Ademais, o deslocamento dos migrantes e refugiados é um fenômeno complexo por questionar o conceito de cidadania e participação política conforme compreendido pela Ciência Política, Sociologia e Relações Internacionais. Esta pesquisa se insere no estudo das movimentações de refugiados no mundo contemporâneo e das respostas dos Estados nacionais à essa dinâmica sociopolítica. A ênfase desta investigação recai no exame da legislação e das políticas elaboradas, visando à integração social dos refugiados que se deslocaram para o Brasil e aqui vivem, no período histórico situado entre 1997 e 2018. Partindo da hipótese de que esses indivíduos não possuem participação ativa no Regime Internacional para os Refugiados, o objetivo principal é analisar a legislação e a política do Brasil para tal população, elaboradas como desdobramento da instauração do Regime Internacional para sua proteção. A tese defendida é de que a condição de heteronomia imposta aos refugiados desde o Regime Internacional se reflete tanto nos tratados e diretrizes internacionais sobre o tema, assim como nas legislações e políticas públicas nacionais do Brasil concernente... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The problem of displacement of refugees can be considered as one of the main phenomena of the present time, since it, simultaneously, demands the action of the international actors while challenging the capacity of the countries to elaborate and execute inclusive public policies, that provide the adequate and dignified reception. In addition, the displacement of migrants and refugees is a complex phenomenon because they question the concept of citizenship and political participation as understood by Political Science, Sociology and International Relations. This research is inserted in the study of refugee movements in the contemporary world and of the responses of the national states to this sociopolitical dynamics. The emphasis of this investigation is on the examination of the legislation and the policies elaborated for the social integration of refugees who have moved to Brazil and have been living here, in the historical period between 1997 and 2018. Assuming that the refugees do not have an active participation in the International Refugee Regime, the main objective is to analyze the Brazilian legislation and policy for them, developed as a result of the establishment of the International Regime for the protection of this population.
