No. of bitstreams: 1 giselleamaralabreu.pdf: 1691225 bytes, checksum: c14ccc31c2234e1402d620ed2e906f2c (MD5) Previous issue date: 2013-10-30 / Esta pesquisa tem por objetivo analisar as ações desenvolvidas pelos gestores de três escolas da Superintendência Regional de Ensino de Caxambu – MG (SRE-Caxambu), com fins de alcançar as metas estabelecidas pela Política do Estado de Minas Gerais, Acordo de Resultados, através da Pactuação de Metas, após a divulgação dos resultados do Sistema Mineiro de Avaliação da Educação Pública (SIMAVE) e propor um Plano de Ação Educacional que busque auxiliar e/ou aprimorar estas ações gestoras. A política do Acordo de Resultados se constitui numa estratégia de gestão por resultados, pela qual metas são traçadas para cada divisão do governo. As metas traçadas para a Secretaria de Estado de Educação envolve, em 80%, os resultados dos alunos do 3º, 5º e 9º anos de escolaridade do ensino fundamental e 3º ano do ensino médio nas avaliações externas do SIMAVE. Cabe aos gestores conhecer estes resultados, traçar estratégias de intervenção, divulgar para a comunidade e monitorar o ensino e a aprendizagem na sua escola. Para tanto, buscou-se conhecer a política e o SIMAVE, para analisar os seus efeitos na gestão das escolas. Para o desenvolvimento da pesquisa, utilizou-se a pesquisa qualitativa, incluindo a observação participativa, além de análise documental e entrevista semiestruturada, bem como a literatura disponível sobre o tema. Os dados encontrados demonstram que, apesar do conhecimento das metas e da existência de uma avaliação externa, nem todos os gestores conseguem mobilizar seus professores para um trabalho efetivo em busca de um trabalho articulado, visando ao alcance dessas metas. Percebeu-se que o papel do gestor na condução dessa política é fundamental, tendo em vista a dimensão pedagógica da gestão, bem como a participação das famílias. Por fim, para os pontos que merecem melhorias, apresenta-se o Plano de Ação Educacional, de modo a orientar a tomada de decisões referentes à implementação de estratégias de gestão, para que o trabalho a ser realizado, juntamente com a intervenção pedagógica, alcance as metas propostas. / This research aims to analyze the actions taken by the managers of the three schools of the Regional Teaching Caxambu - MG (SRE - Caxambu), with the purpose of achieving the goals set by the policy of the State of Minas Gerais, Results Agreement by agreeing on targets, after the disclosure of the results of Mining System for Evaluation of Public Education (SIMAVE) and propose an action plan that seeks to assist educational and / or improve these management actions. The politics of Results Agreement constitutes a strategy of managing for results, by which goals are outlined for each division of government. The targets for the State Department of Education involved in 80 %, the results of students in 3rd , 5th and 9th years of schooling and high school 3rd year of high school in external evaluations SIMAVE. It is up to managers to know these results, strategize intervention, disclose to the community and monitor teaching and learning in your school. Therefore, we seek to know the policy and SIMAVE to analyze its effects in the management of schools. To develop the research, we used qualitative research, including participant observation, and document analysis and semi-structured interviews, as well as the available literature on the subject. Our data show that despite the knowledge of the goals and the existence of an external, not all managers can mobilize their teachers for effective work in search of a joint work, aiming to reach those goals. It was noticed that the manager's role in driving this policy is critical, considering the pedagogical dimension of management as well as the participation of families. Finally, for points that deserve improvements, presents the Educational Action Plan in order to guide decision -making regarding the implementation of management strategies for the work to be performed, along with the pedagogical intervention, reach the proposed goals.
