Knowledge is the center of operation in modern organizations. This understanding leads them to clearly recognize that their intellectual capital is the essential source of competitive advantage. Organization integration is the todays tendency, which calls for the need to understand the organization as a complete system, implementing new concepts and approaches in an adaptive way to their organizational reality. Knowledge management, in this new approach, incorporates all of these aspects becoming a complex job, which must be fully studied to be brought into the organization routine. This document analyses the technical & scientific committees as an able instrument to contribute to the easiness of group activities in highly complex research organization as the Aerospace Technological Center (CTA) here taken as a case study. Several factors organizational, cultural and behavior have influence when implementing this management tool and need to be analyzed to guarantee a successful way of implementation. The objective of this research is to identify favorable and unfavorable aspects of technical & scientific committees in CTA. These aspects must not be considered separately. To implement these committees successfully the interrelationship of all aspects must be analyzed in a systemic view of the organization. It was possible to verify as well in this research that the committees are considered very important for the Aerospace Technologic al Center activities. / O conhecimento é o centro de operação das organizações, na atualidade. Este entendimento leva as organizações a reconhecerem explicitamente que o seu capital intelectual é fonte essencial de vantagem competitiva. A tendência atual é a de integração da organização, o que cria a necessidade de entendê-la como um todo sistêmico, implementando os novos conceitos e abordagens de forma adaptativa à realidade organizacional. A gestão do conhecimento, nessa nova abordagem, incorpora todos esses aspectos, tornando-se uma tarefa complexa que deve ser amplamente estudada para ser inserida na rotina da organização. Neste trabalho são abordados os comitês técnico-científicos, um instrumento julgado capaz de contribuir para a criação de um contexto de facilitação das atividades em grupo em organizações complexas de ensino e/ou pesquisa, tal como o Centro Técnico Aeroespacial, aqui tomado como estudo de caso. Diversos fatores organizacionais, culturais e comportamentais influenciam a implantação desse instrumento gerencial e necessitam ser analisados, a fim de se ter uma sistemática de implantação que tenha êxito. O objetivo da pesquisa foi a identificação de aspectos favoráveis e desfavoráveis à implantação dos comitês técnico-científicos no Centro. Esses fatores não devem ser considerados isoladamente. Para o sucesso da implantação dos comitês, o inter-relacionamento desses fatores deve ser analisado, contemplando uma visão sistêmica da organização. Pôde-se verificar também, nesta pesquisa, que os comitês são considerados importantes para as atividades do Centro Técnico Aeroespacial.

The current process around these decisions has yielded lower than anticipated improvements to service level. Improving prior knowledge assessment in process characterization

The manufacturing process design includes process characterization (PC) experiments to demonstrate process robustness and provide data necessary for planning, risk mitigation, development of the control strategy, and successful execution of process validation. Performing PC experiments is resource intensive, both human and capital, so leveraging prior knowledge from previous experiments is essential. Until now, using data from past experiments data relied on a centralized static document called Prior Knowledge Assessment (PKA). The PKA aggregates the results of many statistical models that were created during past PC studies. Using the PKA provides insight, but leaves a lot of room for subjective decision making around questions, such as: How should products be grouped together? and What operating parameters are more important? The PKA also lacks uncertainty quantification for statistical significance. In this thesis, we aggregated data from past PC experiments across multiple molecules, and developed a machine learning framework to holistically analyze cross-product data from process characterization DOE studies. The model developed through this project provides interpretable predictions of sensitivity of Performance Indicators to Process Parameters variation. The model enables, for the first time, to assess and quantify the impact of parameters on indicators, even if they were not tested originally for a specific molecule. A novel user interface was created in order to bring the framework to life and create a "one-stop shop" for a scientist to interact with the model. This work improves process characterization decision quality. The People behind the Curtain: A Proposed Succession Planning Model for University-Wide Research Institutes

Public universities and their university-wide research institutes constantly search for ways to evolve to stay relevant and "marketable" in an ever-changing environment. The scholarly literature shows that the majority of higher educational institutes do not participate in succession planning, although numbers of research projects and researchers continue to increase over time, suggesting a great need for universities and institutes to learn how to sustain their work beyond current faculty or how to strategically grow and develop their current employees. The purpose of this research was to review current succession management strategies in large complex organization and to determine whether and how succession planning applies to university-wide research institutes in public, doctoral universities with very high research activity. To understand how succession planning might apply to institutes, this research involved a three phase process: 1) qualitative synthesis of scholarly literature, 2) electronic surveys of institute directors and university-level administrators, and 3) follow-up telephone interviews. The research synthesis focused on successful succession programs in for-profit, non-profit, and governmental organizations. Characteristics that were found across all three sectors were incorporated into a survey of executive directors and administrative overseers of research institutes to see which features applied in this university setting. Results from the survey were used in the development of a model for succession planning, which then was reviewed by institute directors for relevance to their organizations. Although several suggestions for improvement were given, many interviewees agreed that the model was relevant to their institutes. As such, I confirmed that succession planning should be a part of university-wide research institutes' management strategies to help officials make intentional decisions about their employee needs. This research is important for public administrators as they look at how best to use public funds and other resources in public universities' research activities. / Ph. D.

A promoção do business process managment (BPM) tem o potencial de trazer diversos benefícios para organizações de diferentes tamanhos, setores de atuação, regiões geográficas ou níveis de maturidade em gerenciamento de processos. Um dos fatores críticos de sucesso para a promoção de BPM é o seu alinhamento com o planejamento estratégico da organização. Este trabalho procura explorar o potencial de facilitação da promoção de BPM em uma unidade de pesquisa clínica (UPC) por meio do alinhamento com o planejamento estratégico. A pergunta de pesquisa que se pretende responder é: quais são os benefícios de um diagnóstico e planejamento estratégico prévios à promoção de um programa de BPM em uma unidade de pesquisa clínica (UPC)? Assim, o objetivo é definir as etapas e auxiliar na condução de um planejamento estratégico em uma unidade de pesquisa clínica, identificando posteriormente os benefícios decorrentes desta prática para a promoção de um programa de BPM. O método utilizado no trabalho foi a pesquisa-ação. Concluiu-se que a análise e estruturação inicial do processo de planejamento estratégico foi adequado como preparação para um primeiro ciclo de promoção de BPM na organização focal. Com base nas lições aprendidas durante o desenvolvimento foi proposto um modelo de planejamento estratégico orientado à promoção de BPM. / Business process management (BPM) has the potential to enhance performance for organizations of different sizes, industries, geographical locations or maturity levels of process management. One critical success factor for the promotion of BPM is its alignment with strategic planning. This research aims to explore the potential benefits of aligning the strategic planning process with a BPM program. Thus, the research question is defined as: what are the benefits of executing a diagnosis and strategic planning before a BPM program in a clinical research center (CRC)? The objective of the research is to define and execute steps of a strategic planning process in a clinical research center, identifying the benefits of these activities for a subsequent BPM program. Action-research was the method applied. The main findings were that the initial diagnosis of the organization in focus\' management practices and structuring of the strategic planning process ware adequate to prepare for the first cycle of a BPM program. Based on lessons learned along the research, a model was proposed for the strategic planning process oriented towards the promotion of BPM.
