The making of Taiwan's mainland policy: Milieu, state, and decision-making.

There are very few scholars who have written on Taiwan's mainland policy-making. With all variables and arguments that have been explored in this dissertation, the mainland policy-making in Taiwan is essentially a unique one, and continues to be a heuristic case in the world with regard to the divided-nations and asymmetrical confronting regimes. The hypothesis in this dissertation is that the international and domestic situation fluctuations are the two decisive elements which compel Taipei decision makers increasingly alter their mainland policy (from "three nos" to broad exchanges). Recently the changing political environment in Taiwan and the more realistic views of the new generation of policy makers are challenging these ideological beliefs (three nos policy). In addition, the different decision-making procedure is a contributing factor which affects the mainland policy directly. It is a critical time to give the Taiwan's mainland policy an intensive examination in order to understand how to keep a collective security in the Northeast Asia. While examining the vicissitudes of Taiwan-mainland Chinese relations during the past four decades, three important factors must be taken into account: one is the United States position in China's unification issue; the second is the domestic changes on both sides of the Taiwan Strait; the third, the unification strategy used by the two rival parties. With these three factors in mind, it is easy to understand the entire package of relationship between Beijing and Taipei. The primary focus of this dissertation is to examine the Nationalist mainland policy under the pressure of the "Taiwan issue," since 1950, and also the causes and factors of the "Taiwan democratization" which make the Taipei leaders partially shift their policy toward the mainland Communist.

Approved for public release; distribution is unlimited / China and Korea have had relations for more than two thousand years. During that period, China greatly influenced Korea. However, as a result of China's defeat in the Sino-Japanese War in 1894-1895 and the Japanese annexation of Korea from 1910 to 1945, the influence of China over Korea began to wane and was then lost. Meanwhile, while the People's Republic of China (PRC) was the Republic of Korea (ROK)'s primary enemy state, and the United States became the ROK's only military alliance state, particularly due to their intervention in the Korean War in the Cold War era, the PRC, coupled with the United States, has become one of the most important partnership countries of the ROK in terms of security and economy on the Korean peninsula in the post-Cold War era. More importantly, the PRC is the only state which enjoys good relations with the two Koreas. Under these circumstances, the ROK's amicable relations with the PRC and the United States must be extremely important factors for Korean reconciliation and the reunification process. This thesis mainly examines Korea's historical relations with China and the United States, anticipates the role of China in Korean unification, and offers policy recommendations. / Lieutenant Commander, South Korean Navy

Illusionary success: modern failures in child welfare

Child welfare is constantly labeled as “failure- riddled” and “scandalous” with high rates of children who are in an endless cycle of removal, reunification, and removal. Some children have lifelong abuse ramifications due to a longstanding history of childhood abuse. Other children, unfortunately, pay the ultimate price and die. State Child Welfare entities are working within their confines and become bound by federal and state statutes and laws. While media and citizen onlookers criticize and blame the state, workers, and families, the field suffers from a lack of better offers. This dissertation seeks to use the state of Tennessee as a case study to look at the why child welfare policy fails and is it situational by state. Findings indicate that there is no linear correlation for funding and rates of child abuse in states and that the policies implemented are used because of the “fail better” than other policy options. Tennessee is uniquely situated because, in the past 20 years, it has weathered two major scandals in child welfare.

Post-adoption reunion sibling relationships: Factors facilitating and hindering the development of sensitive relationships following reunion in adulthood

No / This paper explores findings from an exploratory study on sibling relationships following adoption reunion in adulthood. The qualitative data was gathered through in‐depth interviews with 33 adopted adults who were reunited with their birth sibling(s) through an adoption agency in the Republic of Ireland. The findings throw light upon the development of the emotional, often complex, relationships which may emerge when siblings meet for the first time in adult life. Factors influential in facilitating or hindering these post‐reunion relationships are discussed. The important insights are then considered in the context of the wider international literature on adoption, search and reunion.
