Effects Of New Regional Policies On Turkish Regional Development: The Case Of Southern Eastern Anatolia Project

In this thesis, changing regional development policies and effects of these in Turkey is discussed. Regional inequalities have been one of the important concerns of the Republic of Turkey. However, the restructuring of state and capitalism during 1980&amp / #8217 / s led to a change in regional policies and Turkish regional polices have surely begun to be affected from new policies. Yet, these new policies do not seem to offer much about promoting development in underdeveloped regions. This study aims to analyze the effects of new regional policies with their successes and failures in order to find out whether they can offer a suitable policy framework for promoting development in underdeveloped regions of Turkey. With this aim, changing policies in Southern Eastern Anatolia Project (GAP) will be discussed. Transformation of GAP, from a project of irrigation and energy based on previous allocative regional policies to a sustainable human development project will be examined. According to findings of the study, some remarks will be made about policy framework that should be taken as a basis in GAP.

What about the local views? : A study on Swedish municipalities interactionswith higher tiers of governments

Despite twenty-five years of membership in the European Union (EU), academic contributionsfor understanding a possible impact of the EU membership on Swedish municipalities hasshined with their absence. Thus, municipalities make up a largely un-explored character in thefield concerned with European integrational aspects. The issue of how the EU affects a memberstate has hitherto been biased to the usage of a top-down lens and has mainly focused oncomprehending larger institutional bodies. This thesis takes its point of departure from thisdelivered criticism, by contributing to the burgeoning literature on how municipalities act andinteract with higher tiers of government in a multi-level governance system. Assessing the caseof four municipalities residing in northern Sweden this thesis offers insights into howmunicipalities interact using intergovernmental relations with the Swedish national governmentand the EU through a creation and implementation of strategies for advocating territorialinterests. By conducting interviews, the thesis confirms that a wide array of intergovernmentalrelations or interactions are used in order for promoting ‘northern positions’ to both a nationaland European level. A pattern shows that advocacy actions from subnational actors are directedvertically, while at the same time coordinated horizontally. Individual actors, mainly electedlocal politicians, plays a rather central part in these actions, by using a party channel foradvocating local views. In conclusion, this thesis reveal amongst all that the EU has in factimpacted municipalities in northern Sweden by creating incentives for them to advocate theirinterests towards the central government.

Oligopoly, regional development and the political economy of separatism, with a case study of the United Kingdom and Scotland

The present thesis aims to increase our understanding of the causes of separatism. The inspiration for this topic comes from the fact that separatist conflicts can become extremely destructive, and thus a better understanding of why they emerge may help us prevent much human suffering by pointing to ways in which separatism can be avoided. More specifically, the thesis aims to explain the link between separatism and regional development disparities. The argument presented is that inter-regional economic conflicts (such as about inter-regional fiscal redistribution) easily emerge between regions at different levels of development, and that under certain conditions, particularly prolonged recessions and austerity, such conflicts can become an important driver of separatist aspirations. This can happen in both poorer and richer regions. The thesis further argues that this entire process can only be fully understood if we analyse society through a class prism. Given that regional development disparities often lie at the root of inter-regional economic conflicts, one of the ways of avoiding such conflicts – and thus also separatism – would be to equalize regional development levels. In order to do so, however, we first need to understand why regional disparities emerge and persist. Focusing on capitalist countries, the thesis argues that the disparities emerge as a natural consequence of the operation of oligopolistic markets, which are the dominant market form in capitalism. Regional development policies are explored at length, and it is argued that they are generally insufficient to overcome the tendency of markets to produce regional disparities. All the topics in the thesis are explored at the general level and for a larger number of countries, but the main in-depth case study is of regional disparities in the United Kingdom and how they relate to Scottish separatism.

To this end, it was done a study of major theories dealing with territorial agglomerations: moving from the pioneering concept of Marshallian industrial district to neo-Schumpeterian concepts coming from the latest innovation systems. In a complementary way, there will be a study of the major reasons that brought the crowded productive activities to a central position in the economic debate and the formation of public policy, seeking to understand what the relationship of this phenomenon with the different approaches of regional development policies which are included in recent years.
