A partir de um referencial teórico-institucional e de bibliografia pertinente ao tema, foram analisados os resultados da produção legislativa do Executivo, por meio dos projetos de lei encaminhados à Câmara Municipal de Vereadores e de que maneira esses resultados influenciaram na construção da agenda de governo de cada um dos Prefeitos ao longo do mandato. Os dados necessários para a realização deste trabalho estão localizados nos arquivos do Departamento de Atos Oficiais, da Secretaria Municipal de Governo, da Prefeitura Municipal de Pelotas, local onde foi realizado o trabalho de campo que resultou na consulta aos 771 projetos de lei elaborados pelos dois governos e encaminhados à Casa Legislativa. / The present paper aims at researching the power of the local agenda, based on a comparative analysis of the legislative output in the Fernando Marroni (2001-2004) and the Bernardo de Souza/Fetter Júnior (2005-2008) governments, in Pelotas (RS). Based on a theoretical-institutional referential and bibliography concerning the theme, the results of the legislative output from the government were analyzed, through law projects sent to the City Council and how these results influenced the arrangement of the government agenda of each of the mayors along their government. The data needed to perform such analysis are found in the Official Acts Department, from the Government City Office, at Pelotas City Hall, where the work was developed through the analysis of 771 law projects elaborated by the two governments and sent to the City Council.
