Cria, em seu lugar, duas agências, ADENE e ADA, com dois novos fundos, agora não mais vinculados ao imposto de renda. São fundos meramente orçamentários. Com o olhar para o caso nordestino, esta tese, contrariando o argumento central do Governo Federal, o da corrupção, defende que na verdade o ato da extinção escondeu outros propósitos (políticos e de concepção da necessidade e do papel de uma instituição de desenvolvimento regional). Reflete, portanto, o descaso do próprio Governo com o desenvolvimento regional e com a redução das desigualdades. Além disso, mesmo não tendo ocorrido como uma resultante do reconhecimento do Governo Federal de que o modelo institucional e de financiamento do desenvolvimento era obsoleto ¿ e que, portanto, far-se-ia necessária uma transformação ¿, de fato tal decisão pode ser entendida como uma mudança de concepção do próprio governo sobre a importância de uma política de desenvolvimento regional para a redução das desigualdades econômicas e sociais do País. Argumenta-se, ainda, que o fim da Superintendência representou o encerramento de um ciclo de políticas regionais no País. Em outras palavras, mais do que uma simples troca de instituições, tal ato representou o encerramento de uma importante fase das políticas regionais no País. De outra parte, ressalta-se que, da mesma forma que a nova instituição não foi absorvida pela sociedade brasileira, o novo Fundo jamais se mostrou suficientemente atraente para o capital privado, inviabilizando a demanda por seus recursos. O trabalho discute ainda como se deu a passagem de uma instituição para outra, e a luta que vem sendo travada, desde a extinção da SUDENE, para que se dê a volta do antigo órgão / Abstract: In may 2001, the Federal Government, alleging that the two still existing institutions of regional development in the Country (SUDENE and SUDAM) had been transformed into "holes" of corruption, decides to extinguish the both, as well as its politics of economic incentive. Creates, in their places, two agencies, ADENE and ADA, with two new founds, which are no tied to Income Tax anymore. Founds merely budgetary. Looking for the northeastern case, this thesis, opposing the central argument of the Federal Government (which is about corruption), defends that the extinguishing act actually hid another intentions (political and of conception of why and how a institution of regional development should work). Reflects, therefore, the indifference of the Government itself with the regional development and with the reduction of inequality. Moreover, exactly not having occurred as a resultant of the recognition of the Federal Government of that the institutional model and financing of the development was obsolete - and that, therefore, a transformation would become necessary -, of fact such decision can be understood as a change of conception of the government itself on the importance of one politics of regional development for the reduction of the economic and social inequalities of the Country. The thesis also argues that the end of the Supervision Cabinets represented the closing of a important phase of regional politics on the Country. In the other hand, it stands out that the new institution was not absorved by the brazilian society, and the new Found was never attractive enough to the private capital, making impracticable the demand for its resources.
