Apesar disso, ilhas de ruralidade resistem dentro ou nas proximidades das cidades e as recentes discuss?es sobre o papel da Agricultura Urbana e Periurbana (AUP) t?m refor?ado a perman?ncia de espa?os que desenvolvam essa atividade nas cidades ou em seu entorno, objetivando a promo??o da justi?a socioespacial, a prote??o ao meio ambiente ou o aumento da qualidade de vida da popula??o. O presente trabalho tem como universo de estudos uma ?rea que se apresenta tra?os de ruralidade no munic?pio de Natal, o Gramorezinho, que foi definido como uma ?rea Especial de Interesse Social (AEIS) de seguran?a alimentar pelo Plano Diretor de Natal em 2007 sem, contudo, ter sido delimitada e regulamentada at? o momento atual. Este trabalho parte, portanto, do seguinte questionamento: quais as especificidades socioecon?micas e f?sico-ambientais da comunidade agr?cola de Gramorezinho que fundamentam a sua efetiva??o como AEIS de Seguran?a Alimentar, conforme estabelece o Plano Diretor de Natal? Objetiva-se, nesse sentido, compreender as ?reas de seguran?a alimentar inseridas no Plano Diretor de Natal a partir da an?lise do contexto do Gramorezinho, visando estabelecer diretrizes para sua regulamenta??o. A metodologia de pesquisa adotada consistiu em: (1) abordagem te?rica, com revis?o bibliogr?fica acerca dos temas rela??o campo-cidade, planejamento territorial rural e urbano e das Zonas Especiais de Interesse Social (ZEIS); (2) abordagem emp?rica, a partir de estudos de refer?ncia sobre o planejamento territorial de ?reas de natureza semelhante ao Gramorezinho, al?m de an?lise morfol?gica, dos aspectos hist?ricos, socioambientais e perceptivos deste assentamento agr?cola; (3) conclus?es, apresentando, a partir das reflex?es realizadas ao longo do trabalho, as diretrizes para a regulamenta??o da AEIS do Gramorezinho. A pesquisa revelou que o Gramorezinho apresenta caracter?sticas que permitem classific?-lo como AEIS, por?m com especificidades que remetem ? morfologia e ao modo de vida do meio rural, mas que s?o tamb?m permeadas por elementos do urbano. Conclui-se, por fim, que a regulamenta??o da AEIS do Gramorezinho, considerando suas especificidades, pode garantir a perman?ncia da popula??o e perpetua??o do seu modo de vida face aos processos especulativos e de valoriza??o do solo associados ao avan?o da urbaniza??o. / The global urbanization process leads to many impacts and, among them, the urban fabric spreading above rural areas, not only on its territorial dimension, but also through values and habits related to the urban way of life. However, rural islands have survived inside or along cities and the recent debates about the role of Urban and Periurban Agriculture (UPA) has reinforced the permanence of spaces devoted to this activity inside or next to cities, aiming the promotion of social and spatial justice, the protection of the natural environment or the citizen?s quality of life improvement. This research studies an area with rural characteristics inside Natal?s limits, Gramorezinho, defined as an Especial Area of Social Interest (AEIS) of food safety by Natal?s masterplan of 2007, although this area was not delimited nor regulated. Therefore, the following question drives this research: which socioeconomical and physical-environmental specificities of Gramorezinho base its effectuation as an AEIS of food safety according to Natal?s Masterplan? Its main objective is to comprehend the Food Security Areas inside Natal?s Masterplan, through the analysis of Gramorezinho?s context and to establish guidelines to its regulation. The chosen research methodology consisted of: (1) theoretical approach, with literature review regarding the relation between the city and the countryside, the urban and rural territorial planning and the Especial Zones of Social Interest (ZEIS); (2) empirical approach, developing reference studies about areas of similar nature to that of Gramorezinho, besides morphological, historical, socioenvironmental and perceptive analysis of this agricultural settlement; (3) conclusions, presenting, from the research reflections, the regulatory guidelines for Gramorezinho?s AEIS. The research revealed that Gramorezinho presents characteristics that allow its classification as AEIS, but with specificities that refer to rural environment morphology and way of life, although permeated by urban elements. It is concluded that the regulation of Gramorezinho?s AEIS, considering its specificities, can guarantee its population permanence and the perpetuation of their way of life, facing the speculative and land valuation processes related to the advance of urbanization.

Pesquisa do Estado do RJ- - FAPERJ / The guiding thread of this analysis is the political of development outlined by the military government under the three editions of the National Development Plan (PND). One of the goals in context of these plans was to enable the colonization spaces demographically "empty" the country through the implementation of projects of colonization in the area that comprises the Legal Amazon acting as a stimulus to spontaneous migration and directing the flow of migration to the region. The goal of this study is to investigate and analyze the causal link between migration and development from a multidisciplinary view of the plots that tell the tragedies of migrants who settled in the border region. The case study was conducted in Lucas do Rio Verde, located in north of Mato Grosso, originating from a colonization project of the 1980s designed to resolve social tensions on the land that began to take a breath in Rio Grande do Sul. When provide voice to figures that fixed in that border is intended to analyze the dramas experienced and shared, and exposing the plots resulting from that process migration. The effort undertaken in this study was to investigate how to construct the representations of development in a frontier area. / O fio condutor desta an?lise ? a pol?tica de desenvolvimento tra?ada pelo governo militar no ?mbito das tr?s edi??es do Plano Nacional de Desenvolvimento (PND). Um dos objetivos no bojo destes Planos era possibilitar a coloniza??o dos espa?os demograficamente ?vazios? do territ?rio nacional atrav?s da implanta??o de projetos de coloniza??o na ?rea que compreende a Amaz?nia Legal servindo de est?mulo de migra??es espont?neas e direcionando o fluxo migrat?rio para a regi?o. O objetivo deste trabalho ? investigar e analisar o nexo causal entre migra??o e desenvolvimento sob um olhar multidisciplinar das tramas que informam os dramas dos migrantes que se fixaram naquela regi?o fronteiri?a. O estudo de caso foi realizado em Lucas do Rio Verde, cidade localizada no norte matogrossense, origin?ria de um projeto de coloniza??o da d?cada de 1980 elaborado para resolver as tens?es sociais por terra que come?avam a tomar f?lego no Rio Grande do Sul. Ao dar voz aos personagens que se fixaram naquela fronteira pretende-se analisar os dramas vivenciados e compartilhados e expor as tramas resultantes daquele processo migrat?rio. O esfor?o empreendido nesta pesquisa foi o de investigar como se constroem as representa??es de desenvolvimento numa ?rea de fronteira.
