Lagenorhynchus obscurus) behavior and human interactions: implications for tourism and aquaculture

Interactions between humans and dusky dolphins in the coastal waters of New Zealand are increasing. My research focused on tourism interactions, with Kaikoura as the study site; and, on habitat use in an active aquaculture area, with Admiralty Bay as the study site. In Kaikoura, companies engaged in commercial cetacean tourism (For Hire Company) have permits issued by the New Zealand’s Department of Conservation, allowing them to take paying customers out to view and swim with wild dusky dolphins. During summer and fall of 2005, I assessed the effectiveness of a voluntary ‘rest period’ established to give time free of humans to the dolphins. I used a theodolite to track the movements of large groups of dusky dolphins and recorded the arrival, departure and behaviors of all vessels approaching within 400 m of the group. The ‘rest period’ resulted in a reduction of vessel visits compared to non-rest periods, yet one For Hire Company and private recreational vessels continued to visit dusky dolphin groups during this time. To increase compliance with the voluntary regulation, more education is needed targeting private recreational vessels. Weekend traffic was higher compared to weekday traffic, during both rest and non-rest periods; a large increase occurred in weekend non-commercial vessel traffic. Swimming with calves is prohibited by New Zealand’s Marine Mammal Protection Regulations of 1992, yet 71.4 percent of the swim attempts I observed on-board For Hire Company tours were conducted with groups containing calves. More should be done to reduce the number of swims conducted with groups of dusky dolphins containing calves. In winter of 2005, I used hourly theodolite scans to record the number of dusky dolphin groups using Admiralty Bay, a different near-shore environment with less tourism than off Kaikoura, and with near-shore mussel farms. Groups of dusky dolphins were observed in Admiralty Bay using the full extent of the bay. This re-enforces previous findings that Admiralty Bay is an important winter foraging ground for dusky dolphins, and further aquaculture development in the bay would remove available foraging habitat.

A Study On Hair Regulations Systems For Junior High School Students

In regard to regulations restricting junior high school students on their attirement, hair style and appearances, the Ministry of Education (MOE) had announced in a letter dated January 20, 1987 with reference no. 02889 to abolish the ¡§Students¡¦ Hair length Standard¡¨. In addition, to operate in coordination with relevant rules and regulations that had continuouslly been amended and published, MOE had held numerous meetings to review reports from Bureaus of Education. MOE reiterated via news media and issued letters to Educational Administrative Agencies nation-wide that in accordance to Teachers¡¦ Act, schools should adopt and synthesize opinions from school administrators, teachers, parents, student representatives, and etc., to establish their own policy with regard to students¡¦ attirement, hair style and appearances. Starting from the academic year 2005, rights of students should be respected and stipulated in school disciplines. Schools that cite the abolished MOE regulations in current school disciplines and student handbooks should speed up in reviewing and amending the rules. In view of democracy and human rights concept, and to repect individual conscious of students, schools are requested not to restrict students to a certain type of hairstyle and punish students according to any standard. Instead, schools should respect individual choices, allow different opinions, and embrace diverse concepts toward beauty based on natural, neat and tidy premises. Furthermore, schools should focus their education on development of students¡¦ character and to enhance life and esthetics education, so as to strengthen and promote students¡¦ ability to self discipline and be independent. This research collects data from various surveys as well as coments and suggestions from scholars and experts before and after the hair regulation being abolished. The analysis is done vertically and horizontally from historical point of view and functional angle, assited with comparison among countries using similar hair regulation systems. It probes into Taiwan¡¦s hair regulation system to seek out and propose an ideal direction to fit in today¡¦s society of diverse value and to train up students with moral integrity and independent personality.

The purpose of this research is to increase transportation engineering knowledge about trucking operations and truck size and weight regulations in Costa Rica. This is done to reveal issues that should be considered in defining, evaluating, and choosing among alternative courses of action to improve truck operations and safety in the country. The research analyzes truck operations in Costa Rica with respect to the transportation system, truck size, weight and safety regulations, trucking activity and operating weights of trucks, and future transportation developments that may impact truck operations. This is done through the analysis of available data related to truck operations including an analysis of weight data to determine compliance with weight regulations and the associated operations of the trucking industry in Costa Rica. A series of interviews and site visits were used to understand the transportation system, regulations, enforcement, and associated issues.

The legitimacy of the International Civil Aviation Organization's universal safety oversight audit programme /

Based on the International Civil Aviation Organization's (ICAO's) evolution into the realm of safety regulation, which is unforeseen by the Chicago Convention, this thesis analyzes the legitimacy of the Universal Safety Oversight Audit Programme (USOAP) and ICAO's authority to regulate the sovereign states that enable its existence as an international organization. It concludes that ICAO's creation and operation of the USOAP is legitimate and sustainable based on: (1) an examination of international organizations generally; (2) the history and evolution of aviation safety audits; and (3) the relevant provisions of the Chicago Convention. Possible amendments to the Chicago Convention with the purpose of enhancing the USOAP are also considered and recommended.
